which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to expand the capacity of the suicide prevention lifeline and mental health crisis centers.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Suicide and Crisis Outreach Prevention Enhancement Act</short-title></quote>.</text></section><section id="idbb52be67f2234b33bd7b098870ba5d46"><enum>2.</enum><header>Expanding capacity of the suicide prevention lifeline and mental health crisis centers</header><text display-inline="no-display-inline">Section 520E–3 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-36c">42 U.S.C. 290bb–36c</external-xref>) is amended—</text><paragraph id="id2D1E983991F84BFFB9C83FB0A9F311D6"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><subparagraph id="idc9896d413c184cdb9fd36c67ba5d8030"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="id65942c79cf47440aa9e8cc480cce1f26"><enum>(i)</enum><text>by inserting <quote>supporting and</quote> before <quote>coordinating</quote>; and</text></clause><clause id="id67e48f33381d4cc892f0925177047fa1"><enum>(ii)</enum><text>by inserting <quote>mental health</quote> before <quote>crisis intervention services</quote>;</text></clause></subparagraph><subparagraph id="id29ee6f28404f47d1a560ef5321b23147"><enum>(B)</enum><text>by redesignating paragraphs (2) and (3) as paragraphs (3) and (4), respectively;</text></subparagraph><subparagraph id="id0367208eabac4d10bd26789e0bb12dd4"><enum>(C)</enum><text>by inserting after paragraph (1), the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id58f44e3ec614458dad78740b04e45be3"><paragraph id="idd55d1a442f84499cb94c11e2896c5157"><enum>(2)</enum><text>increasing the capacity of the program and crisis centers participating in the network to provide suicide prevention and mental health crisis intervention services to individuals seeking help;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="ide951cc18de0f40249cfd868c2d30697e"><enum>(D)</enum><text>in paragraph (3), as redesignated by subparagraph (B), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="idf1ebeae1fc8d46c586adf6db663852f8"><enum>(E)</enum><text>in paragraph (4), as redesignated by subparagraph (B), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph id="iddc495d9cf47c4ffabde0ee83bae2fba1"><enum>(F)</enum><text>by inserting after paragraph (4), as redesignated by subparagraph (B), the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6E92F2D6CDFA4C91BFA11C5555B294BA"><paragraph commented="no" id="id5ff3df08706a4861af55d6aa55397e6c"><enum>(5)</enum><text>improving awareness of the program for suicide prevention and mental health crisis intervention services, including by conducting an awareness campaign and ongoing outreach to the public; and</text></paragraph><paragraph commented="no" id="id210BB372ABC14A208CC7FF2033477D46"><enum>(6)</enum><text>establishing, standardizing, and maintaining data collection and reports on racial, ethnic, geographic, socioeconomic, and other health disparities to understand disparities in access to the program and among individuals who are seeking help.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida9be90f333c443aead270c7e38fd1eb9"><enum>(2)</enum><text>in subsection (c), by striking <quote>$7,198,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>$50,000,000 for each of fiscal years 2022 through 2026</quote>. </text></paragraph></section><section id="id04e1dab84a0546808a5a864c521e72bc"><enum>3.</enum><header>Ensuring connections and access for low-income users</header><subsection id="id5af39a15246b484384cc5b5d52080ec7"><enum>(a)</enum><header>Transmission of connection</header><text>A telecommunications carrier (as defined in section 3 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/153">47 U.S.C. 153</external-xref>))—</text><paragraph id="id99675549841E47B1AFB2B9693B9C7EC5"><enum>(1)</enum><text>shall transmit all calls to 988 and the National Suicide Prevention Lifeline to a caller’s local crisis center; and</text></paragraph><paragraph id="idD7B801B5079F40599D4820CB016ED30A"><enum>(2)</enum><text>if a local crisis center transfers such a call to a local emergency, mental health, or social services resource, shall transmit the call accordingly.</text></paragraph></subsection><subsection id="iddb7aede7f2f045ca93109fa2cffe567b" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Pre-Paid phone plans</header><text>Calls to 988 and the National Suicide Prevention Lifeline from phones with pre-paid plans shall not count toward used minutes and a telecommunications carrier (as defined in subsection (a)) shall not deduct minutes from a caller’s pre-paid phone plan for such purposes.</text></subsection><subsection display-inline="no-display-inline" commented="no" id="id2DCA6E12FED74AF294244E52264E3ADC"><enum>(c)</enum><header>Enforcement</header><text>A violation of this section shall be treated as a violation of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/151">47 U.S.C. 151 et seq.</external-xref>). The Federal Communications Commission shall enforce this section in the same manner, by the same means, and with the same jurisdiction, powers, and duties as though all applicable terms and provisions of the Communications Act of 1934 were incorporated into and made a part of this section.</text></subsection></section></legis-body></bill>
