<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2345</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210714">July 14, 2021</action-date><action-desc><sponsor name-id="S376">Ms. Ernst</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SLIN00">Select Committee on Intelligence</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Director of the National Counterterrorism Center to submit a report on the withdrawal of United States Armed Forces from Afghanistan, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Terrorism from Hitting America’s Streets Act</short-title></quote>.</text></section><section id="id5546D4779F994AC39FC261F1C0BE3798"><enum>2.</enum><header>National Counterterrorism Center report on withdrawal of United States Armed Forces from Afghanistan</header><subsection id="idB54D9C474295464DAEDC1E8BACE70020"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Director of the National Counterterrorism Center, in consultation with the Secretary of Defense and the Secretary of Homeland Security, shall submit to the appropriate committees of Congress a report on the scheduled withdrawal of United States Armed Forces from Afghanistan.</text></subsection><subsection id="idAFE01DEB84DB461B9C196C2C63CCCB62"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall include the following: </text><paragraph id="id5A844701080C4546A75C9CAD0628D8B8"><enum>(1)</enum><text>An assessment of the increased risk of terrorism in the United States due to the withdrawal of United States Armed Forces from Afghanistan. </text></paragraph><paragraph id="idF4248572C1504AF0A81F19AD8BF0A15A"><enum>(2)</enum><text>A description of any illicit activities carried out along the southern border of the United States by—</text><subparagraph id="id8EB07E141F224C7A8672E238B9B7BF9D"><enum>(A)</enum><text>non-state actors; or</text></subparagraph><subparagraph id="idD80EC30DEB0E45CDB5F54A3FDBAF9F33"><enum>(B)</enum><text>adversarial countries, including—</text><clause id="id5691F5A2D0694E5F9E09DBD390AD1CA5"><enum>(i)</enum><text>the People’s Republic of China; </text></clause><clause id="id989D193EAEFC459591BB477E7D776903"><enum>(ii)</enum><text>the Islamic Republic of Iran; </text></clause><clause id="id6EA48889C4104C7EB371463BEFCE2458"><enum>(iii)</enum><text>the Democratic People’s Republic of Korea; </text></clause><clause id="idC581FD30415C441295423B95547E48EF"><enum>(iv)</enum><text>the Bolivarian Republic of Venezuela; </text></clause><clause id="id431C5EE7194847A49D0B8A59C41BA8DA"><enum>(v)</enum><text>the Republic of Cuba; </text></clause><clause id="id098E42219FC94C3AA99BE38AD6478C4D"><enum>(vi)</enum><text>the Republic of the Union of Myanmar; </text></clause><clause id="idA629B5FD11E84085BE9374493605CCA1"><enum>(vii)</enum><text>the Syrian Arab Republic; and </text></clause><clause id="id96557B146A434BE38B83E84E011442FB"><enum>(viii)</enum><text>the Russian Federation. </text></clause></subparagraph></paragraph><paragraph id="id67B3910891924E7BAA34CA4761A66D03"><enum>(3)</enum><text>An assessment of the potential for Afghanistan to be used as a base of operation for international terrorism after the withdrawal of United States Armed Forces. </text></paragraph></subsection><subsection id="id6460625142174DBD8F457D332B4DB3C9"><enum>(c)</enum><header>Appropriate committees of Congress defined</header><text>In this section, the term <term>appropriate committees of Congress</term> means—</text><paragraph id="id1EE0FFF1811B4509BFAD5DC28BB9FC36"><enum>(1)</enum><text>the Committee on the Judiciary, the Select Committee on Intelligence, the Committee on Armed Services, and the Committee on Homeland Security and Governmental Affairs of the Senate; and</text></paragraph><paragraph id="idCDB5A5E81791438B925ADB17CD506DB4"><enum>(2)</enum><text>the Committee on the Judiciary, the Permanent Select Committee on Intelligence, the Committee on Armed Services, and the Committee on Homeland Security of the House of Representatives.</text></paragraph></subsection></section></legis-body></bill>
