<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 290</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210208">February 8, 2021</action-date><action-desc><sponsor name-id="S369">Mr. Markey</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the National Security Act of 1947 to require the President to designate an employee of the National Security Council to be responsible for pandemic prevention and response, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>National Security Council coordinator for pandemic prevention and response</header><text display-inline="no-display-inline">Section 101 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3021">50 U.S.C. 3021</external-xref>) is amended— </text><paragraph id="idA9EED9FB64324FB8B7395FC1F6DB4ECC"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsection (h) as subsection (i); and </text></paragraph><paragraph id="id9FD69F806FF342A8B7AFCBDAD0EDC3EA"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (g) the following new subsection (h):</text><quoted-block style="OLC" id="idE4FF121B37E840EBB8180097AC15EDEF" act-name=""><subsection id="id96B7706C2848407A9C68EE0E1A480DFC"><enum>(h)</enum><header>Coordinator for pandemic prevention and response</header><paragraph id="id17E7935291BF4589BD06111F4F41CE90"><enum>(1)</enum><header>In general</header><text>The President shall designate an employee of the National Security Council to be the permanent coordinator for pandemic prevention and response for the Federal Government (in this subsection referred to as the <quote>Coordinator</quote>).</text></paragraph><paragraph id="idFD8DAECAAC184BDD975DCD0FC0E531DB"><enum>(2)</enum><header>Purpose</header><text>The Coordinator shall direct all efforts of the Federal Government relating to United States policy regarding pandemic prevention and response, including by carrying out the duties under paragraph (3).</text></paragraph><paragraph id="idD72061F536CB407A9FD17E5359018565"><enum>(3)</enum><header>Duties</header><text>The Coordinator shall—</text><subparagraph id="idE288454F93604F0FB3CE45ED953593EA"><enum>(A)</enum><text>serve as the principal advisor to the President regarding pandemic prevention and response;</text></subparagraph><subparagraph id="id4CF79196115A4A65B1EF6C33FAD731FB"><enum>(B)</enum><text>notwithstanding any other provision of law, coordinate and direct all activities, policies, programs, and funding relating to pandemic prevention and response, for all Federal agencies;</text></subparagraph><subparagraph id="idB38323D836B04D9CB9D1200FE94C8521"><enum>(C)</enum><text>direct, as appropriate, Federal Government resources to respond to needs for pandemic prevention and response; and</text></subparagraph><subparagraph id="idFE740AB2CB4D4D78B1F4C9993C628D34"><enum>(D)</enum><text>lead interagency coordination for pandemic prevention and response, including regular consultation with nongovernmental organizations and public health officials working to prevent and respond to pandemics. </text></subparagraph></paragraph><paragraph id="id78157221057445C5A80DC6037D95BF92"><enum>(4)</enum><header>Authority to represent the United States</header><text>The Coordinator may represent the United States in bilateral and multilateral discussions and agreements on matters relevant to pandemic prevention and response.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
