<distribution-code display="yes">II</distribution-code><calendar>Calendar No. 138</calendar><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2868</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210928">September 28, 2021</action-date><action-desc><sponsor name-id="S270">Mr. Schumer</sponsor> introduced the following bill; which was read the first time</action-desc></action><action><action-date date="20210928">September 29, 2021</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>A BILL</legis-type><official-title>To temporarily extend the public debt limit until December 16, 2022.</official-title></form><legis-body><section id="id1A8F1252527F47AFB057341A31920933" section-type="section-one"><enum>1.</enum><header>Temporary extension of public debt limit</header><subsection id="id450398be856b4f82856f6f0d2be5af7d"><enum>(a)</enum><header>In general</header><text>Section 3101(b) of title 31, United States Code, shall not apply for the period beginning on the date of enactment of this Act and ending on December 16, 2022.</text></subsection><subsection id="id292d8fcd589a4c9eaf1bd3048581b014"><enum>(b)</enum><header>Special rule relating to obligations issued during extension period</header><text>Effective on December 17, 2022, the limitation in effect under section 3101(b) of title 31, United States Code, shall be increased to the extent that—</text><paragraph id="id205b008995a5475a912903caab3a9265"><enum>(1)</enum><text>the face amount of obligations issued under chapter 31 of such title and the face amount of obligations whose principal and interest are guaranteed by the United States Government (except guaranteed obligations held by the Secretary of the Treasury) outstanding on December 17, 2022, exceeds</text></paragraph><paragraph id="idb5934d579b084f0f8e9e79646c3b9f7e"><enum>(2)</enum><text>the face amount of such obligations outstanding on the date of enactment of this Act.</text></paragraph></subsection><subsection id="idab4b46978276472fa7474ec1f9bfb9f7"><enum>(c)</enum><header>Extension limited to necessary obligations</header><text>An obligation shall not be taken into account under subsection (b)(1) unless the issuance of such obligation was necessary to fund a commitment incurred pursuant to law by the Federal Government that required payment before December 17, 2022. </text></subsection></section></legis-body><endorsement display="yes"><action-date>September 29, 2021</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
