<official-title>To prohibit the United States International Development Finance Corporation from imposing restrictions on the source of energy used by power-generation projects intended to provide affordable electricity in IDA-eligible countries or IDA-blend countries and to require the Corporation to promote a technology- and fuel-neutral, all-of-the-above energy development strategy for such countries.</official-title>

<section id="id950D08FCF1634F3293624AB163001C6E" section-type="section-one"><enum>1.</enum><header>Prohibition on restrictions on power-generation projects by United States International Development Finance Corporation in certain countries</header><text display-inline="no-display-inline">Section 1451 of the Better Utilization of Investments Leading to Development Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/22/9671">22 U.S.C. 9671</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id13DBB4C4664544AE86CC9D0BC8B956CD"> <subsection id="idDB9760DFCD3A486DB6DB01778BA1EB31"><enum>(j)</enum><header>Prohibition on restrictions on power-Generation projects in certain countries</header> <paragraph id="id4F34D36F1DE540D393FC18F4B78B80C0"><enum>(1)</enum><header>Prohibition on certain restrictions on power-generation projects</header><text display-inline="yes-display-inline">The Corporation shall not implement or enforce any rule, regulation, policy, procedure, or guideline that would prohibit or restrict the source of energy used by a power-generation project the purpose of which is to provide affordable electricity in an IDA-eligible country or an IDA-blend country.</text></paragraph>
<paragraph id="id344978CD511C45A7BC21A19431E79260"><enum>(2)</enum><header>Limitation on Board</header><text>The Board of the Corporation shall not, whether directly or through authority delegated by the Board, reject a power-generation project in an IDA-eligible country or an IDA-blend country based on the source of energy used by the project.</text></paragraph> <paragraph id="id522e8f597ed043bfa577833901cdea56"><enum>(3)</enum><header>All-of-the-above energy development strategy</header><text>The Corporation shall promote a technology- and fuel-neutral, all-of-the-above energy development strategy for IDA-eligible countries and IDA-blend countries that includes the use of oil, natural gas, coal, hydroelectric, wind, solar, and geothermal power and other sources of energy. </text></paragraph>
<paragraph id="id747851013F8A4425AB5DB0D138D13FB9"><enum>(4)</enum><header>Definitions</header><text>In this subsection:</text> <subparagraph id="id621DB72665434BF29157052C814DF035"><enum>(A)</enum><header>IDA-eligible country</header><text>The term <term>IDA-eligible country</term> means a country eligible for support from the International Development Association and not the International Bank for Reconstruction and Development.</text></subparagraph>
<subparagraph id="idA680FD6CF07B45CF8C39F868C642942A"><enum>(B)</enum><header>IDA-blend country</header><text>The term <term>IDA-blend country</term> means a country eligible for support from both the International Development Association and the International Bank for Reconstruction and Development.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body> </bill>
