<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2783</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210921">September 21, 2021</action-date><action-desc><sponsor name-id="S322">Mr. Merkley</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide resettlement benefits for certain nationals of Afghanistan, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H58EB88E6EBC84B15846F9B7700379DC3"><section section-type="section-one" id="HB45D1DE155A7431BB9AC4F2ACCF3E57F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Welcoming Evacuees Coming from Overseas to Mitigate Effects of Displacement Act of 2021</short-title></quote> or the <quote><short-title>WELCOMED Act of 2021</short-title></quote>.</text></section><section id="id50B5D1C2DD3746B399C4E4C9EB393622"><enum>2.</enum><header>Resettlement benefits for Afghan entrants</header><subsection id="id48B726A542EB408F88F927629A7C1DD5"><enum>(a)</enum><header>Definition of Afghan entrant</header><text>In this Act, the term <term>Afghan entrant</term> means a national of Afghanistan (or in the case of an alien having no nationality, a person who last habitually resided in Afghanistan) who is paroled into the United States pursuant to section 212(d)(5) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(d)(5)</external-xref>) during the period beginning on July 1, 2021, and ending on July 1, 2025.</text></subsection><subsection id="id558B65F51C114BBB891A3261386B0E63"><enum>(b)</enum><header>Resettlement support authorized</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, an Afghan entrant shall be eligible for resettlement assistance (including services for unaccompanied refugee minors) and any other Federal public benefit (as defined in section 401(c) of the Personal Responsibility and Work Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1611">8 U.S.C. 1611(c)</external-xref>)) in the same manner as an alien admitted to the United States under section 207 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1157">8 U.S.C. 1157</external-xref>). </text></subsection><subsection id="idB4F9628F70194B6BB4E800184EA9684F" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this section. </text></subsection></section></legis-body></bill>
