<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2980</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20211007">October 7, 2021</action-date><action-desc><sponsor name-id="S359">Mr. Heinrich</sponsor> (for himself and <cosponsor name-id="S409">Mr. Luján</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the voluntary donation of grazing permits and leases in the State of New Mexico, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id4F5F097057D54BFCA628BD97E4E55706"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildlife-Livestock Conflict Resolution Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id831E18B18B7B4CC59365FC2CA61DC279"><enum>2.</enum><header>Donation of grazing permits and leases</header><subsection id="idccc6bb96ad0448d5ace54067e59f04e5"><enum>(a)</enum><header>In general</header><text>Beginning in fiscal year 2022, the Secretary of the Interior, with respect to public land, and the Secretary of Agriculture, with respect to National Forest System land (referred to in this section as the <term>Secretary concerned</term>), shall accept the donation of any valid existing leases or permits authorizing grazing on public land or National Forest System land in the State of New Mexico.</text></subsection><subsection id="ide56a15b79ff34bb5b6c3dc064ec20a7f"><enum>(b)</enum><header>Termination</header><text>With respect to each permit or lease donated under subsection (a), the Secretary concerned shall—</text><paragraph id="id98c2c4da0c6e4a819f83e9a9db807f6a"><enum>(1)</enum><text>terminate the grazing permit or lease; and</text></paragraph><paragraph id="id2271da16b29d4f49b40d3fd56b3e6974"><enum>(2)</enum><text>except as provided in subsection (c), ensure a permanent end to grazing on the land covered by the permit or lease. </text></paragraph></subsection><subsection id="id93DE9DE3444B4B5BAA7E26D83DC2F219"><enum>(c)</enum><header>Common allotments</header><text>If the land covered by a permit or lease donated under subsection (a) is also covered by another valid grazing permit or lease that is not donated under that subsection, the Secretary concerned shall not allow the total grazing use on the land to exceed the average actual grazing use under the other valid grazing permit or lease for the 5-year period preceding the date of donation.</text></subsection><subsection id="id85987F0065E14FA0B5B1FC82E488CD97"><enum>(d)</enum><header>Limitation</header><text>Not greater than 10 permits or leases may be donated under subsection (a) in each fiscal year.</text></subsection></section></legis-body></bill>
