which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Health and Human Services to award grants to establish or expand programs and activities to increase access to high-quality culturally competent trauma support and mental health care, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing and Addressing Trauma with Health Services Act</short-title></quote> or the <quote><short-title>PATHS Act</short-title></quote>.</text></section><section id="id179D1738E92645259F50719AC20B7043"><enum>2.</enum><header>Grants for high-quality culturally competent trauma support and mental health services</header><text display-inline="no-display-inline">Part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7AF2B5429E684CF5B17CCE65D2991248"><section id="id312024276ED14B68840F7C14915E69F0"><enum>553.</enum><header>Grants for high-quality culturally competent trauma support and mental health services</header><subsection id="id0F9BF316A34F43F2981EE9CE2837EFB1"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Assistant Secretary and in consultation with the heads of other relevant Federal agencies, shall award grants to eligible entities to establish or expand programs and activities for the purpose of increasing access to high-quality culturally competent trauma support and mental health care for covered individuals in covered communities.</text></subsection><subsection id="id1F4C244BB7FB456BB77DF79229A95D21"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible for a grant under this section, an entity shall be—</text><paragraph id="idBF231E7A4B9C4F0197CFB3A3549CAB63"><enum>(1)</enum><text>a nonprofit or community-based program or organization that—</text><subparagraph id="idB2D85F7282764AB9A6FF11EF58C2C40C"><enum>(A)</enum><text>provides or has developed plans to provide culturally competent programs and resources that are aligned with evidence-based or evidence-informed practices for trauma-informed mental health care; and</text></subparagraph><subparagraph id="id1CBD558E20E447A59C0EA3B40E3BA9F4"><enum>(B)</enum><text>has demonstrated expertise in serving covered communities;</text></subparagraph></paragraph><paragraph id="id7967F126162D46468D32111EC79AB317"><enum>(2)</enum><text>a Federal, State, or local agency, such as a public health, mental health, law enforcement, or social services agency, that conducts activities (which may be through partnering with a nonprofit or community-based organization) to, in a covered community, screen individuals for mental health needs, assess such needs, and provide mental health services or referrals to such services; or</text></paragraph><paragraph id="id9AA2D81231F54A8FB40BCAFCB790BD04"><enum>(3)</enum><text>a hospital, health care clinic, or other health care institution that provides to a covered community culturally competent programs, mental health services, and resources that are aligned with evidence-based or evidence-informed practices for trauma-informed mental health care.</text></paragraph></subsection><subsection id="idEE7ED0BBF50242D7936363A7D6A4DF25"><enum>(c)</enum><header>Applications; preference; period</header><paragraph id="idD08A7AED333849A79694C8BADAA81F52"><enum>(1)</enum><header>In general</header><text>An eligible entity desiring a grant under this section shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require. </text></paragraph><paragraph id="id21602D89C0EE4B2B8C144048A42FE8A4"><enum>(2)</enum><header>Preference</header><text>In selecting applicants for a grant under this section, the Secretary may give preference to eligible entities that—</text><subparagraph id="id4D92E0C6AC7B48D38314E23F109FB861"><enum>(A)</enum><text>demonstrate they have established a partnership with another eligible entity or service provider in a covered community; or</text></subparagraph><subparagraph id="id6E32DB4D5CAF454185A24187F1945181"><enum>(B)</enum><text>are community health centers or federally qualified health centers.</text></subparagraph></paragraph><paragraph id="id927461C97EA9414CB69EBFED707BF265"><enum>(3)</enum><header>Period</header><text>Each grant awarded under this section shall be for a period of 5 years, with equal amounts awarded to the recipient through the grant for each of such 5 years.