<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2543</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210729">July 29, 2021</action-date><action-desc><sponsor name-id="S407">Mr. Hagerty</sponsor> (for himself, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S410">Ms. Lummis</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S153">Mr. Grassley</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S397">Mr. Braun</cosponsor>, and <cosponsor name-id="S391">Mr. Young</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a study on the national security implications of the People’s Republic of China's efforts to create an official digital currency.</official-title></form><legis-body><section id="id1500671B9A8049F2A256F25A08AA86EE" section-type="section-one"><enum>1.</enum><header>Study on the creation of an official digital currency by the People's Republic of China</header><subsection id="id956D2ED3C0DC4EAF85B8C9D3C6C32752"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the President shall submit to the appropriate committees of Congress a report on the short-, medium-, and long-term national security risks associated with the creation and use of the official digital renminbi of the People's Republic of China, including—</text><paragraph id="idD4ED118EF5064B1AA8BC725DBE556DDE"><enum>(1)</enum><text display-inline="yes-display-inline">risks arising from potential surveillance of transactions; </text></paragraph><paragraph id="idE271E498E564457BB47BD5F76444476A"><enum>(2)</enum><text display-inline="yes-display-inline">risks related to security and illicit finance; and </text></paragraph><paragraph id="id5F2AA0F6477546BF835763539CBC4B38"><enum>(3)</enum><text display-inline="yes-display-inline">risks related to economic coercion and social control by the People’s Republic of China.</text></paragraph></subsection><subsection id="id770486B794964B149E50B34F14BC1A60"><enum>(b)</enum><header>Form of report</header><text>The report required by subsection (a) shall be submitted in unclassified form but may include a classified annex.</text></subsection><subsection id="id38B2108B09E94B41B89F5BAE9E292190"><enum>(c)</enum><header>Appropriate committees of Congress defined</header><text>In this section, the term <term>appropriate committees of Congress</term> means—</text><paragraph id="id7E1DB38527CD461EA0DADFCC43FBB879"><enum>(1)</enum><text>the Committee on Banking, Housing, and Urban Affairs, the Committee on Foreign Relations, the Committee on Appropriations, and the Select Committee on Intelligence of the Senate; and </text></paragraph><paragraph id="id43E6047E749046DBADD901B7659F0376"><enum>(2)</enum><text>the Committee on Financial Services, the Committee on Foreign Affairs, the Committee on Appropriations, and the Permanent Select Committee on Intelligence of the House of Representatives.</text></paragraph></subsection></section></legis-body></bill>
