which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the establishment of an advanced energy technology research initiative and an advanced energy technology and modeling grant program, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7AACC03C03F340C99D6661F835A366E5"><section section-type="section-one" id="HCF6BA58861B94D848D6E1331510124E9"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advanced Energy Technologies and Grid Efficiency Act of 2021</short-title></quote>.</text></section><section id="HCDBCEFC8B5544C76A9523E644DBD87FC"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H7C31002766BC4AC29D4306CF279382AA"><enum>(1)</enum><header>Advanced energy technology</header><text>The term <term>advanced energy technology</term> means any energy generation, monitoring or modifying transmission loading, or storage technology with zero or minimal greenhouse gas emissions that is connected—</text><subparagraph id="HAAB4893D85AC49CB898445FF53C1D737"><enum>(A)</enum><text>to the distribution system;</text></subparagraph><subparagraph id="H01B934CD48704529AF4E5D250B9C7B4C"><enum>(B)</enum><text>to the transmission system; or</text></subparagraph><subparagraph id="H2D662607EFDF416EA79B0E0392D97542"><enum>(C)</enum><text>behind the meter.</text></subparagraph></paragraph><paragraph id="H488F0847590D483B9B5CCCA6A38C9A92"><enum>(2)</enum><header>Advisory Committee</header><text>The term <term>Advisory Committee</term> means the advisory committee established under section 3(a)(2)(A).</text></paragraph><paragraph id="HD426B40C626B4CD3BDCD55033687C0AE"><enum>(3)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Energy Regulatory Commission.</text></paragraph><paragraph id="H84BFFF1CDCC249BF85E6B1E2B48811FD"><enum>(4)</enum><header>Electric utility</header><text>The term <term>electric utility</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph><paragraph id="H8AA1118CF7EE4C8AAC0C2FC7C473F060"><enum>(5)</enum><header>Grid operator</header><text>The term <term>grid operator</term> means—</text><subparagraph id="HAD8FB8BD20224265A59C5A9FE63FF11D"><enum>(A)</enum><text>a Transmission Organization, including—</text><clause id="HB6F9288E13764A68BAF045C5257BFC38"><enum>(i)</enum><text>an Independent System Operator; and</text></clause><clause id="HA8379D8E024B4C6396D336E143DCC2D5"><enum>(ii)</enum><text>a Regional Transmission Organization;</text></clause></subparagraph><subparagraph id="H165363CA6BB14BD99319A9C5040B2613"><enum>(B)</enum><text>a public utility; and</text></subparagraph><subparagraph id="H33C4492DAC5341B19200EF41566188E4"><enum>(C)</enum><text>an electric utility.</text></subparagraph></paragraph><paragraph id="H97EFBDD1A07341A5B2A38ADA7145F8D7"><enum>(6)</enum><header>Independent System Operator</header><text>The term <term>Independent System Operator</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph><paragraph id="HD7388839E7D74D5E8CE682C183F6F666"><enum>(7)</enum><header>Initiative</header><text>The term <term>Initiative</term> means the Advanced Energy Technology Research Initiative established under section 3(a)(1).</text></paragraph><paragraph id="HCE2D262F0B194450B7E0D648A25F0F59"><enum>(8)</enum><header>Public utility</header><text>The term <term>public utility</term> has the meaning given the term in section 201(e) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824">16 U.S.C. 824(e)</external-xref>).</text></paragraph><paragraph id="HD3A22C2D2C3847B0A48A0120E00DB294"><enum>(9)</enum><header>Regional Transmission Organization</header><text>The term <term>Regional Transmission Organization</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph><paragraph id="H8B04D0E6BA794129A4E5B7AB0361A8B8"><enum>(10)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph><paragraph id="H6EC5B84AA2E04D42BFC27959A98041D7"><enum>(11)</enum><header>Transmission Organization</header><text>The term <term>Transmission Organization</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph></section><section id="H1989137276AE491D91B0B809893D0B76"><enum>3.