which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the reclassification of the tactical enforcement officers (commonly known as the <quote>Shadow Wolves</quote>) in the Homeland Security Investigations tactical patrol unit operating on the lands of the Tohono O'odham Nation as special agents.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="idB53032F4F7BC43D3BB2F204C82987297"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Shadow Wolves Enhancement Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id661D06ADDF144FEA9270667C4134D8A0"><enum>2.</enum><header>Reclassification of Shadow Wolves as GS–1811 special agents</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, the Director of U.S. Immigration and Customs Enforcement is authorized—</text><paragraph id="id65753179766141868D1058069B6163ED"><enum>(1)</enum><text display-inline="yes-display-inline">to reclassify the GS–1801 tactical enforcement officers (commonly known as <quote>Shadow Wolves</quote>) assigned to the Homeland Security Investigations tactical patrol unit operating on the lands of the Tohono O'odham Nation, as of the date of the enactment of this Act, as GS–1811 special agents, upon the successful completion of—</text><subparagraph id="id58C12BC40D7747D0B408FAAA9E9D04C9"><enum>(A)</enum><text display-inline="yes-display-inline">the Federal Law Enforcement Training Center’s Criminal Investigator Training Program; and</text></subparagraph><subparagraph id="idF7749494FE1B4795B814B824C6997510"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="idF02FA06B28E34C979406B6D574319563"><enum>(i)</enum><text display-inline="yes-display-inline">Customs Basic Enforcement School, if the officer was hired before March 2003; or</text></clause><clause indent="up1" id="idDB14926A2A3E4ACA81D0BC9C24EDE900"><enum>(ii)</enum><text>U.S. Immigration and Customs Enforcement Homeland Security Investigations Special Agent Training, if the officer was hired during or after March 2003;</text></clause></subparagraph></paragraph><paragraph id="idFE2C332BC9F34CD09EA4BF7F650C0191"><enum>(2)</enum><text>to classify any Shadow Wolves who are assigned to the unit referred to in paragraph (1) after such date of enactment as special agents upon the successful completion of the training described in paragraph (1); and</text></paragraph><paragraph id="idb10ba111e4e84967b5fc227f17fd1443"><enum>(3)</enum><text>to classify any Shadow Wolves who are hired as part of a comparable unit (regardless of location) after such date of enactment as special agents upon the successful completion of the training described in paragraph (1). </text></paragraph></section><section id="id300BC51330904E709C16B20BF22F2D5E"><enum>3.</enum><header>Expansion of Shadow Wolves Program</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security shall submit to the Comptroller General of the United States, the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>, and the <committee-name committee-id="">Committee on Homeland Security of the House of Representatives</committee-name> a strategy for—</text><paragraph id="id2360a0a1da504acf81104f52337af92d"><enum>(1)</enum><text>retaining existing Shadow Wolves;</text></paragraph><paragraph id="id094b3c3d62a540a8a4d3572f636659e0"><enum>(2)</enum><text>recruiting new Shadow Wolves;</text></paragraph><paragraph id="idaff34ad8fefc4a13a406a4620735de33"><enum>(3)</enum><text>expanding comparable units referred to in section 2(3) to appropriate areas near the international border between the United States and Canada or the international border between the United States and Mexico, with the approval and consent of the appropriate Indian tribe; and</text></paragraph><paragraph id="idc6a3fff4600a41f291aff6b5a4b9f735"><enum>(4)</enum><text>determining the best process for expanding the reach of the Shadow Wolves Program to include historically and culturally significant areas for Tribal communities that are not located on Tribal lands. </text></paragraph></section><section id="id418A2D55FFE34EC7885A5C4438E1287B"><enum>4.</enum><header>GAO study</header><subsection id="id6D114A01ECA743CAA848F9C46A049378"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study to determine the best process for expanding the reach of the Shadow Wolves Program to include historically and culturally significant areas for tribal communities that are not located on tribal lands.</text></subsection><subsection id="id87C511F7DD7341EC8B18AEEA8C496458"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after receiving the strategy under section 3, and annually for the following 2 years, the Comptroller General of the United States shall submit to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name> and the <committee-name committee-id="">Committee on Homeland Security of the House of Representatives</committee-name>—</text><paragraph id="idEB7F2628B3C04FFDBA3AAD639EA69B03"><enum>(1)</enum><text>an assessment of the effectiveness of such strategy; and</text></paragraph><paragraph id="idA4E49A1C65A24B09B3ED16CFB15DDB3F"><enum>(2)</enum><text>any recommendations for improvements to the strategy that the Comptroller General determines to be appropriate.</text></paragraph></subsection></section></legis-body></bill>
