which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve requirements relating to establishment of a consortium of universities to advise the Secretary of Defense on cybersecurity matters, and for other purposes.</official-title></form><legis-body><section id="id625EB1A3F5864C09B7CFE03E97E2E9D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>University Cybersecurity Consortia Improvement Act of 2021</short-title></quote>.</text></section><section id="id575033D9E75A4223BB5DFD86D8D978ED"><enum>2.</enum><header>Improvements to consortium of universities to advise Secretary of Defense on cybersecurity matters</header><subsection id="id86E1E0EE0DF44BC092E435E42C698955"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1659 of the National Defense Authorization Act for Fiscal Year 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/92">Public Law 116–92</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/391">10 U.S.C. 391</external-xref> note) is amended—</text><paragraph id="id333A5830F2BC4204B1B8989A0FBB0260"><enum>(1)</enum><text>in subsection (a), in the matter before paragraph (1), by striking <quote>one or more consortia</quote> and inserting <quote>a consortium</quote>; and</text></paragraph><paragraph id="id3E308AE483C14CD08C178DD58DDE8F91"><enum>(2)</enum><text>in subsection (c), by amending paragraph (1) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA808E9328D06489694433AF17624E529"><paragraph id="idB9DE81145AA241F5BB33A79AEEC01752"><enum>(1)</enum><header>Designation of administrative chair</header><text>The Secretary of Defense shall designate the National Defense University College of Information and Cyberspace to function as the administrative chair of the consortium established under subsection (a).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id8A2EE673F7644F8DA2CC6077AA0E8234"><enum>(b)</enum><header>Conforming amendments</header><text>Such section is further amended—</text><paragraph id="id6CEE60F5DA2E438489C1502EF180A027"><enum>(1)</enum><text>in subsection (a)(1), by striking <quote>or consortia</quote>;</text></paragraph><paragraph id="id0DBC0D7CC92A41B7BA14E87CA516AA6A"><enum>(2)</enum><text>in subsection (b), by striking <quote>or consortia</quote>;</text></paragraph><paragraph id="idAF7F3FD450AD4C629468DE7872CA376F"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph id="id0E16F4167F5B44E6BBE88517272FEC87"><enum>(A)</enum><text>by striking paragraph (2);</text></subparagraph><subparagraph id="id5E2EA27279894A5B9DF31770275098F6"><enum>(B)</enum><text>by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively;</text></subparagraph><subparagraph id="id11169BB76B394C9EA8B185F7AAF7AD27"><enum>(C)</enum><text>in paragraph (2), as redesignated by subparagraph (B)—</text><clause id="id497980E1B25A4E6DBB4ACBF417C075F6"><enum>(i)</enum><text>in the matter before subparagraph (A)—</text><subclause id="id46A1B340A5BC4FBA9CAD6A7A0D218A3C"><enum>(I)</enum><text>by striking <quote>Each administrative</quote> and inserting <quote>The administrative</quote>; and</text></subclause><subclause id="id6966A53CA9854F528073D2B891CE2461"><enum>(II)</enum><text>by striking <quote>a consortium</quote> and inserting <quote>the consortium</quote>; and</text></subclause></clause><clause id="idFECE9B7228C74F7084DD6E9EF0390CBE"><enum>(ii)</enum><text>in subparagraph (A), by striking <quote>for the term specified by the Secretary under paragraph (1)</quote>;</text></clause></subparagraph><subparagraph id="id5507F3CE13ED419F8CC61374A7FCACC0"><enum>(D)</enum><text>by amending paragraph (3), as redesignated by subparagraph (B), to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9BD325EF860C4E9EAB2C93ED1C61CEE8"><paragraph id="id5F63CB0C3B8F455CB65414E2736DBB6A"><enum>(3)</enum><header>Executive committee</header><text>The Secretary, in consultation with the administrative chair, may form an executive committee for the consortium that is comprised of representatives of the Federal Government to assist the chair with the management and functions of the consortium.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idF8E0C83F439E43489C11BF1B4B073955"><enum>(4)</enum><text>by amending subsection (d) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2665F79F53F84ECCB2A1FFB354D1EB62"><subsection id="id09E4891D925A4DAAA7BFCD96FDA5C509"><enum>(d)</enum><header>Consultation</header><text>The Secretary shall meet with such members of the consortium as the Secretary considers appropriate, not less frequently than twice each year or at such periodicity as is agreed to by the Secretary and the consortium.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