</enum><header>Power System modeling reform and updates to grid services and grid operator software</header><subsection id="HE2DABEC057E04BD0A644DF75F6D57D63"><enum>(a)</enum><header>Advanced energy technology research initiative</header><paragraph id="H0AD74DCE86F141DBB064E73801753B14"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this Act, the Commission, in coordination with the Secretary, shall establish within the Office of Energy Policy and Innovation of the Commission an initiative, to be known as the <quote>Advanced Energy Technology Research Initiative</quote>, to research and provide recommendations on how to improve the modeling, operational, and planning practices used for the bulk electric system.</text></paragraph><paragraph id="H2BC2BDFF93754B629963468F6850E6B6"><enum>(2)</enum><header>Advisory committee</header><subparagraph id="H29E56BC52C6349259066BD79C38517C8"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Commission, in coordination with the Secretary, shall establish an advisory committee to research, report on, and provide recommendations on matters relating to the Initiative, including—</text><clause id="H70320CEAC6B6424EA4A21B3636543D44"><enum>(i)</enum><text>whether the existing modeling (including power flow modeling) and long-term and short-term planning practices used by grid operators for power systems, including power markets, adequately incorporate expected integration with respect to advanced energy technologies;</text></clause><clause id="H807301FC236C425691FFA9F12BDD0DED"><enum>(ii)</enum><text>whether the methods used to determine future transmission and capacity needs and make reliability-related determinations use the right data to adequately forecast and model the integration of advanced energy technology into electric power systems;</text></clause><clause id="H181F10C81CA34048A2AE3ECA80BC6A2F"><enum>(iii)</enum><text>whether the modeling and planning practices described in clause (i) and the methods described in clause (ii) need to be updated to better account for the integration of advanced energy technology into electric power systems;</text></clause><clause id="H8B9D4242BE624DF3AED41E4222AE564F"><enum>(iv)</enum><text>any undue barriers to the adoption of advanced energy technology presented by—</text><subclause id="H03C212E66A794301838082F918E125F2"><enum>(I)</enum><text>existing modeling, operational, and planning practices; and</text></subclause><subclause id="H9A2B138916024248B15DED3A039E95F9"><enum>(II)</enum><text>State estimation tools for planning and reliability;</text></subclause></clause><clause id="HA8B3DF3BF42A49188EDCA299E3A68487"><enum>(v)</enum><text>any need to develop emerging technologies or software for use in improving modeling, planning, and operations in wholesale electricity markets to resolve computational or technical barriers to the adoption of advanced energy technology, including software relating to—</text><subclause id="H597EDFBC6A7345C99B213B6566122F7D"><enum>(I)</enum><text>the use of big data, artificial intelligence, and probabilistic methods to predict, in near-real-time—</text><item id="HAFAB074E64184DDDA3EF951A1137226A"><enum>(aa)</enum><text>energy generation from variable and distributed resources;</text></item><item id="H9AC027DFFBA74075BF8997B097D9DC74"><enum>(bb)</enum><text>load profiles; and</text></item><item id="H987BE30D1EB54CA1AE3350D486EFFB93"><enum>(cc)</enum><text>consumption and congestion; and</text></item></subclause><subclause id="HA2BDEB71A8694F19B968E79B31F5DCCF"><enum>(II)</enum><text>the use of artificial intelligence to improve the responsiveness of energy system operations;</text></subclause></clause><clause id="HC5C879773C7F4BBC8127BDE174855E31"><enum>(vi)</enum><text>whether existing and future grid reliability service definitions and the modeling techniques, operational processes, and planning processes used to procure grid reliability services—</text><subclause id="H9F62CDD4CCD44907A647C5EF51382B13"><enum>(I)</enum><text>appropriately account for the technical and operational characteristics of advanced energy technologies;</text></subclause><subclause id="H7E1AACC4754242D6BA4167EE60661837"><enum>(II)</enum><text>allow for the use of those advanced energy technologies to provide grid reliability services when cost-effective to do so; and</text></subclause><subclause id="HCC7B1055CB344C6EB18BBE0C80AAC8C5"><enum>(III)</enum><text>include appropriate cybersecurity safeguards; and</text></subclause></clause><clause id="HA3578C94698E459695EEB27BA5937072"><enum>(vii)</enum><text>any rulemaking, technical conference, or policy statement that, in the determination of the Advisory Committee, the Commission should consider.