</text></paragraph></subsection><subsection id="idE165D5181898470297CBDCE030A6B8AE"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity that receives a grant under subsection (a)—</text><paragraph id="idD10A9E6216974C9DADDD01B049E14D01"><enum>(1)</enum><text>shall use the funds to increase access to or provide evidence-based or evidence-informed, trauma-informed mental health services to covered individuals in a covered community; and </text></paragraph><paragraph id="id59571E9AC955411E8228ABD70115B9AA"><enum>(2)</enum><text>may use the grant funds to— </text><subparagraph id="idfa6abe65851c42dda6aedebf6b9fd330"><enum>(A)</enum><text>establish and maintain programming to provide culturally competent mental health services;</text></subparagraph><subparagraph id="id1c846d44842f4d44be54d5d5473b965e"><enum>(B)</enum><text>hire and retain mental health care providers;</text></subparagraph><subparagraph id="id78a89bc1d8d74c11891578b59a6b4ed5"><enum>(C)</enum><text>train mental health care providers on culturally competent trauma-informed care strategies;</text></subparagraph><subparagraph id="id7f92bca9f6a247c49de4c5b219d6d89c"><enum>(D)</enum><text>develop strategies and projects to enhance access to trauma-informed care and resources for covered individuals in a covered community;</text></subparagraph><subparagraph id="id12d579f0cde6404fb037d91bfcce8482"><enum>(E)</enum><text>establish partnerships with other eligible entities to develop and enhance effective strategies to provide trauma-informed mental health services to covered individuals in a covered community;</text></subparagraph><subparagraph id="id2a5a04ca078c44038ff1f16ef18e9231"><enum>(F)</enum><text>develop strategies and training for law enforcement officers or other first responders to provide referral services to covered individuals in a covered community to trauma-informed mental health services; </text></subparagraph><subparagraph id="id8fde3d57acb4449f88a977cf6253e729"><enum>(G)</enum><text>build public awareness and education about trauma-informed mental health services in a covered community; and</text></subparagraph><subparagraph id="id9e3e6fcffcd94fa580fbf0653935bcfb"><enum>(H)</enum><text>build public awareness and education in a covered community about the importance of addressing trauma resulting from gun violence. </text></subparagraph></paragraph></subsection><subsection id="idAE852C2F433044F59143575CF5136D67"><enum>(e)</enum><header>Evaluation</header><paragraph id="id279ABA4D2A3747AFA9990E35A5109823"><enum>(1)</enum><header>Grant recipient requirements</header><text>An eligible entity that receives a grant under this section shall—</text><subparagraph id="id055425542b2b4fb1ae83c0836259a676"><enum>(A)</enum><text>develop metrics and key performance indicators to assess outcomes achieved by programs or activities funded through such grant; and</text></subparagraph><subparagraph id="id50f37d358dca43ada03687fce1e90e49"><enum>(B)</enum><text>not later than the date that is 2 years after the day on which the entity receives such grant, and 1 year after such date, submit to the Secretary a report that details—</text><clause id="id2ff76777e41c4b97b815633aa572d1e2"><enum>(i)</enum><text>the metrics and key performance indicators used to assess outcomes achieved by such programs or activities;</text></clause><clause id="idea7dbb644c364cf99a667e0e17a11ff6"><enum>(ii)</enum><text>the process used to identify and develop such metrics and key performance indicators; and</text></clause><clause id="iddaae41f7c01049b1a00324bd3ad53fd6"><enum>(iii)</enum><text>an assessment of the outcomes achieved by such programs or activities.</text></clause></subparagraph></paragraph><paragraph id="idd70b64c6d3d843f3b1d1b36d9c24b12e"><enum>(2)</enum><header>Report to Congress</header><text>Not later than the date that is 3 years after the date of enactment of this section, and each year thereafter through fiscal year 2026, the Secretary shall conduct an evaluation of the programs or activities funded by a grant under this section and submit a report of the results of such evaluation to Congress. </text></paragraph></subsection><subsection id="id4D9814717E804E49B193FA2CB37FD5BC"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id370B4DA6F1244A5F8643A335F3613B2A"><enum>(1)</enum><header>Covered community</header><text>The term <term>covered community</term> means a community that has an age-adjusted rate of violence-related (or intentional) injury deaths that is above the national average, as determined by the Director of the Centers for Disease Control and Prevention. </text></paragraph><paragraph id="id38654438D7944470A1733CC537AA3A70"><enum>(2)</enum><header>Covered individual</header><text>The term <term>covered individual</term> means an individual who has been injured, has witnessed, has been threatened, has been exposed to, or has been otherwise impacted by gun violence within the 5 years preceding the date of enactment of this section. </text></paragraph></subsection><subsection id="id5C8B157B58CA4D6BA7F971C50926672F"><enum>(g)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $100,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
