<section id="id6063C4355E42464EB1134DFABB8A1BB0"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="idCA0EFBC5C8274C6F80D74BDCE979A4CF"><enum>(1)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Veterans Affairs.</text></paragraph>
<paragraph id="id4E666ADFFC224988B3AED7DCF6465FC4"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Veterans Affairs.</text></paragraph> <paragraph id="idD20B72C10AE548F2A7E1C2F41A6098DB"><enum>(3)</enum><header>Veterans Crisis Line</header><text display-inline="yes-display-inline">the term <term>Veterans Crisis Line</term> means the toll-free hotline for veterans established under section 1720F(h) of title 38, United States Code.</text></paragraph></section>
<title id="idF852320E24A64AEDA2EF3FD93BAF851E" style="OLC"><enum>I</enum><header>Veterans Crisis Line training and quality management</header>
<subtitle id="id820B39B98E484C8C9996DA83ABA007D4" style="OLC"><enum>A</enum><header>Staff training</header>
<section id="idD31E25BC704A453AA9EF4613CFCA45F8" section-type="subsequent-section"><enum>101.</enum><header>Review of training for Veterans Crisis Line call responders</header>
<subsection id="idF2AFE85E84A046E1B0B3878F697B31CB"><enum>(a)</enum><header>In general</header><text>The Secretary shall enter into an agreement with an organization outside the Department, such as the American Association of Suicidology, to review the training for Veterans Crisis Line call responders on assisting callers in crisis.</text></subsection> <subsection id="ida2a0e677e798410e8eb048437783dfcc"><enum>(b)</enum><header>Completion of review</header><text>The review conducted under subsection (a) shall be completed not later than one year after the date of the enactment of this Act. </text></subsection>
<subsection id="idd6632817cfe04f92b055dce184adbb50"><enum>(c)</enum><header>Elements of review</header><text>The review conducted under subsection (a) shall consist of a review of the training provided by the Department on subjects including risk assessment, lethal means assessment, substance use and overdose risk assessment, safety planning, referrals to care, supervisory consultation, and emergency dispatch.</text></subsection> <subsection id="id54f5b2b10472484caa15dfb9d4498dd4"><enum>(d)</enum><header>Update of training</header><text>If any deficiencies in the training for Veterans Crisis Line call responders are found pursuant to the review under subsection (a), the Secretary shall update such training and associated standards of practice to correct those deficiencies not later than one year after the completion of the review. </text></subsection></section>
<section id="id8860951b0e7c4676a1c56968da5d6989"><enum>102.</enum><header>Retraining guidelines for Veterans Crisis Line call responders</header>
<subsection id="id9490579d15a4411d94b9a5d5cea7e0bb"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall develop guidelines on retraining and quality management for when a Veterans Crisis Line call responder has an adverse event or when a quality review check by a supervisor of such a call responder denotes that the call responder needs improvement.</text></subsection> <subsection id="idc64ee44b0c32474999f57be2385cdeba"><enum>(b)</enum><header>Elements of guidelines</header><text>The guidelines developed under subsection (a) shall specify the subjects and quantity of retraining recommended and how supervisors should implement increased use of silent monitoring or other performance review mechanisms.</text></subsection></section></subtitle>
<subtitle id="id38AAE6DCF593481AB00A4EEBF28B6DD8" style="OLC"><enum>B</enum><header>Quality review and management</header>
<section id="idFCA83B8224AB4CB6A5D756646FD753BE" section-type="subsequent-section"><enum>111.</enum><header>Monitoring of calls on Veterans Crisis Line</header>
<subsection id="ideca03097b5394cd6babf3304397f93de"><enum>(a)</enum><header>In general</header><text>The Secretary shall require that not fewer than two calls per month for each Veterans Crisis Line call responder be subject to supervisory silent monitoring, which is used to monitor the quality of conduct by such call responder during the call.</text></subsection> <subsection id="id74d7d67fb47c447ca7bfb2f6082f82bd"><enum>(b)</enum><header>Benchmarks</header><text>The Secretary shall establish benchmarks for requirements and performance of Veterans Crisis Line call responders on supervisory silent monitored calls.</text></subsection>
