<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2771</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210921">September 21, 2021</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To designate the community-based outpatient clinic of the Department of Veterans Affairs in San Angelo, Texas, as the <quote>Colonel Charles and JoAnne Powell Department of Veterans Affairs Clinic</quote>.</official-title></form><legis-body><section id="id0E6B1DCF6B584A54800BF349DD2CFF50" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline"> Congress finds the following:</text><paragraph id="idd9c8629d259748d2bb87c08a57c6b800"><enum>(1)</enum><text>Colonel Charles Powell and his wife, Mrs. JoAnne Powell, served the community of San Angelo, Texas, with character and dignity. </text></paragraph><paragraph id="id90796992afc84098bb2a38d7352ba162"><enum>(2)</enum><text>Colonel Powell served as the base commander of Goodfellow Air Force Base from 1980 to 1984.</text></paragraph><paragraph id="id40f1aaaf37e44b48921d9e0a93b3dd07"><enum>(3)</enum><text>When the Powells moved to San Angelo, Charles was ordered to help Goodfellow avoid closure and the displacement of many members of the Armed Forces from the community they had grown to love. </text></paragraph><paragraph id="id399094d0980b425ba2683264c28cf7d4"><enum>(4)</enum><text>The impact of Charles’ career can still be felt today at Goodfellow Air Force Base, as it serves as a training school for thousands of members from every Armed Force to train in cryptology, intelligence, and firefighting. </text></paragraph><paragraph id="id15eb52b2ab1a4e48be405de9781caa18"><enum>(5)</enum><text>JoAnne assisted thousands of constituents in the district offices of Representatives Tom Loeffler, Lamar Smith, K. Michael Conaway, and August Pfluger. </text></paragraph><paragraph id="id1a3ebe32d6ad4f439742a2e5de1f7f0f"><enum>(6)</enum><text>One of the several duties JoAnne spearheaded was the annual process of nominations to the military service academies, which was always a year-round process for her. </text></paragraph><paragraph id="id9ce9f77879344f658b2d25c5ad0cb082"><enum>(7)</enum><text>With JoAnne’s assistance, many of the young men and women of the 11th congressional district of Texas went on to serve the United States and attend one of the military service academies. </text></paragraph><paragraph id="id5c6be8843e324f4a9a33a8a459194316"><enum>(8)</enum><text>In addition, JoAnne was a fierce advocate of veterans and helped thousands of individuals gain access to the veterans benefits they rightfully earned. </text></paragraph><paragraph id="id5c756ee550644bdda587d169f15d14a0"><enum>(9)</enum><text>JoAnne’s compassion and dedication helped make the Concho Valley a better place. </text></paragraph></section><section id="id9294e91e7f92496a8fdefb6ad9a769a7"><enum>2.</enum><header>Designation of community-based outpatient clinic of Department of Veterans Affairs in San Angelo, Texas</header><subsection id="id51A4D8DB2F6F49B0864EAFEA21861A57"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The community-based outpatient clinic of the Department of Veterans Affairs in San Angelo, Texas, shall after the date of the enactment of this Act be known and designated as the <quote>Colonel Charles and JoAnne Powell Department of Veterans Affairs Clinic</quote> or the <quote>Colonel Charles and JoAnne Powell VA Clinic</quote>.</text></subsection><subsection id="idFDECAB02CF494E919DB6C67656315714"><enum>(b)</enum><header>Reference</header><text display-inline="yes-display-inline">Any reference in any law, regulation, map, document, paper, or other record of the United States to the community-based outpatient clinic referred to in subsection (a) shall be considered to be a reference to the Colonel Charles and JoAnne Powell Department of Veterans Affairs Clinic. </text></subsection></section></legis-body></bill>
