Heinrich</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish grant programs to improve the health of residents along the United States-Mexico and United States-Canada borders and for all hazards preparedness in the border areas, including with respect to bioterrorism, infectious disease, and other emerging biothreats, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Border Health Security Act of 2021</short-title></quote>.</text></section><section id="id2dbb0b56e5bf4da8aa9539e11a3305f0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text><paragraph id="ide1bcafef409c4d00a1bfbebb91bb0486"><enum>(1)</enum><text>The United States-Mexico border is an interdependent and dynamic region of approximately 15,000,000 residents and millions of border crossings each year, with significant and unique public health challenges.</text></paragraph><paragraph id="idd6f92a4fa83448bea4942a2c27e3e20d"><enum>(2)</enum><text>These challenges include low rates of health insurance coverage, poor access to health care services, lack of education or access to information, poverty-related illness, including undernutrition, and high rates of infectious diseases, such as tuberculosis, West Nile virus, and Zika virus, as well as other noncommunicable diseases such as cardiovascular disease, asthma, diabetes, and obesity.</text></paragraph><paragraph id="ide040e5b7d22247c2b6eb382562db06f9"><enum>(3)</enum><text>As the COVID–19 pandemic has illustrated, diseases do not respect international boundaries, and strong public health effort at and along the United States-Mexico and United States-Canada borders is crucial to not only protect and improve the health of Americans but also to help secure the country against biosecurity and other emerging threats.</text></paragraph><paragraph id="id935ec2c842ec4bcba2e0e91ff7bf43df"><enum>(4)</enum><text>For 20 years, the United States-Mexico Border Health Commission has served as a crucial binational institution to address these unique and truly cross-border health issues.</text></paragraph><paragraph id="id4b756df9cce84a2ab5ed67d474e4983d"><enum>(5)</enum><text>The COVID–19 pandemic outbreak has also highlighted the need for continued coordination of resources, effective communication, and information sharing between countries to address emerging public health crises.</text></paragraph></section><section id="idb30006d9c3654c70a1112cb4f7f78a17"><enum>3.</enum><header>United States-Mexico Border Health Commission Act amendments</header><text display-inline="no-display-inline">The United States-Mexico Border Health Commission Act (<external-xref legal-doc="usc" parsable-cite="usc/22/290n">22 U.S.C. 290n et seq.</external-xref>) is amended—</text><paragraph id="idd63472105da04ed7ab350fd3b11f8d36"><enum>(1)</enum><text>in section 3—</text><subparagraph id="idd6a725f1a7094e3e802448ac18667d20"><enum>(A)</enum><text>by striking <quote>It should be the duty</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3fd1b0a77ff84efb9b97fc1d918a261c"><subsection id="id11294c6e1b4b4b9995ff7390133a8772"><enum>(a)</enum><header>In general</header><text>It should be the duty</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="ide3959c29334d4586a972050223fdbc9d"><enum>(B)</enum><text>in paragraph (1), by striking <quote>; and</quote> and inserting <quote>;</quote>;</text></subparagraph><subparagraph id="id1f62ed1ceff04457b4dc39fef3d04184"><enum>(C)</enum><text>in paragraph (2)(B), by striking the period and inserting a semicolon; </text></subparagraph><subparagraph id="id882bed74b34c4e1a8933cd68d47af65b"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id300dccd5efbf45e3a4052f4369857d3d"><paragraph id="id9fb5fd329d024d1dbe56bc983138b96b"><enum>(3)</enum><text>to evaluate the Commission's progress in carrying out the duties described in paragraphs (1) and (2) and report on such progress and make recommendations, as appropriate, to the Secretary and Congress regarding such duties; and</text></paragraph><paragraph id="id0085c8efef36441992fecf34b13387c2"><enum>(4)</enum><text>to serve as an independent and objective body to both recommend and implement initiatives that solve border health issues.