which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/2205">chapter 2205</external-xref> of title 36, United States Code, to ensure equal treatment of athletes, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Equal Pay for Team USA Act of 2021</short-title></quote>.</text></section><section id="id963F88DF14F145C3955B616696527F1F"><enum>2.</enum><header>Equal treatment of athletes</header><subsection id="id15B0592A47674192B72C60C8BFD2C193"><enum>(a)</enum><header> Modification of purposes of United States Olympic Committee</header><text>Section 220503 of title 36, United States Code, is amended—</text><paragraph id="id47680BEA95F449769D568EEF60F932A0"><enum>(1)</enum><text>in paragraph (15), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="id548CF372B24540638B20774371E65A04"><enum>(2)</enum><text>in paragraph (16), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="id78547744A5B24B838373162CFCEF0F9D"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idCFED3EAE57324627B35D7B7BF70C8CDF"><paragraph id="id4ADAFC331D9B40C98FF612C2E6A90D9A"><enum>(17)</enum><text>with respect to a sport for which separate programs for female and male athletes are conducted on a national basis, to ensure that female and male athletes who represent the United States in international amateur athletic competitions receive equal and nondiscriminatory compensation, wages, benefits, medical care, travel arrangements, and payment or reimbursement for expenses.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id96B7C323870F4AEE99D06186DDC5228C"><enum>(b)</enum><header>Duty of national governing bodies</header><text display-inline="yes-display-inline">Section 220524(a) of title 36, United States Code, is amended—</text><paragraph id="idA397961B98074F179E8C9F7E30D87548"><enum>(1)</enum><text>by redesignating paragraphs (7) through (14) as paragraphs (8) through (15), respectively; and</text></paragraph><paragraph id="idFE34B64A78074465BC4DCB779C66276F"><enum>(2)</enum><text>by inserting after paragraph (6) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4C55C11133DB44988A3A39D398FC69E7"><paragraph id="id3DDA46303FBB4686A8A21EAC9A40BE13"><enum>(7)</enum><text>with respect to a sport for which separate programs for female and male athletes are conducted on a national basis, provide to female and male athletes representing the United States in international amateur athletic competitions equal and nondiscriminatory compensation, wages, benefits, medical care, travel arrangements, and payment or reimbursement for expenses;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idCBF5E0B3BFFB430E99F31B613D802C3F"><enum>(c)</enum><header>Annual report on equal treatment of athletes</header><paragraph id="idD937FCC0B8F14C2D907DC10164A1A225"><enum>(1)</enum><header>In general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/2205">chapter 2205</external-xref> of title 36, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="idD30B44A952114124840041170BBF2850"><section id="id9C0484C0D0714E738A2031D68BE29B7E"><enum>220530A.</enum><header>Annual report on equal treatment of athletes</header><text display-inline="no-display-inline">Not less frequently than annually, each national governing body shall submit to the corporation and Congress a report on the compliance of the national governing body with section 220524(a)(7).</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="idA238956BAC344DC6A343DDF74532B253"><enum>(2)</enum><header>Conforming amendment</header><text>The table of sections for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/2205">chapter 2205</external-xref> of title 36, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3C08AA913BE74DF285FEB1BF070149C6"><toc><toc-entry bold="off" level="section">220530A. Annual report on equal treatment of athletes.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id4C6D5896041B42B39C49BAFD18C5332B"><enum>(d)</enum><header>Implementation period and reports to Congress</header><text>Not later than January 31, 2022—</text><paragraph id="idECE3F2957F4A4698A0283704E70DA082"><enum>(1)</enum><text>the corporation shall—</text><subparagraph id="id57529DF4261A48EF92F9E42D603C1EBE"><enum>(A)</enum><text>attain full compliance, and ensure that each national governing body attains full compliance, with the applicable provisions of law amended by this Act; and</text></subparagraph><subparagraph id="id31BD165B57EC428883C138C9761FBB48"><enum>(B)</enum><text>submit to Congress a report describing such compliance of the corporation and each national governing body; and</text></subparagraph></paragraph><paragraph id="idB95F9A5AF5894130BD19413BCEADD6A1"><enum>(2)</enum><text>each national governing body shall—</text><subparagraph id="id7BD4A230BEBB4C02BBB2B54E88F02934"><enum>(A)</enum><text>attain full compliance with the applicable provisions of law amended by this Act; and</text></subparagraph><subparagraph id="idC55158112E5348D3A1082AFC03F67979"><enum>(B)</enum><text>submit to Congress a report describing such compliance of the national governing body.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