<subsection id="id7b92407095f24e42a2c25e5ac371c879"><enum>(c)</enum><header>Quarterly reports</header><text>Not less frequently than quarterly, the Secretary shall submit to the Office of Mental Health and Suicide Prevention of the Department of Veterans Affairs a report on occurrence and outcomes of supervisory silent monitoring of calls on the Veterans Crisis Line.</text></subsection></section> <section id="iddd6f0856ca73462bb50df9e81476627d"><enum>112.</enum><header>Quality management processes for Veterans Crisis Line</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this Act, the leadership for the Veterans Crisis Line, in partnership with the Office of Mental Health and Suicide Prevention of the Department and the National Center for Patient Safety of the Department, shall establish quality management processes and expectations for staff of the Veterans Crisis Line, including with respect to reporting of adverse events and close calls.</text></section>
<section id="idf47549704ef4481585b1606138228475"><enum>113.</enum><header>Annual common cause analysis for callers to Veterans Crisis Line who die by suicide</header>
<subsection id="id9df855fad61e49eda2291126d1b48af8"><enum>(a)</enum><header>In general</header><text>Not less frequently than annually, the Secretary shall perform a common cause analysis for all identified callers to the Veterans Crisis Line that died by suicide during the one-year period preceding the conduct of the analysis before the caller received contact with emergency services and in which the Veterans Crisis Line was the last point of contact.</text></subsection> <subsection id="id6c38504d27154f79951c7a2bb89c2023"><enum>(b)</enum><header>Submittal of results</header><text>The Secretary shall submit to the Office of Mental Health and Suicide Prevention of the Department the results of each analysis conducted under subsection (a).</text></subsection>
<subsection id="id6bcbc53058ea4d38b7c3ae1e39101dd7"><enum>(c)</enum><header>Application of themes or lessons</header><text>The Secretary shall apply any themes or lessons learned under an analysis under subsection (a) to updating training and standards of practice for staff of the Veterans Crisis Line.</text></subsection></section></subtitle> <subtitle id="id1C1254DC3B9E42C3B4AC45618B402ABC" style="OLC"><enum>C</enum><header>Guidance for high-Risk callers</header> <section id="idAB8434185B004F3CB5EA27DCB9C324F0" section-type="subsequent-section"><enum>121.</enum><header>Development of enhanced guidance and procedures for response to calls related to substance use and overdose risk</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary, in consultation with national experts within the Department on substance use disorder and overdose, shall—</text>
<paragraph id="idB02DC03AF15045058C7201F546A12F56"><enum>(1)</enum><text>develop enhanced guidance and procedures to respond to calls to the Veterans Crisis Line related to substance use and overdose risk;</text></paragraph> <paragraph id="idAA183735EAF5484FB32E4B3D354F819D"><enum>(2)</enum><text>update training materials for staff of the Veterans Crisis Line in response to such enhanced guidance and procedures; and</text></paragraph>
<paragraph id="id2D0B36253F0143A5BC3005AC7823836F"><enum>(3)</enum><text>update criteria for monitoring compliance with such enhanced guidance and procedures.</text></paragraph></section> <section id="id854ebbf372444c8b85c3052243fb0b84"><enum>122.</enum><header>Review and improvement of standards for emergency dispatch</header> <subsection id="ide8f6dab2eb344774b4216170e91a684c"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall—</text>
<paragraph id="id6B14C4A1C542430E953C316A19D38293"><enum>(1)</enum><text>review the current emergency dispatch standard operating procedure of the Veterans Crisis Line to identify any additions to such procedure to strengthen communication regarding—</text> <subparagraph id="id01332C443B1247719AC2AD8E2E05D110"><enum>(A)</enum><text>emergency dispatch for disconnected callers; and</text></subparagraph>
<subparagraph id="id5FBACB7976C64BDE8E19AFFABA66E3BD"><enum>(B)</enum><text>the role of social service assistants in requesting emergency dispatch and recording such dispatches; and</text></subparagraph></paragraph> <paragraph id="idC63999DC76264824AB9A55AE22F03283"><enum>(2)</enum><text>update such procedure to include the additions identified under paragraph (1).</text></paragraph></subsection>