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id5D09DD9389A245228BA808E5D4843846" commented="no"><enum>(E)</enum><text>by adding after paragraph (4) (as added by subparagraph (D) of this paragraph) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id14A9A2A32ACA4A3E92F261B4AFEF3554"><subsection id="id48c0b27cbce64243aab6faaef763dc79"><enum>(b)</enum><header>United States section members</header><text>The members of the United States section of the Commission, acting independently of the Commission overall, may—</text><paragraph id="idf2b66799d07645dbb917410c809330e7"><enum>(1)</enum><text>provide reports and recommendations to, and consult with, the Secretary and Congress on the matters described in subsection (a)(3); and</text></paragraph><paragraph id="id9fceb56138e14fc9b3abe06ead89503f"><enum>(2)</enum><text>cooperate with the Canada-United States Pan Border Public Health Preparedness Council (referred to in this Act as the <quote>Council</quote>), as appropriate.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id02f3e371a6454b57a369805ec6bef7cc"><enum>(2)</enum><text>in section 5(b), by striking <quote>should be the leader</quote> and inserting <quote>shall be the Chair</quote>;</text></paragraph><paragraph id="id1002e6fab7d74f2589e14064cf22a3f2"><enum>(3)</enum><text>by redesignating section 8 as section 12;</text></paragraph><paragraph id="iddebcfb12080b4c76bc17c279a32f689c"><enum>(4)</enum><text>by striking section 7 and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id45ccb2d2e2d1414dbdbcb8be2f5c91cd"><section id="id2c458be1630b4d4c9d78330a2fc2ff69"><enum>7.</enum><header>Border health grants</header><subsection id="id17c5b5e369874d5a846d40f3fe051e79"><enum>(a)</enum><header>Eligible entity defined</header><text>In this section, the term <term>eligible entity</term> means a State, public institution of higher education, local government, Indian Tribe, Tribal organization, urban Indian organization, nonprofit health organization, trauma center, critical access hospital or other hospital that serves rural or other vulnerable communities and populations, faith-based entity, or community health center receiving assistance under section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>), that is located in the United States-Mexico border area or the United States-Canada border area.</text></subsection><subsection id="id488bb2c054344b278d35f177c6368e93"><enum>(b)</enum><header>Authorization</header><text>From amounts appropriated under section 11, the Secretary, in consultation with members of the Commission and Council and in coordination with the Office of Global Affairs, shall award grants to eligible entities to improve the health of residents of the United States-Mexico and United States-Canada border areas with appropriate priority given to grants that address recommendations outlined by the strategic plan and operational work plan of the Commission and the Council under section 9.</text></subsection><subsection id="idd27adba00d094f8dad69d9f68b6ab9cc"><enum>(c)</enum><header>Application</header><text>An eligible entity that desires a grant under subsection (b) shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="id4391733d6f454bc693215901b5c2f860"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity that receives a grant under subsection (b) shall use the grant funds for any of the following:</text><paragraph id="ida0d8ce5d7be5422795aaa27c269903fa"><enum>(1)</enum><text>Programs relating to any one or more of the following:</text><subparagraph id="id85521875f53c4fc1a0ca1e53e4d66a6e"><enum>(A)</enum><text>Maternal and child health.</text></subparagraph><subparagraph id="id887db481ccbc41e988f3368c73917ed2"><enum>(B)</enum><text>Primary care and preventative health.</text></subparagraph><subparagraph id="id806a9b3316354470b0268967d0ea5af5"><enum>(C)</enum><text>Infectious disease testing, monitoring, and surveillance.</text></subparagraph><subparagraph id="id64530685755c4869991bb4268bd93305"><enum>(D)</enum><text>Public health and public health infrastructure.