<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2359</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210715">July 15, 2021</action-date><action-desc><sponsor name-id="S389">Mr. Kennedy</sponsor> (for himself and <cosponsor name-id="S373">Mr. Cassidy</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide emergency assistance for disaster response and recovery, and for other expenses, directly related to Hurricanes Laura, Delta, or Zeta.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Gulf Coast Hurricane Aid Act of 2021</short-title></quote>.</text></section><section id="id1A9D135C07CD4883957F80FD546CADFB"><enum>2.</enum><header>Emergency assistance through the Community Development Block Grant</header><subsection id="id143D44EEDAF14678AC847A8A6A1BE998"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to amounts otherwise appropriated, out of any money in the Treasury of the United States not otherwise appropriated, there is appropriated to the <quote>Community Development Fund</quote>, for necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization in areas in States for which the President declared a major disaster under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170 et seq.</external-xref>) related to Hurricane Laura, Delta, or Zeta, $1,100,000,000, to remain available until expended, for activities authorized under title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301 et seq.</external-xref>). </text></subsection><subsection id="id19ca524d5ba3484a83e11f32ef3a2b7e"><enum>(b)</enum><header>Deposit of C-Band spectrum auction proceeds in Treasury</header><text>Section 309(j)(8) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/309">47 U.S.C. 309(j)(8)</external-xref>) is amended—</text><paragraph id="idf12a595b35664f0faba95a299c3900d9"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>and (G)</quote> and inserting <quote>(G), and (H)</quote>;</text></paragraph><paragraph id="idc9b6f86269fa4f3988b0caa669c835d6"><enum>(2)</enum><text>in subparagraph (C)(i), by striking <quote>and (G)</quote> and inserting <quote>(G), and (H)</quote>; and</text></paragraph><paragraph id="ide434ae272cff4c0ab58771500100062d"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idea8016f01f27448d81d8efabf8bfdc4a"><subparagraph id="idc6d7c457609e48568a607581ca865a0c"><enum>(H)</enum><header>C-band auction proceeds</header><text>Notwithstanding subparagraph (A), and except as provided in subparagraph (B), of the proceeds (including deposits and upfront payments from successful bidders) from the use of a system of competitive bidding under this subsection to award licenses in the band of frequencies between 3700 megahertz and 3980 megahertz (designated by the Commission as <quote>Auction 107</quote>), $1,100,000,000 shall be deposited in the general fund of the Treasury and used for emergency assistance under section 2(a) of the <short-title>Gulf Coast Hurricane Aid Act of 2021</short-title>.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
