<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2839</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210923">September 23, 2021</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide an additional $1,000,000,000 for the Government of Israel to procure the Iron Dome defense system to counter short-range rocket threats, and for other purposes.</official-title></form><legis-body style="OLC"><section id="idED17BB0C90154CA2B41DAF3143188D7B" section-type="section-one"><enum>1.</enum><header>Provision of additional amount for the Government of Israel to procure the Iron Dome defense system to counter short-range rocket threats</header><subsection id="idD17784725BA14BCE805F2203B69A2263"><enum>(a)</enum><header>Appropriation</header><text display-inline="yes-display-inline">There is appropriated, out of any money in the Treasury not otherwise appropriated, for fiscal year 2022, for <quote>Procurement-Procurement, Defense-wide</quote>, $1,000,000,000, to remain available until September 30, 2024.</text></subsection><subsection id="id3246B6CA3ADC4DA8B067EDA8E1235300"><enum>(b)</enum><header>Availability</header><paragraph id="idA15FE90577164ED18B98C45D400DD229"><enum>(1)</enum><header>In general</header><text>Of the amount appropriated by subsection (a), $1,000,000,000 shall be available for the Secretary of Defense to provide to the Government of Israel for the procurement of the Iron Dome defense system to counter short-range rocket threats.</text></paragraph><paragraph id="idFACDF9039CE54A71AA601E0A19C4D86C"><enum>(2)</enum><header>Conditions</header><subparagraph id="id2D704C02FEA64A458BC543266302F00A"><enum>(A)</enum><header>Emergency requirements in support of Operation Guardian of the Walls</header><text>Amounts available pursuant to paragraph (1) shall be provided to address emergent requirements in support of Operation Guardian of the Walls.</text></subparagraph><subparagraph id="id8E8DB11CD15E4598A9DFE0428A6B8985"><enum>(B)</enum><header>Exchange of letters and agreement</header><text>Amounts available under paragraph (1) shall be transferred pursuant to an exchange of letters and are in addition to funds provided pursuant to the U.S.-Israel Iron Dome Procurement Agreement, as amended.</text></subparagraph><subparagraph id="id94672B77DC354CEAAF23BA673F6E3FE6"><enum>(C)</enum><header>Rule of construction</header><text>That nothing in this paragraph shall be construed to apply to amounts made available in prior appropriations Acts for the procurement of the Iron Dome defense system.</text></subparagraph></paragraph></subsection><subsection id="idfebe6809a6e94daf8ccb5225b2676107"><enum>(c)</enum><header>Supplement, not supplant</header><text>The amount appropriated by subsection (a) shall supplement and not supplant any amounts already appropriated for the purpose described in subsection (b)(1). </text></subsection></section></legis-body></bill>