</text></clause></subparagraph><subparagraph id="H8ADF71DDF8D042C59B799368A061B9AF"><enum>(B)</enum><header>Composition</header><text>The Advisory Committee shall consist of—</text><clause id="HA7A2FE7782CF4E97A2C0027F3C5AD29A"><enum>(i)</enum><text>not fewer than 1 representative from each of—</text><subclause id="H92846C49E37F4B7D9CF6A162C0D9D690"><enum>(I)</enum><text>the Commission;</text></subclause><subclause id="H2F301165B7444B6FA767CB743326386A"><enum>(II)</enum><text>the Department of Energy;</text></subclause><subclause id="H8E6EB251528640DD98B074DDCB113378"><enum>(III)</enum><text>the Electric Reliability Organization (as defined in section 215(a) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o">16 U.S.C. 824o(a)</external-xref>));</text></subclause><subclause id="H2189D5DAE6094DA18BEB34C3FE3E3B42"><enum>(IV)</enum><text>an Independent System Operator or a Regional Transmission Organization;</text></subclause><subclause id="H593D4BA001554F7E83DD7A9B90B61098"><enum>(V)</enum><text>an entity generating electric power that is not affiliated with a transmission-owning public or nonpublic utility;</text></subclause><subclause id="H50E7401F36F64B349D3ADA3EE391C4F0"><enum>(VI)</enum><text>an entity generating electric power that provides power directly to wholesale or retail customers and is not affiliated with a transmission-owning public or nonpublic utility; </text></subclause><subclause id="HEA223370EE05428D954EF9B796969117"><enum>(VII)</enum><text>an environmental organization with expertise on the bulk electric system; and</text></subclause><subclause id="H170B47CD55E04226A69EFA1A78D43FAF"><enum>(VIII)</enum><text>an institution of higher education with expertise on the bulk electric system;</text></subclause></clause><clause id="HEF2B781A51CE43C8AEE9B858D27D45D3"><enum>(ii)</enum><text display-inline="yes-display-inline">not fewer than 2 designees of the National Association of Regulatory Utility Commissioners;</text></clause><clause id="H452550B9F1F34EE7BBB0FF914C966E0F"><enum>(iii)</enum><text>not fewer than 4 representatives from public utilities or electric utilities, regardless of whether the utility is in an area serviced by an Independent System Operator or a Regional Transmission Organization; and</text></clause><clause id="H14D7624397E245FDAB060398F723CF8A"><enum>(iv)</enum><text>not fewer than 2 representatives from private and nonprofit associations with expertise in the development, deployment, and use of advanced energy technologies.</text></clause></subparagraph><subparagraph id="H93ADAA5307B3485BB53B1077358A2474"><enum>(C)</enum><header>Reports</header><text>Not later than 18 months after the date of enactment of this Act, and every 2 years thereafter for 10 years, the Advisory Committee shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on the Initiative, including the findings or recommendations of the Advisory Committee with respect to the matters described in clauses (i) through (vii) of subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="H08FB104BEEA04FD9A18C84509862637C"><enum>(b)</enum><header><enum-in-header>A</enum-in-header>dvanced <enum-in-header>E</enum-in-header>nergy <enum-in-header>T</enum-in-header>echnology and <enum-in-header>G</enum-in-header>rid <enum-in-header>S</enum-in-header>ervices <enum-in-header>P</enum-in-header>rogram</header><paragraph id="H20BBC62482AD42BA9DD7D0BC2631521D"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall establish a competitive financial assistance program, to be known as the <quote>Advanced Energy Technology and Grid Services Program</quote>, under which the Secretary shall enter into Federal financial assistance agreements with eligible entities described in paragraph (2) for the purpose of increasing the market penetration of advanced energy technology through advanced research and development and pilot demonstrations of—</text><subparagraph id="H6442AD5F162C4AEC9430D04AEE811564"><enum>(A)</enum><text>software upgrades, including upgrades to the software platforms used to operate wholesale energy markets;</text></subparagraph><subparagraph id="H1338F2160BED47598E48E318D5FEFE51"><enum>(B)</enum><text>updated power system planning;</text></subparagraph><subparagraph id="H910CB5F8167148E4B3B1CA05D920308D"><enum>(C)</enum><text>new power system (including power market) modeling platforms;</text></subparagraph><subparagraph id="H9D73FCFCA65B41058B93AC9E75710045"><enum>(D)</enum><text>cybersecurity and physical security upgrades; and</text></subparagraph><subparagraph id="H00555EF351084BBA9EA710C2BC562BA2"><enum>(E)</enum><text>resilience upgrades.