<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2817</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210923">September 23, 2021</action-date><action-desc><sponsor name-id="S384">Mr. Tillis</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to furnish readjustment counseling and related mental health services to family members of members of the Armed Forces or veterans who died by suicide, and other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HFEBB0BA3EB564427A28803364B542089"><section section-type="section-one" id="H567CF20A5C7844A48846FFE02410FA99"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding the Families of Veterans Access to Mental Health Services Act</short-title></quote>.</text></section><section id="H1857EBD49D69447AAC19614F3E2EFEC6"><enum>2.</enum><header>Eligibility for mental health services for family members of members of the Armed Forces and veterans who died by suicide</header><text display-inline="no-display-inline">Section 1712A(a)(1) of title 38, United States Code, is amended—</text><paragraph id="H29D58D49600E43B8B95FE1B2EA4A0EAA"><enum>(1)</enum><text>in subparagraph (A)(ii)—</text><subparagraph id="HD681779BCE1D45AF9ED0D1A60FA4A7A9"><enum>(A)</enum><text>in subclause (I), by striking <quote>and</quote>;</text></subparagraph><subparagraph id="H1C8E7109D31A47AD8FFC03F0F94D9D89"><enum>(B)</enum><text>in subclause (II), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="HB709EA59B58140C88B80EB4BD659703A"><enum>(C)</enum><text>by adding at the end the following new subclause:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE943CB0913C74D42B21DC086B1F45A86"><subclause id="H30C78B9AB9594F87B32FE6CA89BC8C95" indent="up2"><enum>(III)</enum><text display-inline="yes-display-inline">in the case of a veteran or member who died by suicide, to the degree that counseling furnished to such individual is found to aid in coping with the effects of such suicide.</text></subclause><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H6260E5215A02440DAFEBCE2BC2C63578"><enum>(2)</enum><text>in subparagraph (B)(i)(II)—</text><subparagraph id="H6754F14FAF41466B9E6C7667521AE01E"><enum>(A)</enum><text display-inline="yes-display-inline">in item (aa), by striking <quote>or</quote>;</text></subparagraph><subparagraph id="H8CE0CC8968B6495F8BF96BD1C3BC6CEC"><enum>(B)</enum><text display-inline="yes-display-inline">in item (bb), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="H97CE247BA74B4E258DDD35CBA9C80CB2"><enum>(C)</enum><text>by adding at the end the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H082B65E7B9CD42BBAEBF4636B4E78711"><item id="HF8802573DC094964B2D3BF3CADEDFBB3" indent="up3"><enum>(cc)</enum><text display-inline="yes-display-inline">coping with the effects of a suicide described in subclause (III) of such clause.</text></item><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H2939B597BD904FAF9DB73A5073148D16"><enum>(3)</enum><text>in subparagraph (C)(vii)—</text><subparagraph id="HD72AE668AA4C4B028D4FEDD09664A029"><enum>(A)</enum><text>in subclause (I), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="HB15DE7ADB0DA40F7A570E1CE0FACE192"><enum>(B)</enum><text>in subclause (II), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="HB463D95AD6E84451859383121C866996"><enum>(C)</enum><text>by adding at the end the following new subclause:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H48ECF40CAE2E494EA2DDDD4D18D8B917"><subclause id="HC0D3FC1F82ED48D6BF6CEB12878D3022" indent="up2"><enum>(III)</enum><text display-inline="yes-display-inline">veteran or member of the Armed Forces who died by suicide.</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="HD7D37774ED904896861F87EC417AC101"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by section 2 shall apply with respect to family members of a member of the Armed Forces or veteran who died by suicide before, on, or after the date of the enactment of this Act.</text></section></legis-body></bill>
