which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to establish performance objectives and accompanying metrics for the incorporation of artificial intelligence and digital readiness into Department of Defense platforms, processes, and operations, and for other purposes.</official-title></form><legis-body><section id="idF1F91EEC2C5143B39CACCB6205E3696E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Defense Artificial Intelligence Metrics Act of 2021</short-title></quote>.</text></section><section id="idD4737E4977564080868FB2C443149894"><enum>2.</enum><header>Artificial intelligence metrics</header><subsection id="ided4d409d7bfa42dbb993db4465364c88"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall—</text><paragraph id="id0449D5CC24CD4BD5B97A89138820E3E9"><enum>(1)</enum><text>review the potential applications of artificial intelligence and digital technology to Department of Defense platforms, processes, and operations; and</text></paragraph><paragraph id="idC1B948F3E80849E8AAAF4AC6A469E25A"><enum>(2)</enum><text>establish performance objectives and accompanying metrics for the incorporation of artificial intelligence and digital readiness into such platforms, processes, and operations. </text></paragraph></subsection><subsection id="idE2D5D3F6B1814C009B8763440D4207F4"><enum>(b)</enum><header>Performance objectives and accompanying metrics</header><paragraph id="idA97EB070142C490EAC1648E9A19DB34B" commented="no"><enum>(1)</enum><header>Skill gaps</header><text>In carrying out subsection (a), the Secretary shall require each secretary of a military department and the head of each component of the Department shall—</text><subparagraph id="id08D840E8FA7B404F8A9E7E442666115B"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idE74EF6E4AE4E4DE7A208F375C507B033"><enum>(i)</enum><text>conduct a comprehensive review of skill gaps in the fields of software development, software engineering, knowledge management, data science, and artificial intelligence;</text></clause><clause id="id1D97AAF52D724E4C8D7003BD1A3FEB16" indent="up1"><enum>(ii)</enum><text>assess the number and qualifications of civilian personnel needed for both management and specialist tracks in such fields; </text></clause><clause id="idF839C44CFCCD42C8A7A45159D217D905" indent="up1"><enum>(iii)</enum><text>assess the number of military personnel (officer and enlisted) needed for both management and specialist tracks in such fields; and </text></clause></subparagraph><subparagraph id="id593BE710D637450A8A8E074306612183"><enum>(B)</enum><text>establish recruiting, training, and talent management performance objectives and accompanying metrics for achieving and maintaining staffing levels needed to fill identified gaps and meet the needs of the Department for skilled personnel. </text></subparagraph></paragraph><paragraph id="id05da5a1344894a88995b5252fe1e8c6f" commented="no"><enum>(2)</enum><header>AI modernization activities</header><text>In carrying out subsection (a), the Secretary shall—</text><subparagraph commented="no" id="id5132703298844792B12740188A92D32A"><enum>(A)</enum><text>assess investment by the Department in artificial intelligence innovation, science and technology, and research and development;</text></subparagraph><subparagraph commented="no" id="id036A2409A0C241A18A86180456A654C4"><enum>(B)</enum><text>assess investment by the Department in test and evaluation of artificial intelligence capabilities; and</text></subparagraph><subparagraph commented="no" id="id3BAF642019C54B64B7ED6C913A02A792"><enum>(C)</enum><text>establish performance objectives and accompanying metrics for artificial intelligence modernization activities of the Department.</text></subparagraph></paragraph><paragraph id="id8717cf4e95064ee2bca22a4c82b8406e" commented="no"><enum>(3)</enum><header>Exercises, wargames, and experimentation</header><text>To assist the Secretary in carrying out subsection (a), the Chairman of the Joint Chiefs of Staff shall—</text><subparagraph commented="no" id="idDF0D2E9D1F914DFAB5F0B265C44088A2"><enum>(A)</enum><text>assess the integration of artificial intelligence into war-games, exercises, and experimentation; and</text></subparagraph><subparagraph commented="no" id="idB6D5BBB67E3542C39633055A8E2CBFE1"><enum>(B)</enum><text>develop performance objectives and accompanying metrics for such integration.</text></subparagraph></paragraph><paragraph id="ideabe55fdea464cb78fb3ac21d29bbe57" commented="no"><enum>(4)</enum><header>Logistics and sustainment</header><text>In carrying out subsection (a), the Secretary shall require the Under Secretary of Defense for Acquisition and Sustainment—</text><subparagraph commented="no" id="idF24280CFA4CC4EE59F4BD385AD7BF095"><enum>(A)</enum><text>to assess the application of artificial intelligence in logistics and sustainment systems; and</text></subparagraph><subparagraph commented="no" id="idC3F446F338594AD0A4B6430562FDB050"><enum>(B)</enum><text>to establish performance objectives and accompanying metrics for integration of artificial intelligence in the Department of Defense logistics and sustainment enterprise.</text></subparagraph></paragraph><paragraph id="id6F1BBBF7B17C4A55BFF1551C2434187B" commented="no"><enum>(5)</enum><header>Business AI applications</header><text>In carrying out subsection (a), the Secretary of Defense shall—</text><subparagraph commented="no" id="id4082F96EF208456991782F2C0D035189"><enum>(A)</enum><text>assess the integration of artificial intelligence for administrative functions that can be performed with robotic process automation and artificial intelligence-enabled analysis; and</text></subparagraph><subparagraph commented="no" id="id9674DB986836401F8332865E850EC6A5"><enum>(B)</enum><text>establish performance objectives and accompanying metrics for the integration of artificial intelligence in priority business process areas of the Department, including the following:</text><clause commented="no" id="id8C3C48BAC5C04247BC42B4F66B0E40D9"><enum>(i)</enum><text>Human resources.</text></clause><clause commented="no" id="id8111C758335F421C9D46085EEAB6FC50"><enum>(ii)</enum><text>Budget and finance, including audit.</text></clause><clause commented="no" id="id592DE32BF1194D639F05AD1095CE1F90"><enum>(iii)</enum><text>Retail.</text></clause><clause commented="no" id="id05D7010040A74FAD97F1B49113299D33"><enum>(iv)</enum><text>Real estate.</text></clause><clause commented="no" id="id9363AEE500434526862A7C23B3B978B2"><enum>(v)</enum><text>Health care.</text></clause><clause commented="no" id="id77672D9FD2EF4FF4A765AB836F95011A"><enum>(vi)</enum><text>Logistics.</text></clause><clause commented="no" id="id684541483A5E4875AAD65722F63BCB10"><enum>(vii)</enum><text>Such other business processes as the Secretary considers appropriate.</text></clause></subparagraph></paragraph></subsection><subsection id="id440a43923cb04d86addcbf52da5b5dd7"><enum>(c)</enum><header>Report to Congress</header><text>Not later than 120 days after the completion of the review required by subsection (a)(1), the Secretary shall submit to the congressional defense committees (as defined in section 101(a) of title 10, United States Code) a report on—</text><paragraph id="id129F5E025F854304AD26619038B8FD09"><enum>(1)</enum><text>the findings of the Secretary with respect to the review and any action taken or proposed to be taken by the Secretary to address such findings; and</text></paragraph><paragraph id="idF27C07B16A6C46BFB91677EA1929C706"><enum>(2)</enum><text>the performance objectives and accompanying metrics established under subsections (a)(2) and (b).</text></paragraph></subsection></section></legis-body></bill>