</text></subparagraph></paragraph><paragraph id="HE037728D03B544A4A7A36EBB01F1C717"><enum>(2)</enum><header>Eligible entities described</header><text>An eligible entity referred to in paragraph (1) is—</text><subparagraph id="HAF8AA06AD3A5443395A1E0ABC31D8BC4"><enum>(A)</enum><text>a grid operator;</text></subparagraph><subparagraph id="H6534AF3CB8214B17BDAB461B7249BC78"><enum>(B)</enum><text>a State public utility commission;</text></subparagraph><subparagraph id="H56275C79997D4364B771C06ED2651C9E"><enum>(C)</enum><text>an energy cooperative;</text></subparagraph><subparagraph id="HD061ACD508094DA29DF4D8423609D798"><enum>(D)</enum><text>a municipality;</text></subparagraph><subparagraph id="H4AA1C60E313B4DE3BF3F377599D58A26"><enum>(E)</enum><text>an electric utility;</text></subparagraph><subparagraph id="H81660E6C496149AE998641F94F489B93"><enum>(F)</enum><text>a gas utility; or</text></subparagraph><subparagraph id="HB04091B4B0E54477B5B1C8E92FDA7BE7"><enum>(G)</enum><text>a State energy office.</text></subparagraph></paragraph><paragraph id="H79564FBACEA44C68AA727D15F5D02675"><enum>(3)</enum><header>Eligible activities</header><text>The Secretary may enter into a financial assistance agreement under this subsection for—</text><subparagraph id="HE7E7318592824980AF8337FC3E51EE28"><enum>(A)</enum><text>software upgrades by grid operators;</text></subparagraph><subparagraph id="H7A33D8DFAC314223A0546892CC811A96"><enum>(B)</enum><text>new power system (including power market) modeling platforms;</text></subparagraph><subparagraph id="H6D838C7D93424613B6506686F6B76F7D"><enum>(C)</enum><text>enhancements to cybersecurity safeguards; or</text></subparagraph><subparagraph id="H7679C77F928446A199270E01875B592F"><enum>(D)</enum><text>updated power system (including power market) planning, updated power system (including power market) modeling, or updated reliability planning and modeling by grid operators.</text></subparagraph></paragraph><paragraph id="HF724F875705A459DAA5F22FABB6D7E0A"><enum>(4)</enum><header>Cost sharing</header><text>In awarding Federal financial assistance (including grants, loans, and any other form of financial assistance) to fund eligible activities under this subsection, the Secretary shall require cost sharing in accordance with section 988 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16352">42 U.S.C. 16352</external-xref>).</text></paragraph><paragraph id="H18A4AD8F6753474DA5E16C31D74D9876"><enum>(5)</enum><header>Coordination</header><text>In carrying out the Advanced Energy Technology and Grid Services Program established under this subsection, the Secretary, to the maximum extent practicable, shall coordinate with existing programs of the Department of Energy that focus on grid modernization efforts.</text></paragraph></subsection></section><section id="H54B8FF10ECD84E28872217AF587A83CD"><enum>4.</enum><header>Advanced energy and grid efficiency studies and report</header><subsection id="H5C8BF5074BC04B79AFAE98E050A9AA82"><enum>(a)</enum><header>Studies</header><paragraph id="H969AFFDE342446D4A5ACAC225F55DB68"><enum>(1)</enum><header>Advanced energy study</header><text>The Secretary, in coordination with the Commission, shall carry out a study of the costs and benefits to consumers of updating power system planning, modeling, and operational practices, including reliability-related planning, and energy market participation rules on advanced energy technologies and resources, including distributed energy technologies and resources, such as—</text><subparagraph id="HA26D5B7C571940BE8A36D54AA7F3CAB6"><enum>(A)</enum><text>energy storage technologies;</text></subparagraph><subparagraph id="H780654C9262E4A20A63A0C09FF5451C4"><enum>(B)</enum><text>energy efficiency and transmission efficiency technologies;</text></subparagraph><subparagraph id="H213DCE3CE1584DCCAFD44A5864E2939A"><enum>(C)</enum><text>distributed solar and wind energy generation;</text></subparagraph><subparagraph id="H2C44B13E56D04528B1FEA1537F3E40B0"><enum>(D)</enum><text>fuel