which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of State to submit a plan to eliminate the backlog of passport applications due to the COVID–19 pandemic, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3219006588B64BF29DFA007B6B929413"><section id="idC859EB14F33E40618F40B58607A1B4EB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Passport Backlog Elimination Act</short-title></quote>.</text></section><section id="H16D24CDEF39E4BD3A6B0F36DFBB5D1B5"><enum>2.</enum><header>Plan to eliminate passport application backlog</header><subsection id="H6712C6EC7A954A60AFA406CAEEDB3554"><enum>(a)</enum><header>Defined term</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="id33F5739C0ED0467482BDDB1678F936A2"><enum>(1)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>; </text></paragraph><paragraph id="idC6E1BE5F3025422789F8179BE8C61987"><enum>(2)</enum><text>the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>;</text></paragraph><paragraph id="id306B8C7C755A41A3ADAF169A95A1848F"><enum>(3)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>; and</text></paragraph><paragraph id="idEBEDAD129E054C10B06AD2D18D796E25"><enum>(4)</enum><text>the <committee-name committee-id="">Committee on Oversight and Reform of the House of Representatives</committee-name>.</text></paragraph></subsection><subsection id="H78456591A16E491BBBF3C0F543CE5622"><enum>(b)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than October 30, 2021, or 30 days after the date of the enactment of this Act, whichever is later, after consultation with the appropriate congressional committees, the Secretary of State shall submit a plan to the appropriate congressional committees, containing the actionable strategies described in subsection (c), to ensure that the backlog of passport applications due to the COVID–19 pandemic is eliminated in a timely manner in order to promote the national security and economic interests of the United States.</text></subsection><subsection id="HF278819D7BA54979A7FADD939A07D4C6"><enum>(c)</enum><header>Actionable strategies</header><text>The actionable strategies described in this subsection are—</text><paragraph id="HCB9472D2129E4C218E738E92C41D6C00"><enum>(1)</enum><text display-inline="yes-display-inline">eliminating the backlog of at least 1,400,000 passport applications;</text></paragraph><paragraph id="H6A2FCE1E307643FA89F5B0FFC7981B8E"><enum>(2)</enum><text display-inline="yes-display-inline">establishing a timeline for the elimination of such backlog;</text></paragraph><paragraph id="H5CE369A1855A4C3E9960AA7A0C7BD2D4"><enum>(3)</enum><text>ensuring that—</text><subparagraph id="H48831E1909F04355A89484D5BB20370B"><enum>(A)</enum><text> the expected processing time for routine passport applications is between 6 and 8 weeks;</text></subparagraph><subparagraph id="HCF70A0849E754BC9BF348ED175AA2261"><enum>(B)</enum><text> the expected processing time for expedited passport applications is between 2 to 3 weeks; and</text></subparagraph><subparagraph id="H256A17FF5F6B4FED8382D05B3DA503C3"><enum>(C)</enum><text> the expected processing time for expedited passport applications for Federal Government personnel is not more than 8 business days;</text></subparagraph></paragraph><paragraph id="H5AA334B9D4E74281BD506F7F66FD11E8"><enum>(4)</enum><text>ensuring the safety of Department of State personnel and customers and compliance with all applicable Federal, State, and local health and social distancing guidelines; and</text></paragraph><paragraph id="H3A6C0EAD1ABE40F5A55C36D8969115E6"><enum>(5)</enum><text display-inline="yes-display-inline">offering expedited service for applicants requiring a passport for purposes related to their employment.</text></paragraph></subsection><subsection id="HC07A211D0CBF4F1CA9F594DA242058E1"><enum>(d)</enum><header>Implementation</header><text display-inline="yes-display-inline">Not later than 30 days after the submission of the plan required under subsection (b), the Secretary of State shall begin implementing the plan to eliminate the backlog of passport applications due to the COVID–19 pandemic.</text></subsection><subsection id="H36D6528B684B4B7E875F5E06B53ADE65"><enum>(e)</enum><header>Inspector General audit</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Inspector General of the Department of State shall submit to the appropriate congressional committees the results of an audit analyzing—</text><paragraph id="id86623F3BD3FD4107BE2CA434E139AE5F"><enum>(1)</enum><text display-inline="yes-display-inline">the elimination of the passport application backlog required by the plan submitted pursuant to subsection (b); and</text></paragraph><paragraph id="idD18BA5BD61E54A75896A8971E73C4F13"><enum>(2)</enum><text display-inline="yes-display-inline">the Department of State’s efforts to carry out the actionable strategies described in subsection (c).</text></paragraph></subsection></section><section id="H30CCB3C6D53846A38FD3B18B457D75D2"><enum>3.</enum><header>Termination of requirements</header><text display-inline="no-display-inline">The requirements under this Act shall terminate on September 30, 2021, if, on such date—</text><paragraph id="id368B48786267417B9F941BBE0E167EE8"><enum>(1)</enum><text display-inline="yes-display-inline">all of the passport applications received before June 15, 2021, have been processed; and </text></paragraph><paragraph id="id45FDADE7FF0F4F4E9E9BEC10FE283FFD"><enum>(2)</enum><text display-inline="yes-display-inline">the Department of State has resumed accepting passport applications for routine and expedited processing.</text></paragraph></section></legis-body></bill>