</text></subparagraph><subparagraph id="idbbd3a27ee6c54c7d8088e9f8d6ce214a"><enum>(E)</enum><text>Health promotion, health literacy, and health education.</text></subparagraph><subparagraph id="id96d288cd43444909890cf59f0e949d82"><enum>(F)</enum><text>Oral health.</text></subparagraph><subparagraph id="id819176ba220d40038e5d33593445da03"><enum>(G)</enum><text>Behavioral and mental health.</text></subparagraph><subparagraph id="idc82da898e86347adbf9f4f08c00941c0"><enum>(H)</enum><text>Substance abuse prevention and harm reduction.</text></subparagraph><subparagraph id="id79687f789da44c04a1422c803572403c"><enum>(I)</enum><text>Health conditions that have a high prevalence in the United States-Mexico border area or United States-Canada border area.</text></subparagraph><subparagraph id="id3fd5d1f1f53f453b8130e82cff2dc35e"><enum>(J)</enum><text>Medical and health services research in border communities.</text></subparagraph><subparagraph id="id5cd6146e5ec64f5b859cf53644fbf561"><enum>(K)</enum><text>Workforce training and development.</text></subparagraph><subparagraph id="idf431b84196734791947ef8d880014ee5"><enum>(L)</enum><text>Community health workers and promotoras.</text></subparagraph><subparagraph id="id0211cc592ba446ba8313a0a9c85c34c0"><enum>(M)</enum><text>Health care infrastructure problems in the United States-Mexico border area or United States-Canada border area (including planning and construction grants).</text></subparagraph><subparagraph id="id5cfcbef91ce14bcca3d299d9d58fb996"><enum>(N)</enum><text>Health disparities in the United States-Mexico border area or United States-Canada border area.</text></subparagraph><subparagraph id="id31d8435401b34afe95ad8e3535864d75"><enum>(O)</enum><text>Environmental health.</text></subparagraph><subparagraph id="idcd14284a603346258da9e40803fbb217"><enum>(P)</enum><text>Bioterrorism and zoonosis.</text></subparagraph><subparagraph id="idda35a0cde90845e69024ab069b48d64c"><enum>(Q)</enum><text>Outreach and enrollment services with respect to Federal programs (including programs authorized under titles XIX and XXI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>, <external-xref legal-doc="usc" parsable-cite="usc/42/1397aa">42 U.S.C. 1397aa et seq.</external-xref>)).</text></subparagraph><subparagraph id="idd319ad2ce1e6481197999a377938eae9"><enum>(R)</enum><text>Trauma care.</text></subparagraph><subparagraph id="idcefb118e2c8b40179dffb761a8a9cb8f"><enum>(S)</enum><text>Health research with an emphasis on infectious disease, such as measles, in the border areas, as well as other pressing issues, including noncommunicable diseases such as diabetes and obesity.</text></subparagraph><subparagraph id="id2d76c0de6980469092f248afc596ad1a"><enum>(T)</enum><text>Epidemiology and health research.</text></subparagraph><subparagraph id="id85860e1153a04a10920ac524de087491"><enum>(U)</enum><text>Cross-border health surveillance coordinated with Mexican Health Authorities or Canadian Health Authorities.</text></subparagraph><subparagraph id="id282feb47144549f0bd6adaf557d1e500"><enum>(V)</enum><text>Community-based participatory research on border health issues.</text></subparagraph><subparagraph id="id75f70871df2e4b8ea1695a15a7c967e0"><enum>(W)</enum><text>Domestic violence and violence prevention.</text></subparagraph><subparagraph id="id4978ba52953f4372adb12998aa8f7473"><enum>(X)</enum><text>Cross-border public health preparedness.</text></subparagraph></paragraph><paragraph id="id8f6dbfcfebb34d8980f95c2351209cf8"><enum>(2)</enum><text>Other programs as the Secretary determines appropriate.</text></paragraph></subsection><subsection id="id7e989f57ce6f40418c0fae08b6811816"><enum>(e)</enum><header>Supplement, not supplant</header><text>Amounts provided to an eligible entity awarded a grant under subsection (b) shall be used to supplement and not supplant other funds available to the eligible entity to carry out the activities described in subsection (d).</text></subsection></section><section id="id1fbecb8a25e9457b86dfc486054de1e8"><enum>8.