cells;</text></subparagraph><subparagraph id="H014653DCB6324E5EBE83AE3B556C2FB2"><enum>(E)</enum><text>smart thermostats and smart building technologies;</text></subparagraph><subparagraph id="H041D389DD60549A5BCC5B6FEFFA4E958"><enum>(F)</enum><text>demand response technologies, including natural gas demand response technologies;</text></subparagraph><subparagraph id="H0A146F868A264BBC99EF3D47EF392420"><enum>(G)</enum><text>advanced metering technologies;</text></subparagraph><subparagraph id="H7D834DCC779E4886BD6C4060E0B0B10D"><enum>(H)</enum><text>electric vehicles and electric vehicle charging infrastructure;</text></subparagraph><subparagraph id="H0F3D3FA959B841EE87D1DF5F9685F166"><enum>(I)</enum><text>any aggregation of the distributed energy technologies and resources described in subparagraph (A) or (C); and</text></subparagraph><subparagraph id="H6780DA119E4D4BDFB4AAEC789EABEA24"><enum>(J)</enum><text>any other advanced energy technologies, as determined by the Secretary.</text></subparagraph></paragraph><paragraph id="H223EEFB928B643C59DAEABCBA98E7104"><enum>(2)</enum><header>Grid efficiency study</header><subparagraph id="H9C00B098660E4EBB980BB89E77913C6A"><enum>(A)</enum><header>In general</header><text>The Secretary, in coordination with the Commission, shall carry out a study of the barriers and opportunities for advanced energy technologies that provide increased, more efficient, or more effective delivery over the existing transmission network. </text></subparagraph><subparagraph id="H91A1DC78E90F4C42A9C80E6E339CCD74"><enum>(B)</enum><header>Requirements</header><text>The study under subparagraph (A) shall include—</text><clause id="HC976730FE3C149509A4846213A60E6F4"><enum>(i)</enum><text>an examination of—</text><subclause id="H01FD17ACC5AC4500BA88F67C7515D4E2"><enum>(I)</enum><text>the reliability, resilience, and economic benefits of technologies such as power flow control, topology optimization, and dynamic line ratings;</text></subclause><subclause id="H7011028846A84841965085CFC642FC17"><enum>(II)</enum><text>the costs, benefits, and challenges associated with deployment of the advanced energy technologies described in subparagraph (A); and</text></subclause><subclause id="HF2168C6A50A1487FAD8ADE3ADF312356"><enum>(III)</enum><text>the impact of grid efficiency improvements on wholesale and retail electricity rates; and</text></subclause></clause><clause id="H590100AD74EB4088B1CDB26B5A3E9C7E"><enum>(ii)</enum><text>an analysis of the benefits of performance-based financial and regulatory incentives in the deployment of advanced energy technologies relative to the cost-of-service of those advanced energy technologies, as determined by the Secretary.</text></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HBBD9AFB98D374769B02D03C6B6C21093"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Energy and Commerce of the House of Representatives a report describing the results of the studies under paragraphs (1) and (2) of subsection (a). </text></subsection></section><section id="H1DC9254AF09843DEAF882F5473D70C1B"><enum>5.</enum><header>Interconnection processes and transmission upgrades</header><subsection id="H62DB3460FBD64935927A82B043C32CBD"><enum>(a)</enum><header>Priority of financial assistance</header><paragraph id="HE84CA7CFA9D84027B7FC69F217D9D276"><enum>(1)</enum><header>In general</header><text>The Secretary shall use the existing grant funding provided through relevant funding streams and programs of the Office of Electricity of the Department of Energy—</text><subparagraph id="HF3279A65721141C998B1FEFB7B2A70A7"><enum>(A)</enum><text>to give priority to transmission and distribution utilities seeking to conduct pilot programs aimed at integrating advanced energy technologies into the bulk electric system; and</text></subparagraph><subparagraph id="H752C08BD2A524D418DC40F95E52CBC3A"><enum>(B)</enum><text>to focus on escalating demand for advanced energy technology interconnections.</text></subparagraph></paragraph><paragraph id="HBEC82F6CFABB4B1E8C3C94E927BA45EC"><enum>(2)</enum><header>Requirement</header><text>In carrying out paragraph (1), the Secretary shall develop the design of and method for carrying out any funding opportunities identified pursuant to that paragraph.