<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2302</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210624">June 24, 2021</action-date><action-desc><sponsor name-id="S317">Mr. Barrasso</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Department of Energy Organization Act to assign certain functions to the Assistant Secretaries of Energy relating to energy emergencies and energy security, and for other purposes.</official-title></form><legis-body><section id="idA3E6EA6C2CEA4971B77E89BCDDDDC19B" section-type="section-one"><enum>1.</enum><header>Energy emergency and energy security functions assigned to Assistant Secretaries of Energy</header><subsection id="id02d21c1079a14c26bb6686bb758c250b"><enum>(a)</enum><header>In general</header><text>Section 203(a) of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7133">42 U.S.C. 7133(a)</external-xref>) is amended—</text><paragraph id="id1891cd864d044c7b8474c10b756f0c7f"><enum>(1)</enum><text>in the matter preceding paragraph (1), in the second sentence, by striking <quote>, but are not limited to,</quote>; and</text></paragraph><paragraph id="idafb1a30f59dd4efe86f163bfd5985aec"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2cb10b8ab5d5474bb143f93376791ed3"><paragraph id="id8340ee3266a34eaf94fe5b79b588549a"><enum>(12)</enum><text>Energy emergency and energy security functions, including—</text><subparagraph id="id2ba23db2b8f44effb1ac5ec9c924472e"><enum>(A)</enum><text>responsibilities with respect to infrastructure, cybersecurity, emerging threats, supply, and emergency planning, coordination, response, and restoration; and</text></subparagraph><subparagraph id="idb2b996c6842e43ee9690274042a9a648"><enum>(B)</enum><text>on request of a State, local, or Tribal government or energy sector entity, and in consultation with other Federal agencies, as appropriate, provision of technical assistance, support, and response capabilities with respect to energy security threats, risks, and incidents.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id1a4a35b7cf1e41dcb6cc05698b9e6f49" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Coordination</header><text>The Secretary of Energy shall ensure that the functions of the Secretary of Energy described in paragraph (12) of section 203(a) of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7133">42 U.S.C. 7133(a)</external-xref>) are performed in coordination with relevant Federal agencies. </text></subsection></section></legis-body></bill>
