which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a youth savings match grant program for students in grades 9 through 12.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>PIGGY BANK Act</short-title></quote> or the <quote><short-title>Program to Inspire Growth and Guarantee Youth Budgeting Advice and Necessary Knowledge Act</short-title></quote>.</text></section><section id="idCB69BFBD88864A17A82E3AF0C828F51D"><enum>2.</enum><header>Pilot youth savings match grant program</header><subsection id="id0BB43801B97542B4A5929EEF2DD58206"><enum>(a)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="id5DC6B0DE711048819B54746BBCE7A845"><enum>(1)</enum><header>ESEA terms</header><text>The terms <quote>local educational agency</quote> and <quote>parent</quote> have the meaning given those terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="id6438006B15C3469F9793713876DD3933"><enum>(2)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Education.</text></paragraph></subsection><subsection id="id60CC2A226437486BB77A2454D3D79309"><enum>(b)</enum><header>Program authorized</header><paragraph id="id36F60AB9B7544968AF5E15F94F27A323"><enum>(1)</enum><header>In General</header><text>The Secretary, in collaboration with the Financial Literacy and Education Commission of the Department of Treasury and the Division of Consumer and Community Affairs of the Board of Governors of the Federal Reserve System, shall establish a pilot program to award grants to States, on a competitive basis, to enable those States to select participating eligible local educational agencies in the State to carry out a youth savings match program, as described in subsection (d).</text></paragraph><paragraph id="id2180426714064A38AAA9AC1F0C9843BF"><enum>(2)</enum><header>Duration</header><text>Grants awarded under this section shall be for a period of 6 years.</text></paragraph></subsection><subsection id="id223ED330208F4BDF9F9E3DF050CDCB30"><enum>(c)</enum><header>Application</header><text>Each State desiring a grant under this section shall submit to the Secretary an application at such time, in such manner, and accompanied by such information as the Secretary may require, which shall include, at a minimum—</text><paragraph id="id87B7FA96DD1145F0B192B6DFB2B4C947"><enum>(1)</enum><text>a comprehensive plan of administration of the youth savings match program, including how parents will be encouraged to participate;</text></paragraph><paragraph id="idE8EFE47A0054454597A573B800652EF6"><enum>(2)</enum><text>the identification of a single account trustee, which shall be a State agency, such as a State Department of Treasury, Office of the Governor, Lieutenant Governor, State financial regulator, Comptroller, a tax-exempt nonprofit organization or foundation, or a for-profit organization or business with demonstrated expertise and experience in successfully managing financial services;</text></paragraph><paragraph id="idD7AA65987C6342359701CB63098A055D"><enum>(3)</enum><text>an assurance that the State and participating eligible local educational agencies in the State will participate in an evaluation of the program; </text></paragraph><paragraph id="id17D21D5CEE524239A0B8BCEF4BBC1AC7"><enum>(4)</enum><text>an identification of the individuals who will conduct the training for teachers who administer the financial literacy classroom component of the program; and</text></paragraph><paragraph id="id6CE72B3B45464161ADABBA1EE1F041D9"><enum>(5)</enum><text>a description of the goals and objectives of the financial literacy classroom component of the program and an overview of that program, including an overview of the topics that will be part of that program. </text></paragraph></subsection><subsection id="id63B7240B065A4236A547F27D46FC90EF"><enum>(d)</enum><header>Youth savings match grant program</header><paragraph id="idA77F56E52D1542D882F353E70413E652"><enum>(1)</enum><header>Eligible LEAs</header><text>A local educational agency shall be eligible to participate in the youth savings match program if that local educational agency receives funding under part A of title I of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311 et seq.</external-xref>).</text></paragraph><paragraph id="id0AE6F5FF99114BAF94D94DD592C4CD0C"><enum>(2)</enum><header>Youth savings match program</header><text>Each participating eligible local educational agency shall use grant funds to carry out a youth savings match program, through which the eligible local educational agency shall ensure that—</text><subparagraph commented="no" id="idA5A6730230EA4125B30DF23D1BBB887F"><enum>(A)</enum><text>every year each student in grades 9 through 12 that is served by that eligible local educational agency is notified that—</text><clause commented="no" id="idCB27D41A967E491EA103A2F6DC42E7A7"><enum>(i)</enum><text>a youth savings match program account has been established for that student, and the account will be funded in accordance with subparagraph (B); </text></clause><clause commented="no" id="idF3A4B5FE138845298A3DC6BF39C934A0"><enum>(ii)</enum><text>in order to retain the initial deposit and matching contributions from grant funding that are