</text></paragraph></subsection><subsection id="H505A989D8A134B53A5FA63C75230D12C"><enum>(b)</enum><header>Transmission planning and siting</header><paragraph id="HDC123F08B7B94DA8A672BBAA772EF30E"><enum>(1)</enum><header>Independent report</header><text>The Commission shall offer to enter into an agreement with the National Academy of Sciences to prepare a report on whether—</text><subparagraph id="H4B5CFEB1D64341E2A981679F8E2B4F6A"><enum>(A)</enum><text>existing regional and interregional transmission planning and siting processes are effectively supporting State resource planning objectives; and </text></subparagraph><subparagraph id="HE59E0FDA44224601BB44BA8981EFF755"><enum>(B)</enum><text>Federal regulators have the tools to effectively regulate the planning and siting of interregional transmission lines. </text></subparagraph></paragraph><paragraph id="HFFFA20F5157F4F12BF5C7AA3D4A2EC6A"><enum>(2)</enum><header>Requirements</header><text>The report under paragraph (1) shall examine whether—</text><subparagraph id="HEA8F6731A1514B4C8D9E5760341DE75F"><enum>(A)</enum><text>there are deficiencies in transmission planning and siting that affect resource development for—</text><clause id="H5CEC9A33E39C4A358738930A4BF36EF8"><enum>(i)</enum><text>interregional and regional energy generation;</text></clause><clause id="H44B7BCB47CA24D6EAA4699DBC439963A"><enum>(ii)</enum><text>interconnection queues; and</text></clause><clause id="H9E3C06CEB061408BA83E53D6B1E58A2F"><enum>(iii)</enum><text>advanced energy technologies; </text></clause></subparagraph><subparagraph id="H3ECB0758D35245AD83B9916F1D6E29A4"><enum>(B)</enum><text>the Commission has the programmatic and regulatory structure necessary to facilitate continued improvements in transmission planning, including planning with respect to transmission—</text><clause id="H984AD90E42BC4FE7A1508C25BDC29614"><enum>(i)</enum><text>across the boundaries of Independent System Operators and Regional Transmission Organizations; and</text></clause><clause id="H5C167D7CF0384502A4A71B86E00B924C"><enum>(ii)</enum><text>across boundaries that are not associated with Independent System Operators or Regional Transmission Organizations;</text></clause></subparagraph><subparagraph id="HD227B9486A6E4A4397B317D5A2A20DF5"><enum>(C)</enum><text>State resource planning requirements are addressed in existing transmission planning processes;</text></subparagraph><subparagraph id="H0AD3E75D87E24F72A51F5F847BD150D3"><enum>(D)</enum><text>the Commission lacks tools with respect to the siting of transmission lines that could help States improve transmission planning to meet State resource planning objectives; and</text></subparagraph><subparagraph id="H9FF5198262A4432291DDCF8E60F786AE"><enum>(E)</enum><text>there are barriers to the inclusion and integration in the grid of any technology—</text><clause id="H595D034A3ACB456F833E036FA5D76BB6"><enum>(i)</enum><text>to reduce transmission losses;</text></clause><clause id="HB15657B14ED44932840296FD8674691D"><enum>(ii)</enum><text>to improve the efficiency of the transmission and distribution systems;</text></clause><clause id="H21528C4E4F444C5E9088DF3F4DC0A3EF"><enum>(iii)</enum><text>that is connected to the distribution system and may—</text><subclause id="HCC6F8CF9A7BA4952B63275096FC705B5"><enum>(I)</enum><text>increase reliability or resilience; and </text></subclause><subclause id="HE4FE0D58E4BF4297AC0EA8386FA326AC"><enum>(II)</enum><text>avoid transmission and distribution system costs; and </text></subclause></clause><clause id="HAC95AE188CBF48DD91A942FC99DEC51A"><enum>(iv)</enum><text>to better understand the role of Federal regulators in the siting of technologies not directly connected to the grid. </text></clause></subparagraph></paragraph><paragraph id="HEC7783A5E277498A8341476D82B59AE7"><enum>(3)</enum><header>Deadline</header><text>The report under paragraph (1) shall be submitted to the Commission, the Secretary, and the relevant committees of Congress not later than 1 year after the date of enactment of this Act.</text></paragraph></subsection><subsection id="HEB2119D66F0C42EB975CF82738C17679"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to provide grants through relevant programs of the Office of Electricity of the Department of Energy, in accordance with subparagraphs (A) and (B) of subsection (a)(1), $50,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section></legis-body></bill>
