which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to provide for the participation of physical therapists in the National Health Service Corps Loan Repayment Program, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H163A3422911544688E386D658E6C1777"><section section-type="section-one" id="HD551A205A2494E5F8C6AEB4D4898A4A4"><enum>1.</enum><header>Short title; findings</header><subsection id="HA862C15902A042E082F8360EA6D309ED"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Physical Therapist Workforce and Patient Access Act of 2021</short-title></quote>.</text></subsection><subsection id="H1F910DF11B5F46C38C49FC628A79A1EB"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds as follows:</text><paragraph id="H4BEF165BE2EE404FA229480AA5DC195B"><enum>(1)</enum><text display-inline="yes-display-inline">Physical therapists play an important role in the prevention, treatment, or management of pain for individuals, including those with substance use disorders, or at risk of developing a substance use disorder.</text></paragraph><paragraph id="H75BCF870F8E340F2B8BEBFA5EA0E2531"><enum>(2)</enum><text display-inline="yes-display-inline">Physical therapists are also playing an important role in the physical rehabilitation needs of individuals who have developed chronic health conditions as a result of COVID–19.</text></paragraph></subsection></section><section id="H2FDDEC75DDE347DEB6F4EF8E83F0AD1B"><enum>2.</enum><header>National Health Service Corps; participation of physical therapists in loan repayment program</header><subsection id="H8447AFB861DF4E42BE07865CB4B1F592"><enum>(a)</enum><header>Mission of corps; definition of primary health services</header><text>Section 331(a)(3)(D) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254d">42 U.S.C. 254d(a)(3)(D)</external-xref>) is amended by striking <quote>or mental health,</quote> and inserting <quote>mental health, or physical therapy,</quote>.</text></subsection><subsection id="HAC9CF1EF9C554C30A46126FAD8DE0C86"><enum>(b)</enum><header>Loan repayment program</header><text>Section 338B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254l-1">42 U.S.C. 254l–1</external-xref>) is amended—</text><paragraph id="HB220FBDC6228407997B897AE95D150F7"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>physical therapists,</quote> after <quote>dentists,</quote>;</text></paragraph><paragraph id="H61A7AE519F074F8B847D868443862D5C"><enum>(2)</enum><text>in subsection (b)(1)—</text><subparagraph id="H95AA88CECB064681811C7DB4F9C321D2"><enum>(A)</enum><text>in subparagraph (A)—</text><clause id="HE0083BB078D04BFA9320B31F7AF93042"><enum>(i)</enum><text>by striking <quote>, or be certified</quote> and inserting <quote>; be certified</quote>; and</text></clause><clause id="HAE73CDC6E7B347849AFD3280066009B3"><enum>(ii)</enum><text>by inserting before the semicolon the following: <quote>; or have a doctoral or master's degree in physical therapy</quote>;</text></clause></subparagraph><subparagraph id="HCC7C003A691843AAAF89238754ECD0B5"><enum>(B)</enum><text>in subparagraph (B), by inserting <quote>physical therapy,</quote> after <quote>mental health,</quote>; and</text></subparagraph><subparagraph id="H52EDABCE5F8A45829D323AF976E9D905"><enum>(C)</enum><text>in subparagraph (C)(ii), by inserting <quote>physical therapy,</quote> after <quote>dentistry,</quote>; and</text></subparagraph></paragraph><paragraph id="H09B8479A02144774A13CBA33B32A4F8D"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HED4DE6FF66244EB09146554C1214152F"><subsection id="HFE8A99957D694B42A6A4E38C8A87DC33"><enum>(i)</enum><header>Eligibility To participate in other programs</header><text>Nothing in this section shall be construed to prohibit any health care professional who is eligible to participate in the program under this section from participating in any other loan repayment program established by the Secretary for which such professional is eligible.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
