which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide Federal student loan relief for teachers who work in a military impacted community.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Defense Community Teacher Support Act</short-title></quote>.</text></section><section id="idE3E4ADCA5EA54A1DA4A2627CF8D373F4"><enum>2.</enum><header>Loan forgiveness for teachers in military impacted communities</header><subsection id="id379063D3C64841CEBA4ECBB122B45635"><enum>(a)</enum><header>FFEL loans</header><text display-inline="yes-display-inline">Section 428J of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1078-10">20 U.S.C. 1078–10</external-xref>) is amended—</text><paragraph id="idFA16D44455314186A2863C04C8D15124"><enum>(1)</enum><text>in subsection (b)(1)(A)—</text><subparagraph id="idC681BE324F084913A2A9A28BCBD6FE96"><enum>(A)</enum><text>by inserting <quote>(i)</quote> before <quote>in a school</quote>;</text></subparagraph><subparagraph id="idA39065DDFA954827A6DFC6CDA0F0A976"><enum>(B)</enum><text>by striking <quote>locations; and</quote> and inserting <quote>locations; or</quote>; and</text></subparagraph><subparagraph id="idAA670C21ECB74C8992151601E9409D40"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idDBF183AC45A14929910CF932BB53259D"><clause id="idA759132B19394E00962603C91CE455A2" indent="up1"><enum>(ii)</enum><text>in a school in a military impacted community; and</text></clause><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idAC9FDD8A98B946DDBB3EB8057E329236"><enum>(2)</enum><text>in subsection (c)(3)—</text><subparagraph id="idE9001F206F1E4A78AE0EE4C4ACA475AB"><enum>(A)</enum><text>in the subsection heading, by inserting <quote><header-in-text style="OLC" level="subsection">or serving military impacted communities</header-in-text></quote> after <quote><header-in-text style="OLC" level="subsection">education</header-in-text></quote>;</text></subparagraph><subparagraph id="id8C95503DD0F8483393DD60D553E4382D"><enum>(B)</enum><text>in subparagraph (A)(ii), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="id8D9A15E0F5F046D880F1F2EBB9BDDA0A"><enum>(C)</enum><text>in subparagraph (B)(iii), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id510CB7A1958A4E099D2C77D79D2FC637"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id398A135DDF164D3AA84AA69D2FD782F2"><subparagraph id="id30EAF37080E64C1C8E6EAB6538F753E9"><enum>(C)</enum><text>an elementary school or secondary school teacher employed in a school in a military impacted community.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id8CD846D5937C4071B0D6F15EA0D0BAE7"><enum>(3)</enum><text>in subsection (g)—</text><subparagraph id="id64A5607E379B4194A48CAF1E768CB24B"><enum>(A)</enum><text>in paragraph (1)(A), by striking <quote>(b)(1)(A)</quote> and inserting <quote>(b)(1)(A)(i)</quote>; and</text></subparagraph><subparagraph id="idEC1E35CD920149608A702F71920D8B26"><enum>(B)</enum><text>by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id4D1C49183B1D4B41B3C14A613E309ACE"><paragraph id="idE3688D4A6EF14293A5E41CC53288F175"><enum>(4)</enum><header>Military connected teachers</header><text>In the case of an elementary school or secondary school teacher who is employed in a school in a military impacted community, is the spouse of a member of the armed forces, and is required to move as a result of the spouse's permanent change of station, the teacher may meet the 5-year teaching requirement of this section by teaching in multiple elementary schools or secondary schools in different military impacted communities.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idCC3968079FFC473198F044BCB6B482E7"><enum>(4)</enum><text>in subsection (h), by striking <quote><header-in-text style="OLC" level="subsection">Definition</header-in-text>.—</quote> and all that follows through <quote>the term</quote> and inserting the following: </text><quoted-block style="OLC" display-inline="yes-display-inline" id="idDDF1846D52A84180BAC895DAFD6AA842"><text><header-in-text level="subsection" style="OLC">Definitions</header-in-text>.—For purposes of this section:</text><paragraph id="idD6A2D8D73F7C4EEEAE58AFECCF13A50F"><enum>(1)</enum><header>Military dependent student</header><text>The term <term>military dependent student</term> means a student described in subparagraph (B) or (D)(i) of section 7003(a)(1) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7703">20 U.S.C. 7703(a)(1)</external-xref>).</text></paragraph><paragraph id="id2E5FEA13AA6144E2983495423565B2A7"><enum>(2)</enum><header>Military impacted community</header><text>The term <term>military impacted community</term>, when used with respect to a school, means a school served by a local educational agency for which not less than 20 percent (as rounded to the nearest whole percent) of the students in average daily attendance in all schools served by the local educational agency during the preceding school year were military dependent students for such year.</text></paragraph><paragraph id="idD1AC0A329D6243BEA11F916944B99BA2"><enum>(3)</enum><header>Year</header><text>The term</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idF7E92F282C5E4D418A87CBB74E4C1F22"><enum>(b)</enum><header>Federal Direct Loans</header><text display-inline="yes-display-inline">Section 460 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087j">20 U.S.C. 1087j</external-xref>) is amended—</text><paragraph id="id4C0ABA1F6533486990FF54DC2920EB6A"><enum>(1)</enum><text>in subsection (b)(1)(A)—</text><subparagraph id="id3998C76971F7487DBBC1F687AD184D7C"><enum>(A)</enum><text>by inserting <quote>(i)</quote> before <quote>in a school</quote>;</text></subparagraph><subparagraph id="id03722F8A57164911B6F1452643D9FA3B"><enum>(B)</enum><text>by striking <quote>locations; and</quote> and inserting <quote>locations; or</quote>; and</text></subparagraph><subparagraph id="id8B8ACEC3C9884AE7AB268DD5C6F551CC"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idEC1F318BF8594F3CB76E6A950573EA0D"><clause id="idFF1CE111DCEC42CE9C56FD100F280D93" indent="up1"><enum>(ii)</enum><text>in a school in a military impacted community; and</text></clause><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idFB0F56ED94E643A194B353858B3A2EF4"><enum>(2)</enum><text>in subsection (c)(3)—</text><subparagraph id="idD61A19DAC4BE4890A3232063294A2616"><enum>(A)</enum><text>in the subsection heading, by inserting <quote><header-in-text style="OLC" level="subsection">or serving military impacted communities</header-in-text></quote> after <quote><header-in-text style="OLC" level="subsection">education</header-in-text></quote>;</text></subparagraph><subparagraph id="id0BEF612F752A4C5A8265B92325BAE465"><enum>(B)</enum><text>in subparagraph (A)(ii), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="idAD162C2954304FFC90CA5EBFCB4E8F19"><enum>(C)</enum><text>in subparagraph (B)(iii), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="idD8851C2DEB514EA185D99A7330BEFC2C"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF9C544C455494A1D8E0E54705E0DAD39"><subparagraph id="id39B6C5A1970B4872A9F6366A58432883"><enum>(C)</enum><text>an elementary school or secondary school teacher employed in a school in a military impacted community.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idDCA7A48C86C643C288C71F0F576E1B0D"><enum>(3)</enum><text>in subsection (g)—</text><subparagraph id="id800C93C04B684E8D9003DD541FECFFA5"><enum>(A)</enum><text>in paragraph (1)(A), by striking <quote>(b)(1)(A)</quote> and inserting <quote>(b)(1)(A)(i)</quote>;
