Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Agriculture to convene a blue ribbon panel to review the forest inventory and analysis program of the Forest Service, and for other purposes.</official-title></form><legis-body><section id="id2466010092B847C38AC82DBB18F47BDA" section-type="section-one"><enum>1.</enum><header>Forest inventory and analysis program blue ribbon panel</header><text display-inline="no-display-inline">Section 3 of the Forest and Rangeland Renewable Resources Research Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/1642">16 U.S.C. 1642</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA2D4D02D172E4D08A87BA7411CFF1EA3"><subsection id="idB634C7EFFAB8431F8F80917BF85E0644"><enum>(f)</enum><header>Forest inventory and analysis program blue ribbon panel</header><paragraph id="idC96C795EFB38498688BF6C267685577D"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this subsection, the Secretary, in consultation with the National Association of State Foresters, shall convene a blue ribbon panel (referred to in this subsection as the <term>Panel</term>) to review the forest inventory and analysis program established under this section.</text></paragraph><paragraph id="id7FC1952775AA44A8A7305D3DFF2132DB"><enum>(2)</enum><header>Composition</header><text>The Panel shall be composed of not fewer than 20, and not more than 30, members, including 1 or more of each of the following:</text><subparagraph id="id8A4E2C57D221468B83D6C65940751DE0"><enum>(A)</enum><text>State foresters.</text></subparagraph><subparagraph id="idAA9246A112DB40A99896D5C2C520E5D3"><enum>(B)</enum><text>Representatives from the Environmental Protection Agency.</text></subparagraph><subparagraph id="id1F749E3E6D114E898E07201E35CA9E8F"><enum>(C)</enum><text>Representatives from the Department of the Interior.</text></subparagraph><subparagraph id="id481F6AD3784A4CB3B4F9C37039FD381C"><enum>(D)</enum><text>Academic experts in forest health, management, and economics.</text></subparagraph><subparagraph id="id3E0DB688512049B79F40BF4CD3064A16"><enum>(E)</enum><text>Forest industry representatives throughout the supply chain, including representatives of large forest landowners and small forest landowners.</text></subparagraph><subparagraph id="idB8390E58452E484A9C855A2D045CF1F3"><enum>(F)</enum><text>Representatives from environmental groups.</text></subparagraph><subparagraph id="idDDD18DB455DB416B9AB0F4E66CB36096"><enum>(G)</enum><text>Representatives from regional greenhouse gas trading organizations.</text></subparagraph><subparagraph id="idF6D2071C9ADC451181DAEED489E67D45"><enum>(H)</enum><text>Experts in carbon accounting and carbon offset markets.</text></subparagraph></paragraph><paragraph id="id4DC870F05C8A407F892803A813222ED9"><enum>(3)</enum><header>Duties</header><subparagraph id="id37BBBC5BFD6A4C33BB23982801D868BD"><enum>(A)</enum><header>Review</header><text>The Panel shall conduct a review of the past progress, current priorities, and future needs of the forest inventory and analysis program with respect to forest carbon, climate change, forest health, and sustainable wood products.</text></subparagraph><subparagraph id="idB55C4F00719449A9802F93AB7547EF58"><enum>(B)</enum><header>Report</header><text>Not later than March 31, 2022, the Panel shall submit to the Secretary, the Secretary of the Interior, and Congress a report describing the review conducted under subparagraph (A).</text></subparagraph></paragraph><paragraph id="idEB59C6D4B98D4893AE68C916AE259916"><enum>(4)</enum><header>Administrative matters</header><subparagraph id="id28D1194965BC4E73A17E00CC40C4D04E"><enum>(A)</enum><header>Chairperson and Vice Chairperson</header><text>The Panel shall select a Chairperson and Vice Chairperson from among the nongovernmental members of the Panel.</text></subparagraph><subparagraph id="id7BFD0240F332425BBC0B1E104E208C0F"><enum>(B)</enum><header>Committees</header><text>The Panel may establish 1 or more committees within the Panel as the Panel determines to be appropriate.</text></subparagraph><subparagraph id="idF6EF0B16E4394E21B8466F19D26086C1"><enum>(C)</enum><header>Compensation</header><text>A member of the Panel shall serve without compensation.</text></subparagraph><subparagraph id="id57562ED3CDF34C8B9B8C7CD804A8A187"><enum>(D)</enum><header>Administrative support</header><text>The Secretary shall provide such administrative support as is necessary for the Panel to carry out its duties.</text></subparagraph><subparagraph id="id6C54C10C1C3D452BB7F7C68E6F81E014"><enum>(E)</enum><header>Federal Advisory Committee Act</header><text>The Panel shall be exempt from the Federal Advisory Committee Act (5 U.S.C. App.).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
