<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2468</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210726">July 26, 2021</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Gulf of Mexico Energy Security Act of 2006 to extend the moratorium on drilling off the coasts of the States of Florida, Georgia, and South Carolina, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section id="id073B63F29BEA449F8F97671B2502AE1F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Shores Protection Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id83476B111ACB400E8049593C4BD20B93"><enum>2.</enum><header>Moratorium on oil and gas leasing off the coasts of the States of Florida, Georgia, and South Carolina</header><text display-inline="no-display-inline">Section 104 of the Gulf of Mexico Energy Security Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/43/1331">43 U.S.C. 1331</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/109/432">Public Law 109–432</external-xref>) is amended—</text><paragraph id="idF7577D6595B6496783C85729C7E51566"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id31F0C7A5D7E74998880D2B9F6720D46A"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by striking <quote>June 30, 2022</quote> and inserting <quote>June 30, 2032</quote>; </text></subparagraph><subparagraph id="id57C285492E904E73856606C08910651A"><enum>(B)</enum><text>in paragraph (2), by striking <quote>or</quote> after the semicolon;</text></subparagraph><subparagraph id="id97138B7EF0C049C29829C507863FC03D"><enum>(C)</enum><text>in paragraph (3)(B)(iii), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph id="idD1897B5B8EDD45CCB2D42AC464045024"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idEF8D68868129405FA584D94C55AF193D"><paragraph id="id2CA391A4E9A34D0687FE64A9B8E93F16"><enum>(4)</enum><text>any area in the South Atlantic Planning Area (as designated by the Bureau of Ocean Energy Management as of the date of enactment of this paragraph); or </text></paragraph><paragraph id="id4C6537646A7B47CB95A2AA2213AA71CA"><enum>(5)</enum><text>any area in the Straits of Florida Planning Area (as designated by the Bureau of Ocean Energy Management as of the date of enactment of this paragraph).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idB1BD6A116FB244B5873EEEFD0C50CC53"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9273B9EE9F3648418AF54B2261A0FF73"><subsection id="id022E2C37F45F4E529098731360FE4CE3"><enum>(d)</enum><header>Effect on certain leases</header><text>The moratoria under paragraphs (4) and (5) of subsection (a) shall not affect valid existing leases in effect on the date of enactment of this subsection.</text></subsection><subsection id="idC8ECF06646284524A2CC015586E6B55C"><enum>(e)</enum><header>Environmental exceptions</header><text>Notwithstanding subsection (a), the Secretary may issue leases in areas described in that subsection for environmental conservation purposes, including the purposes of shore protection, beach nourishment and restoration, wetlands restoration, and habitat protection.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