</enum><header>Grants for early warning infectious disease surveillance in the border area</header><subsection id="id570ce94766134ce08c0d4792167029fb"><enum>(a)</enum><header>Eligible entity defined</header><text>In this section, the term <term>eligible entity</term> means a State, local government, Indian Tribe, Tribal organization, urban Indian organization, trauma center, regional trauma center coordinating entity, or public health entity.</text></subsection><subsection id="id59f0e4cbf8054f5cb7f8e865d7a6fa65"><enum>(b)</enum><header>Authorization</header><text>From funds appropriated under section 11, the Secretary shall award grants for Early Warning Infectious Disease Surveillance to eligible entities for infectious disease surveillance activities in the United States-Mexico border area or United States-Canada border area.</text></subsection><subsection id="idcd490eb4f1c54dd3a5745c55f3f1d39b"><enum>(c)</enum><header>Application</header><text>An eligible entity that desires a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="ida54f1a9387a84e9fb4ae843f99e8280b"><enum>(d)</enum><header>Uses of funds</header><text>An eligible entity that receives a grant under subsection (b) shall use the grant funds, in coordination with State and local all hazards programs, to—</text><paragraph id="id3b8672901e9b4008aec1064865497374"><enum>(1)</enum><text>develop and implement infectious disease surveillance plans and networks and public health emergency and readiness assessments and preparedness plans, and purchase items necessary for such plans;</text></paragraph><paragraph id="id5c8d5233c3d9400ebf1f0f2bbc7d072b"><enum>(2)</enum><text>coordinate infectious disease surveillance planning and interjurisdictional risk assessments in the region with appropriate United States-based agencies and organizations and appropriate authorities in Mexico or Canada;</text></paragraph><paragraph id="id07a38c8a79c14838a898a07c37fef198"><enum>(3)</enum><text>improve infrastructure, including surge capacity, syndromic surveillance, and isolation and decontamination capacity, and policy preparedness, including for mutual assistance and for the sharing of information and resources;</text></paragraph><paragraph id="idd064555b652b4fc2a0f97017f4db6807"><enum>(4)</enum><text>improve laboratory capacity, in order to maintain and enhance capability and capacity to detect potential infectious disease, whether naturally occurring or the result of terrorism;</text></paragraph><paragraph id="id9811791b8a014498a622cf1b09ca820f"><enum>(5)</enum><text>create and maintain a health alert network, including risk communication and information dissemination that is culturally competent and takes into account the needs of at-risk populations;</text></paragraph><paragraph id="id6279fddaba644af489692a9bf0214de2"><enum>(6)</enum><text>educate and train clinicians, epidemiologists, laboratories, and emergency management personnel;</text></paragraph><paragraph id="idaecbbfbcc4164ebfbf254324a4788cca"><enum>(7)</enum><text>implement electronic data and infrastructure inventory systems to coordinate the triage, transportation, and treatment of multicasualty incident victims;</text></paragraph><paragraph id="id8d244919f5504804a87e7097fec5c2c6"><enum>(8)</enum><text>provide infectious disease testing in the United States-Mexico border area or United States-Canada border area; and</text></paragraph><paragraph id="id5ae665cabf8c436e933b2bcb70142eb0"><enum>(9)</enum><text>carry out such other activities identified by the Secretary, members of the Commission, members of the Council, State or local public health authorities, representatives of border health offices, or authorities at the United States-Mexico or United States-Canada borders.</text></paragraph></subsection></section><section id="id65cf9b2aaf9b486b9e393b64d944b8fa"><enum>9.</enum><header>Plans, reports, audits, and by-laws</header><subsection id="iddb107e62ca654a7f98496c168c540b83"><enum>(a)</enum><header>Strategic plan</header><paragraph id="id04d81ac9c6ed452cb29941f7a057e185"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this section, and every 5 years thereafter, the Commission (including the participation of members representing both the United States and Mexican sections) and the Council (including the participation of members representing both the United States and Canada) shall each prepare a binational strategic plan to guide the operations of the Commission and the Council and submit such plan to the Secretary and Congress.