which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to establish a grant program supporting trauma center violence intervention and violence prevention programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3AB370A0E69542A591C079FEA41A163D"><section section-type="section-one" id="H7FB1569116D74A17A9F9B8155949BD19"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bipartisan Solution to Cyclical Violence Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="HD6C641AC677A472A97F75FD7ED49D66B"><enum>2.</enum><header>Grant program supporting trauma center violence intervention and violence prevention programs</header><text display-inline="no-display-inline">Part P of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C. 280g et seq.</external-xref>) is amended by adding at the end the following new section:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HC0FAE44B097C4D30BCC439E608300388"><section id="H44E536D2B7A1459B90F97C850390C0D5"><enum>399V–7.</enum><header>Grant program supporting trauma center violence intervention and violence prevention programs</header><subsection id="H7577A7FCABEF413989D671E7CE906AB7"><enum>(a)</enum><header>Authority established</header><paragraph id="H4084CB6E76EB403F8D04607FF01A8D20"><enum>(1)</enum><header>In general</header><text>The Secretary shall award grants to eligible entities to establish or expand violence intervention or prevention programs for services and research designed to reduce the incidence of reinjury and reincarceration caused by intentional violent trauma, excluding intimate partner violence.</text></paragraph><paragraph id="HCA0A3E2A5BEF48769A643215251DE8B2"><enum>(2)</enum><header>First award</header><text>Not later than 9 months after the date of enactment of this section, the Secretary shall make the first award under paragraph (1).</text></paragraph><paragraph id="H318982DAE6C34E879069970D2F15157F"><enum>(3)</enum><header>Grant duration</header><text>Each grant awarded under paragraph (1) shall be for a period of 3 years.</text></paragraph><paragraph id="H54C84009659E4530BF69629CD206AA43"><enum>(4)</enum><header>Grant amount</header><text display-inline="yes-display-inline">The total amount of each grant awarded under paragraph (1) for the 3-year grant period shall be not less than $250,000 and not more than $500,000.</text></paragraph><paragraph id="HC5999C5563F64B4BA58DA03BD8312CC1"><enum>(5)</enum><header>Supplement not supplant</header><text display-inline="yes-display-inline">A grant awarded under paragraph (1) to an eligible entity with an existing program described in paragraph (1) shall be used to supplement, and not supplant, any other funds provided to such entity for such program.</text></paragraph></subsection><subsection id="H960755AD310244E68DFE1E0A7B0F90BB"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under subsection (a)(1), an entity shall—</text><paragraph id="H7013985054734E06A07C6F04DF6F7BEA"><enum>(1)</enum><text>either be—</text><subparagraph id="H3218B86E2FF945758C9A30DD18A77F8A"><enum>(A)</enum><text>a State-designated trauma center, or a trauma center verified by the American College of Surgeons, that conducts or seeks to conduct a violence intervention or violence prevention program; or</text></subparagraph><subparagraph id="H077557CC366A44BC8BF98EA4E471236D"><enum>(B)</enum><text>a nonprofit entity that conducts or seeks to conduct a program described in subparagraph (A) in cooperation with a trauma center described in such subparagraph;</text></subparagraph></paragraph><paragraph id="H646C130F42A04962A77A80C4D53E75A4"><enum>(2)</enum><text display-inline="yes-display-inline">serve a community in which at least 100 incidents of intentional violent trauma occur annually; and</text></paragraph><paragraph id="H826AB005BA484B869A0EEBCCC99783C3"><enum>(3)</enum><text>submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph></subsection><subsection id="H2026586EABB24CA5966C8BDFCA37CFCD"><enum>(c)</enum><header>Selection of grant recipients</header><paragraph id="H87726EAD67B343A1AADE9E6DFE07325E"><enum>(1)</enum><header>Geographic diversity</header><text>In selecting grant recipients under subsection (a)(1), the Secretary shall ensure that, collectively, grantees represent a diversity of geographic areas.