<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2341</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210714">July 14, 2021</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S300">Mr. Burr</cosponsor>, <cosponsor name-id="S382">Mr. Sasse</cosponsor>, <cosponsor name-id="S331">Mrs. Gillibrand</cosponsor>, <cosponsor name-id="S359">Mr. Heinrich</cosponsor>, <cosponsor name-id="S363">Mr. King</cosponsor>, <cosponsor name-id="S221">Mrs. Feinstein</cosponsor>, <cosponsor name-id="S342">Mr. Blunt</cosponsor>, <cosponsor name-id="S252">Ms. Collins</cosponsor>, <cosponsor name-id="S247">Mr. Wyden</cosponsor>, <cosponsor name-id="S330">Mr. Bennet</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S309">Mr. Casey</cosponsor>, and <cosponsor name-id="S374">Mr. Cotton</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to expand the treatment of moving expenses to employees and new appointees in the intelligence community who move pursuant to a change in assignment that requires relocation.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id343D0ED62CAC4ECDA0890AD01D773D25"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Intelligence Community Workforce Agility Protection Act of 2021</short-title></quote>.</text></section><section section-type="subsequent-section" id="idE7C69B945BC142BE84A6D3642768C4AE"><enum>2.</enum><header>Expansion of treatment of moving expenses</header><subsection id="idAE5B1BB2EFA24377A79405D0397C9CAD"><enum>(a)</enum><header>Purpose</header><text>The purpose of this section is to facilitate the movement of members of the intelligence community to meet mission critical needs and to reduce unintended tax burdens imposed on public servants in relocating duty stations.</text></subsection><subsection id="id2E13BD9CA1C9498A84ADF838AFED1206"><enum>(b)</enum><header>Deduction</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/217">Section 217(k)</external-xref> of the Internal Revenue Code of 1986 is amended by inserting <quote>or an employee or new appointee of the intelligence community (as defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)) (other than a member of the Armed Forces of the United States) who moves pursuant to a change in assignment that requires relocation</quote> after <quote>to whom subsection (g) applies</quote>. </text></subsection><subsection id="idDC285A7A214341C08D73867CFF7ACAE3"><enum>(c)</enum><header>Exclusion for qualified moving expense reimbursements</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/132">Section 132(g)(2)</external-xref> of the Internal Revenue Code of 1986 is amended by inserting <quote>or an employee or new appointee of the intelligence community (as defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)) (other than a member of the Armed Forces of the United States) who moves pursuant to a change in assignment that requires relocation</quote> after <quote>change of station</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idCFDD2EA3A4A945FD963B18951C11455E"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after December 31, 2017.</text></subsection></section></legis-body></bill>