</text></paragraph><paragraph id="id244abee37caf4d79b53a514df4a7aed3"><enum>(2)</enum><header>Requirements</header><text>The binational strategic plan under paragraph (1) shall include—</text><subparagraph id="id5af76ce5078640daa5457e7efce5525d"><enum>(A)</enum><text>health-related priority areas identified by the full membership of the Commission or Council, as applicable;</text></subparagraph><subparagraph id="id40a268b64f24491693a5b3a312aebb68"><enum>(B)</enum><text>recommendations for goals, objectives, strategies, and actions designed to address such priority areas; and</text></subparagraph><subparagraph id="id0b41cdde764f4fbeaf2682146916cccb"><enum>(C)</enum><text>a proposed evaluation framework with output and outcome indicators appropriate to gauge progress toward meeting the objectives and priorities of the Commission or Council, as applicable.</text></subparagraph></paragraph></subsection><subsection id="idf10062ec6e6e4eeda436508a48d38408"><enum>(b)</enum><header>Work plan</header><text>Not later than January 1, 2024, and every 2 years thereafter, the Commission and the Council shall develop and approve an operational work plan and budget based on the strategic plan under subsection (a).</text></subsection><subsection id="idc3caf0bade3e4c47b2dc37690de4148e"><enum>(c)</enum><header>GAO review</header><text>Not later than January 1, 2025, and every 2 years thereafter, the Comptroller General of the United States shall conduct an evaluation of the activities conducted by the Commission and the Council based on the operational work plans described in subsection (b) for the previous year and the output and outcome indicators included in the strategic plan described in subsection (a). The evaluation shall include a request for written evaluations from members of the Commission and the Council about barriers and facilitators to executing successfully the work plans of the Commission and the Council.</text></subsection><subsection id="id967b95ddca8a4d4cbce4ccdcc933005e"><enum>(d)</enum><header>Biannual reporting</header><paragraph id="id4b11d54db8ee46a2913f5e8f0db47430"><enum>(1)</enum><header>Reporting by commission and council</header><text>The Commission and Council shall each issue a biannual report to the Secretary that—</text><subparagraph id="idb4d71c92fcae40f9acb4dce508341e78"><enum>(A)</enum><text>provides independent policy recommendations related to border health issues; and</text></subparagraph><subparagraph id="id09d8f266aa8946e185bd558e7a230cf9"><enum>(B)</enum><text>details the expenditures of the Commission and Council over the reporting period.</text></subparagraph></paragraph><paragraph id="id214f632ce8774540873defb2ae8dd63f"><enum>(2)</enum><header>Reporting by secretary</header><text>Not later than 3 months following receipt of each such biannual report, the Secretary shall provide to Congress the report and any studies or other materials produced independently by the Commission and Council.</text></paragraph></subsection><subsection id="id999ca10882394064a8859cfa279882ce"><enum>(e)</enum><header>Audits</header><text>The Secretary shall annually prepare an audited financial report to account for all appropriated assets expended by the Commission and Council to address both the strategic and operational work plans for the year involved.</text></subsection><subsection id="id65c3f8d0ac88457ca68612799f16c3a8"><enum>(f)</enum><header>By-Laws</header><text>Not later than 6 months after the date of enactment of this section, the Commission and Council shall develop and approve bylaws to provide fully for compliance with the requirements of this section.</text></subsection><subsection id="id0fa174d3a26e4181b3f9a11379ae21a9"><enum>(g)</enum><header>Transmittal to congress</header><text>The Commission and Council shall submit copies of the operational work plan and by-laws to Congress. The Comptroller General of the United States shall submit a copy of each evaluation completed under subsection (c) to Congress.