<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2903</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210930">September 30, 2021</action-date><action-desc><sponsor name-id="S381">Mr. Rounds</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to establish executive education activities on emerging technologies for appropriate general and flag officers and senior executive-level civilian leaders, and for other purposes.</official-title></form><legis-body><section id="id37E6E3E0EE59420DACE4B8797FED993B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Emerging Technologies Professional Military Education Act of 2021</short-title></quote>.</text></section><section id="id63A5E76A57874E708D71F55D208D43D5"><enum>2.</enum><header>Executive education on emerging technologies for senior civilian and military leaders</header><subsection id="id0462218d0ba64495b1efe853bf4a5e7b"><enum>(a)</enum><header>Establishment of course</header><text>Not later than two years after the date of the enactment of this Act, the Secretary of Defense shall establish executive education activities on emerging technologies for appropriate general and flag officers and senior executive-level civilian leaders that are designed specifically to prepare new general and flag officers and senior executive-level civilian leaders on relevant technologies and how these technologies may be applied to military and business activities in the Department of Defense.</text></subsection><subsection id="id8300d1b1f1b74924ac7a3277ab7f0981"><enum>(b)</enum><header>Plan for participation</header><paragraph id="id2EA606A246194005B26BE2F59EB7F690"><enum>(1)</enum><header>In general</header><text>The Secretary of Defense shall develop a plan for participation in executive education activities established under subsection (a).</text></paragraph><paragraph id="id0CA7288D42BB43A9BDFA54BB4F8D2205"><enum>(2)</enum><header>Requirements</header><text>As part of such plan, the Secretary shall ensure that, not later than five years after the date of the establishment of the activities under subsection (a), all appropriate general flag officers and senior executive-level civilian leaders are—</text><subparagraph id="id4CA1AA71763A4B07B95958D25A851337"><enum>(A)</enum><text>required to complete the executive education activities under such subsection; and</text></subparagraph><subparagraph id="id0F7A05C6F2C349B6BB8385D2E631CD33"><enum>(B)</enum><text>certified as having successfully completed the executive education activities.</text></subparagraph></paragraph></subsection><subsection id="id8507fc519d04470d8076305084612177"><enum>(c)</enum><header>Report</header><paragraph id="idEEEF99C5B49B4161B314C77C90E4FBD9"><enum>(1)</enum><header>In general</header><text>Not later than the date that is three years after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the status of the implementation of the activities required by subsection (a).</text></paragraph><paragraph id="id1810404947004B0199BA861B67F5B349"><enum>(2)</enum><header>Contents</header><text>The report submitted under paragraph (1) shall include the following:</text><subparagraph id="id510E69CAB7424198BD8E25ADD2C67061"><enum>(A)</enum><text>A description of the new general and flag officers and senior executive-level civilian leaders for whom the education activities have been designated.</text></subparagraph><subparagraph id="idFA3857B1A286441EBD933396E0D1E55D"><enum>(B)</enum><text>A recommendation with respect to continuing or expanding the activities required under subsection (a).</text></subparagraph></paragraph></subsection></section></legis-body></bill>
