<official-title>To amend the Domestic Volunteer Service Act of 1973 to establish an online service platform for volunteers in the National Senior Service Corps.</official-title>

<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Senior Corps Distance Volunteering Act</short-title></quote>.</text></section> <section section-type="subsequent-section" id="id58334080C6644A078112F60D246660DF"><enum>2.</enum><header>Online service platform</header><text display-inline="no-display-inline">Title IV of the Domestic Volunteer Service Act of 1973 is amended—</text>
<paragraph id="idE2FD68E478C54C57A2469D03CC52AE7C"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 421 (<external-xref legal-doc="usc" parsable-cite="usc/42/5061">42 U.S.C. 5061</external-xref>) as section 401;</text></paragraph> <paragraph id="idDC70AEE970544E589EEC19D5BE8A3502"><enum>(2)</enum><text>by moving that section 401 so as to follow the title heading for title IV; and</text></paragraph>
<paragraph id="id46C49C598BBC4C8AA9801A31FBC2CE64"><enum>(3)</enum><text>by inserting after section 420 (<external-xref legal-doc="usc" parsable-cite="usc/42/5059">42 U.S.C. 5059</external-xref>) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idF2CE983D335846E49B11D8B33BE95729"> <section id="id11E7F50B260046BDA4D00ED63213F5B9"><enum>421.</enum><header>Online service platform</header> <subsection id="id9C966FAF7CAB4C6AA7B3739B59B2EC50"><enum>(a)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <term>COVID–19 public health emergency period</term> means the period of the public health emergency declared by the Secretary of Health and Human Services under section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) on January 31, 2020, with respect to COVID–19.</text></subsection>
<subsection id="idF8FFBAEAA2B74636A09E12B774403344"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of the <short-title>Senior Corps Distance Volunteering Act</short-title>, the Chief Executive Officer of the Corporation shall establish an online service platform to connect volunteers in the National Senior Service Corps with service projects, and enable the volunteers to carry out distance volunteering on an online network. The platform shall be linked to and placed prominently on the website of the Corporation. The Corporation may enter into a contract with a public entity to create the platform.</text></subsection> <subsection id="idD7D4FB80A03F4FB1832F3435B8E71723"><enum>(c)</enum><header>Information and guidance</header> <paragraph id="id229BDD7ADFFF40FFA602988FC542DA37"><enum>(1)</enum><header>Information</header><text display-inline="yes-display-inline">The Corporation shall provide information to regional offices of the Corporation about how to get volunteers in the National Senior Service Corps connected to the platform.</text></paragraph>
<paragraph id="id968D36802B094DB5BC7BE792555B91E8"><enum>(2)</enum><header>Guidance</header><text>The Corporation shall issue guidance for the regional offices about how to transfer the programs of the National Senior Service Corps to the platform.</text></paragraph></subsection> <subsection id="id6D72257AC33B4676A047C9F07A8D5EC9"><enum>(d)</enum><header>Outreach</header><text>The Corporation shall provide outreach services to promote the platform, including outreach to institutions of higher education, the Department of Veterans Affairs for mentorship projects, and State and local governments for community engagement projects.</text></subsection>
<subsection id="idE07851BCB1CF45DBA22DA269400332EF"><enum>(e)</enum><header>Report on impact of online service platform</header>
<paragraph id="idDE692EDBDB4E4D9AB9C63F61149395A0"><enum>(1)</enum><header>Definition</header><text>In this subsection, the term <term>appropriate committees of Congress</term> means—</text> <subparagraph id="idE2E5410824214D4F8AE13E7BBF8AAC10"><enum>(A)</enum><text>the Committee on Energy and Commerce of the House of Representatives;</text></subparagraph>
<subparagraph id="id28DAF20D8FCB47CD9CB6D1A555443008"><enum>(B)</enum><text>the Special Committee on Aging of the Senate;</text></subparagraph> <subparagraph id="id715A137495D24E1AA7CF172E058C198D"><enum>(C)</enum><text>the Committee on Health, Education, Labor, and Pensions of the Senate; and</text></subparagraph>
<subparagraph id="id18EBEE9C7DFC411FBECCD1EDE520CAAA"><enum>(D)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate.</text></subparagraph></paragraph> <paragraph id="id3515CA35B4B642548923452BA9E30773"><enum>(2)</enum><header>Report</header> <subparagraph id="id8EE5BEB0415C403A97CE07091DD8795B"><enum>(A)</enum><header>Preparation</header><text>The Corporation shall prepare a report that—</text>
<clause id="idBE173A3F84A0432B91EF3C15DCDDED9A"><enum>(i)</enum><text>describes the use of funds appropriated to carry out this section, concerning the online service platform described in subsection (b); </text></clause> <clause id="id2978CC91C516410DB9FBFDDA0B35D1D8"><enum>(ii)</enum><text>describes the ways in which the platform has enabled volunteers in the National Senior Service Corps, many of whom are at higher risk for severe illness from COVID–19, to apply their skills, knowledge, and expertise to directly serve the community through distance volunteering by providing assistance during the COVID–19 public health emergency period;</text></clause>
<clause id="id34A255C9DDB64BB8B2BBD2714BD35742"><enum>(iii)</enum><text>measures the number of volunteers in the National Senior Service Corps volunteers who do, and the number of such volunteers who do not, serve through the online service platform, during the COVID–19 public health emergency period; and</text></clause> <clause id="idF15C539A746A4A33B959E1C7A22DC49D"><enum>(iv)</enum><text>assesses the impact of volunteers in the National Senior Service Corps who do, and the number of such volunteers who do not, serve through the online service platform, during the COVID–19 public health emergency period.</text></clause></subparagraph>
<subparagraph id="idF63DA2B1659B490D9CA313F0CFE0E96A"><enum>(B)</enum><header>Submission</header><text>Not later than 1 year after the end of the COVID–19 public health emergency period, the Corporation shall submit the report to the appropriate committees of Congress.</text></subparagraph></paragraph></subsection> <subsection id="idA184CF4117C8463AA8C4D27B5057713C"><enum>(f)</enum><header>Recommendation</header><text>Not later than 6 months after the end of the COVID–19 public health emergency period, the Chief Executive Officer of the Corporation shall submit a recommendation to Congress regarding whether the Corporation should continue to use the platform as a main resource for connecting volunteers in the National Senior Service Corps with service projects and enabling the volunteers to carry out distance volunteering.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
<section id="id0B199602FD8E4986894A32086133B7AC"><enum>3.</enum><header>Emergency appropriation</header><text display-inline="no-display-inline">The following sums are hereby appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2021, and for other purposes, namely:</text><appropriations-intermediate id="HDFAC21E365864E279A44166983AAAE15"><header> Corporation for National and Community Service</header></appropriations-intermediate><appropriations-small id="H810B5EBA86FF49FEB0835111639D34D6"><header>Operating expenses</header></appropriations-small><appropriations-small commented="no" id="H0BDC4C7CEEED458EB62E5D8EA8DE4D01"><text>For an additional amount for <quote>Operating Expenses</quote>, for necessary expenses for the Corporation for National and Community Service to carry out section 421 of the Domestic Volunteer Service Act of 1973, $5,000,000: <proviso><italic>Provided</italic></proviso>, That the amount appropriated under this heading is designated by Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/901">2 U.S.C. 901(b)(2)(A)(i)</external-xref>). </text></appropriations-small></section>