</text></subsection></section><section id="id445631b380bd470e930b7e471ca34779"><enum>10.</enum><header>Coordination</header><subsection id="id89236f3d78a749e0bd20e393293766b3"><enum>(a)</enum><header>In general</header><text>To the extent practicable and appropriate, plans, systems, and activities to be funded (or supported) under this Act for all hazard preparedness, and general border health, including with respect to infectious disease, shall be coordinated with Federal, State, and local authorities in Mexico, Canada, and the United States.</text></subsection><subsection id="id5f2a36aa5a284ab2b670c23e40fd46b5"><enum>(b)</enum><header>Coordination of health services and surveillance</header><text>The Secretary, acting through the Assistant Secretary for Preparedness and Response, when appropriate, may coordinate with the Secretary of Homeland Security in establishing a health alert system that—</text><paragraph id="idc633f3244c4c465381ae26e348030f5a"><enum>(1)</enum><text>alerts clinicians and public health officials of emerging disease clusters and syndromes along the United States-Mexico border area and United States-Canada border area;</text></paragraph><paragraph id="idd9473656dc89481faa30b35130693838"><enum>(2)</enum><text>warns of health threats, extreme weather conditions, disasters of mass scale, bioterrorism, and other emerging threats along the United States-Mexico border area and United States-Canada border area; and</text></paragraph><paragraph id="id112fad538fa145178a8c3ce533e9ec15"><enum>(3)</enum><text>is coordinated with other systems and agencies to avoid duplication.</text></paragraph></subsection></section><section id="id765d9c58509f4d08bdcf832e04360df9"><enum>11.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to carry out this Act $20,000,000 for fiscal year 2022 and each succeeding year, of which for each fiscal year—</text><paragraph id="idbcc4f40d5f8b48c7b727b8cf63e20b2e"><enum>(1)</enum><text>$14,000,000 shall be made available to fund operationally feasible functions, activities, and grants with respect to the United States-Mexico border and the border health activities under cooperative agreements with the border health offices of the States of California, Arizona, New Mexico, and Texas; and</text></paragraph><paragraph id="id4c5d03afbc0846869a700fe58ceb4509"><enum>(2)</enum><text>$6,000,000 shall be made available for the administration of United States activities under this Act on the United States-Canada border and the border health authorities, acting through the Canada-United States Pan-Border Public Health Preparedness Council.</text></paragraph></section><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id4b1bd479a069466e9961a16e0bddae1d"><enum>(5)</enum><text>in section 12 (as so redesignated)—</text><subparagraph id="id092d339141e846139a5cf8e257496613"><enum>(A)</enum><text>by redesignating paragraphs (3) and (4) as paragraphs (4) and (6), respectively;</text></subparagraph><subparagraph id="id94317c298801406c93d3e0262a1216ff"><enum>(B)</enum><text>by inserting after paragraph (2), the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id08b0a3564661452d9f34651ac9f128eb"><paragraph id="id0325b3598e904f18ac56ab1975934d91"><enum>(3)</enum><header>Indians; Indian Tribe; Tribal organization; urban Indian organization</header><text>The terms <term>Indian</term>, <term>Indian Tribe</term>, <term>Tribal organization</term>, and <term>urban Indian organization</term> have the meanings given such terms in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id517f815a61684a51aa2cac0b1aea9c5b"><enum>(C)</enum><text>by inserting after paragraph (4), as so redesignated, the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id93165d8eb1d34ce99f3fa0e362a53fc4"><paragraph id="idcf05a7948e3542a787d4a22fb639aee0"><enum>(5)</enum><header>United States-Canada border area</header><text>The term <term>United States-Canada border area</term> means the area located in the United States and Canada within 100 kilometers of the border between the United States and Canada.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
