<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2869</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210928">September 28, 2021</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, and <cosponsor name-id="S287">Mr. Cornyn</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To temporarily limit the authority of the Administrator of the Federal Emergency Management Agency to prescribe chargeable premium rates for flood insurance under the National Flood Insurance Program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>NFIP Risk Rating 2.0 Delay Act of 2021</short-title></quote>.</text></section><section id="idAA61C0356C1D4780965EDF42C9D4E6B4"><enum>2.</enum><header>Premium rate freeze</header><text display-inline="no-display-inline">Notwithstanding section 1308(a) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(a)</external-xref>), during the period beginning on the date of enactment of this Act and ending on September 30, 2022, the chargeable premium rates for flood insurance coverage under the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4001">42 U.S.C. 4001 et seq.</external-xref>), as in effect on the day before that date of enactment— </text><paragraph id="id4D0808F70FA249B3828F0EFE5BDCE4EF"><enum>(1)</enum><text display-inline="yes-display-inline">shall remain in effect; and</text></paragraph><paragraph id="id16AB4497C3344454B1D37680DF52B357"><enum>(2)</enum><text>may not be adjusted by the Administrator of the Federal Emergency Management Agency.</text></paragraph></section></legis-body></bill>
