<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2823</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210923">September 23, 2021</action-date><action-desc><sponsor name-id="S397">Mr. Braun</sponsor> (for himself, <cosponsor name-id="S300">Mr. Burr</cosponsor>, <cosponsor name-id="S236">Mr. Inhofe</cosponsor>, <cosponsor name-id="S372">Mrs. Capito</cosponsor>, <cosponsor name-id="S317">Mr. Barrasso</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S266">Mr. Crapo</cosponsor>, <cosponsor name-id="S376">Ms. Ernst</cosponsor>, <cosponsor name-id="S378">Mr. Lankford</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S407">Mr. Hagerty</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, and <cosponsor name-id="S381">Mr. Rounds</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBU00">Committee on the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To ensure that all fast-tracked reconciliation bills are subject to a committee hearing, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Hearing, No Vote Act of 2021</short-title></quote>.</text></section><section id="idE2EFDE3EC5EA4FD7A76671A7A87A887B"><enum>2.</enum><header>Committee hearings for reconciliation bills</header><subsection id="id1C4808AA90A34B6B8A5F877238458D2B"><enum>(a)</enum><header>In general</header><text>Section 310 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/641">2 U.S.C. 641</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1DE54E3975704329A0FD13AC60BFD4FC"><subsection id="id9D3F4C2E97294D0299D5D8F1D9D2A026"><enum>(h)</enum><header>Committee hearings for reconciliation bills</header><text>It shall not be in order in the Senate to consider any reconciliation bill or reconciliation resolution, unless—</text><paragraph id="id0896167D9A204CB98E3C700DB13DBE3E"><enum>(1)</enum><text>the reconciliation bill or reconciliation resolution was—</text><subparagraph id="id66811EA082234D189D476CC21BE6FBB8"><enum>(A)</enum><text>ordered reported to the Senate under subsection (b)(1) by the committee of the Senate receiving reconciliation instructions; or</text></subparagraph><subparagraph id="idD99A9666F51A48CC92DE6ADEE3A64B34"><enum>(B)</enum><text>reported by the Committee on the Budget of the Senate under subsection (b)(2) after receiving recommendations ordered to be reported to the Committee on the Budget by 1 or more committees of the Senate receiving reconciliation instructions; and</text></subparagraph></paragraph><paragraph id="id96D7FE92C77C4FAEBD365E45020EA483"><enum>(2)</enum><text>each committee that ordered reported the reconciliation bill or reconciliation resolution or ordered recommendations to be reported to the Committee on the Budget held not less than 1 hearing regarding any major provision of the reconciliation bill or reconciliation resolution within the jurisdiction of such committee.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idCD455EBF913E4373AE55626F36E1F08C"><enum>(b)</enum><header>Waiver and appeal</header><text>Section 904 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/621">2 U.S.C. 621</external-xref> note) is amended—</text><paragraph id="id53106BC307CE420FB6FC266B01AAD682"><enum>(1)</enum><text>in subsection (c)(1), by inserting <quote>310(h),</quote> after <quote>310(d)(2),</quote>; and</text></paragraph><paragraph id="idA9301DE8DA0B49BD98865027A8193342"><enum>(2)</enum><text>in subsection (d)(2), by inserting <quote>310(h),</quote> after <quote>310(d)(2),</quote>.</text></paragraph></subsection></section></legis-body></bill>