</text></paragraph><paragraph id="HDE71B3C42C1D4A50961163934A9F9F6B"><enum>(2)</enum><header>Priority</header><text>In selecting grant recipients under subsection (a)(1), the Secretary shall prioritize applicants that serve one or more communities with high absolute numbers or high rates of intentional violent trauma.</text></paragraph><paragraph id="H5B61B952C45D4450B0D6BB9740585E14"><enum>(3)</enum><header>Health professional shortage areas</header><subparagraph id="H788C545897424CC9A20DFB009E2104F6"><enum>(A)</enum><header>Encouragement</header><text>The Secretary shall encourage entities described in paragraphs (1) and (2) that are located in or serve a health professional shortage area to apply for grants under subsection (a)(1).</text></subparagraph><subparagraph id="HF865687218A940BB85E72FC980F1CD13"><enum>(B)</enum><header>Definition</header><text>In subparagraph (A), the term <term>health professional shortage area</term> means a health professional shortage area designated under section 332. </text></subparagraph></paragraph></subsection><subsection id="HD2470728FE44474784E9A6B7FE0DAA9E"><enum>(d)</enum><header>Reports</header><paragraph id="H87A74C4F01AE4474BDB39EF5045B26E8"><enum>(1)</enum><header>Reports to Secretary</header><subparagraph id="H5DD732BB2AC745D1ADC83FFC72F7E81C"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">An entity that receives a grant under subsection (a)(1) shall submit reports on the use of the grant funds to the Secretary, including progress reports, as required by the Secretary. Such reports shall include—</text><clause id="HD48845A05462438B8DAD06974B23B23B"><enum>(i)</enum><text>any findings of the program established, or expanded, by the entity through the grant; and</text></clause><clause id="HBBB28EBCBA8E4BB993960B811597F584"><enum>(ii)</enum><text>if applicable, the manner in which the entity has incorporated such findings in the violence intervention or violence prevention program conducted by such entity.</text></clause></subparagraph><subparagraph commented="no" id="HBF5C91F454CB4E03BFB99810D0694BF2"><enum>(B)</enum><header>Option for joint report</header><text>To the extent feasible and appropriate, an entity that receives a grant under subsection (a)(1) may elect to coordinate with one or more other entities that have received such a grant to submit a joint report that meets the requirements of subparagraph (A).</text></subparagraph></paragraph><paragraph commented="no" id="H6095C2BFF10840E7A9145D8BB0FA819F"><enum>(2)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 6 years after the date of enactment of the <short-title>Bipartisan Solution to Cyclical Violence Act</short-title>, the Secretary shall submit to Congress a report—</text><subparagraph commented="no" id="H3132B0BEA4974F92B02655A16EC2EA62"><enum>(A)</enum><text>on any findings resulting from reports submitted to the Secretary under paragraph (1);</text></subparagraph><subparagraph commented="no" id="H4067416398704EEABA0197CF386DF738"><enum>(B)</enum><text>on best practices developed by the Secretary under subsection (e); and</text></subparagraph><subparagraph commented="no" id="H94E73F1641314554BFBF6041F4DD9308"><enum>(C)</enum><text>with recommendations for legislative action relating to intentional violent trauma prevention that the Secretary determines appropriate.</text></subparagraph></paragraph></subsection><subsection id="H5BEC59E4FCB542FC91299697471A7001"><enum>(e)</enum><header>Best practices</header><text display-inline="yes-display-inline">Not later than 6 years after the date of enactment of the <short-title>Bipartisan Solution to Cyclical Violence Act</short-title>, the Secretary shall—</text><paragraph id="HD0A3A4ED332C4D6585F9771EFD163484"><enum>(1)</enum><text>develop, and post on a public website of the Department of Health and Human Services, best practices for intentional violent trauma prevention, based on any findings reported to the Secretary under subsection (d)(1); and</text></paragraph><paragraph id="HB3298685A0DC43869FD43162E1EA9A77"><enum>(2)</enum><text>disseminate such best practices to stakeholders, as determined appropriate by the Secretary.</text></paragraph></subsection><subsection id="HB33D973C99AC446F9A3F938143DE5857"><enum>(f)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $10,000,000 for the period of fiscal years 2022 through 2025.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