deposited in the student's youth savings match program account, the student and parents may not withdraw from the student's youth savings match program account until the date that is 1 year after the date of the student's high school graduation, or expected high school graduation, unless the withdrawal is approved in accordance with subparagraph (G); and</text></clause><clause commented="no" id="id94472A2C3FFF4504A0667E013B694CE9"><enum>(iii)</enum><text>upon withdrawal, funds in the youth savings match program account may be taxed; </text></clause></subparagraph><subparagraph id="id19E3E2E26CF049F6AB2307BD09F3FB3A"><enum>(B)</enum><text>each student in grades 9 through 12 who is served by the eligible local educational agency—</text><clause id="id607560275E624B0D8F4F1521DDDD970D"><enum>(i)</enum><text>receives $300 in an initial deposit in the participating student's youth savings match program account; and</text></clause><clause id="idD4BE199592384062929A646CFED3F6C7"><enum>(ii)</enum><text>receives, on a monthly basis and for a total of not more than 4 years, an amount of funds equal to the amount of funds that the participating student or such student's family contributes in that month to the student's youth savings match program account, except that such monthly match amount shall not exceed $25 and the total amount of Federal matching funds shall not exceed $300 each year;</text></clause></subparagraph><subparagraph id="idB614E93361E04254850411E838E96068"><enum>(C)</enum><text>funds contributed to a youth savings match program account are deposited in an account at a depository institution (as defined in section 19(b)(1)(A) of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/461">12 U.S.C. 461(b)(1)(A)</external-xref>)) or invested in United States Treasury bills, notes, or bonds;</text></subparagraph><subparagraph id="id786B900B148A42D8B369E9530D327AAE"><enum>(D)</enum><text>participating students and their families are able to make deposits into the youth savings match program account in person, online, or on mobile devices, and are encouraged to make automatic deposits into that account;</text></subparagraph><subparagraph id="id8BA2B309886F4BE3B44E72046FB61229"><enum>(E)</enum><text>the parents of participating students are encouraged to participate in the program and contribute to the student's youth savings match program account;</text></subparagraph><subparagraph id="id1915B1476C6645E7AF0EC0C2B05F44A6"><enum>(F)</enum><text>any early withdrawal from a youth savings match program account will require approval of the savings account trustee identified in the State's application under subsection (c) and such a withdrawal will only be approved if the funds are withdrawn for the purpose of paying for postsecondary education, a career and technical education program of study, homeownership, business ownership, medical hardship, or for another purpose that the eligible local educational agency determines to be an authorized purpose; </text></subparagraph><subparagraph id="idAE1AA3FE6B1A46F9BD1C5E05FDBE9CF1"><enum>(G)</enum><text>if funds are withdrawn from a youth savings match program account that are not approved under subparagraph (F)—</text><clause id="idC7E9F01647614A5EABA73181D62A292F"><enum>(i)</enum><text>the student will lose any Federal grant money that has been contributed to the account (including the initial deposit, matching contributions, and bonus contributions, as described in subparagraph (B)), and no further matching funds will be contributed to the account; and</text></clause><clause id="idC8A83E8DA8BA4D67A4D336A7C202BA2C"><enum>(ii)</enum><text>the student and parent may still retain, and may withdraw funds that the student or parent has contributed to the student's youth savings match program account; and</text></clause></subparagraph><subparagraph commented="no" id="id82922A55655645748F9370F8AF64FB8D"><enum>(H)</enum><text>participating students receive financial literacy education, in a manner determined by the State receiving the grant, which shall include information about how funds in the youth savings match program account may be taxed and explaining how taxation works for interest-bearing or investment accounts.</text></subparagraph></paragraph></subsection><subsection id="id44B16E8376024E698A80D8091D2703A3"><enum>(e)</enum><header>Evaluation</header><text>The Secretary shall carry out an evaluation of the grant program under this section to determine which aspects of the program have been effective and which aspects of the program have not been effective.</text></subsection><subsection id="id521DCD833F0B4EDEA3F9DEC4777C719C"><enum>(f)</enum><header>Report</header><text>Not later than 4 years after the implementation of the grant program under this section, the Secretary shall prepare and submit a report to Congress containing the results of the evaluation under subsection (e).</text></subsection><subsection id="id72C0602E46B24EEEA5E8EBE525459061"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this Act such sums as may be necessary for fiscal year 2022 and each of the 3 succeeding fiscal years.</text></subsection></section></legis-body></bill>