<subsection id="id3d97a6d0b71743eabab7b8e332d1d2f3"><enum>(b)</enum><header>Training</header><text>The Secretary shall ensure that all staff of the Veterans Crisis Line are trained on all updates made under subsection (a)(2) to the emergency dispatch standard operating procedure of the Veterans Crisis Line.</text></subsection></section></subtitle> <subtitle id="idDF544D3D6B9140D29EF7D9AD5323C560" style="OLC"><enum>D</enum><header>Oversight and clarification of staff roles and responsibilites</header> <section id="id70F4FBFFBD44447CA088DBF5A0BE4471" section-type="subsequent-section"><enum>131.</enum><header>Oversight of training of social service assistants and clarification of job responsibilities</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall—</text>
<paragraph id="idC24098858B71466FA83DE386658ECA0A"><enum>(1)</enum><text display-inline="yes-display-inline">establish oversight mechanisms to ensure that social service assistants and supervisory social service assistants working with the Veterans Crisis Line are appropriately trained and implementing guidance of the Department regarding the Veterans Crisis Line; and</text></paragraph> <paragraph id="ida7b582c0bed94aa789d5e0fc67167895"><enum>(2)</enum><text>refine standard operating procedures to delineate roles and responsibilities for all levels of supervisory social service assistants working with the Veterans Crisis Line.</text></paragraph></section></subtitle></title>
<title id="id30880FB4281840BEBB411B933DB3D2F7" style="OLC"><enum>II</enum><header>Pilot programs and research on Veterans Crisis Line</header>
<subtitle id="idF9B17D9EC3054F888BF60281E2E94AD6" style="OLC"><enum>A</enum><header>Pilot programs</header>
<section id="id7FA11F6EDD24455CB592F4228679261A" section-type="subsequent-section"><enum>201.</enum><header>Extended safety planning pilot program for Veterans Crisis Line</header>
<subsection id="id29eb17ba208f40b8b43150ec0049d41a"><enum>(a)</enum><header>In general</header><text>Commencing not later than 180 days after the date of the enactment of this Act, the Secretary shall carry out a pilot program to determine whether a lengthier, templated safety plan used in clinical settings could be applied in call centers for the Veterans Crisis Line.</text></subsection> <subsection id="idbefa82ac35d54fea9c9913e64739010a"><enum>(b)</enum><header>Briefing</header><text>Not later than two years after the date of the enactment of this Act, the Secretary shall brief Congress on the findings of the Secretary under the pilot program under subsection (a), including such recommendations as the Secretary may have for continuation or discontinuation of the pilot program.</text></subsection></section>
<section id="id7d7a424ef7e24aa18390caf6bf69d320"><enum>202.</enum><header>Crisis line facilitation pilot program</header>
<subsection id="idabceec51f06242abbc0eefe1258e7279"><enum>(a)</enum><header>In general</header><text>Commencing not later than one year after the date of the enactment of this Act, the Secretary shall carry out a pilot program on the use of crisis line facilitation to increase use of the Veterans Crisis Line among high-risk veterans.</text></subsection> <subsection id="id84F89EC2A50C4D6C82AF5A1CB42CAE92"><enum>(b)</enum><header>Briefing</header><text>Not later than two years after the date of the enactment of this Act, the Secretary shall brief Congress on the findings of the Secretary under the pilot program under subsection (a), including such recommendations as the Secretary may have for continuation or discontinuation of the pilot program.</text></subsection>
<subsection id="id12afcfd1934e4d4398e5a714438552fb"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id944564E3503041419D0AD954DAFC46BD"><enum>(1)</enum><header>Crisis line facilitation</header><text>The term <term>crisis line facilitation</term>, with respect to a high-risk veteran, means the presentation by a therapist of psychoeducational information about the Veterans Crisis Line and a discussion of the perceived barriers and facilitators to future use of the Veterans Crisis Line for the veteran, which culminates in the veteran calling the Veterans Crisis Line with the therapist to provide firsthand experiences that may counter negative impressions of the Veterans Crisis Line.</text></paragraph>
<paragraph id="id19A0D122FB0742A1AF5256E5722F4786"><enum>(2)</enum><header>High-risk veteran</header><text>The term <term>high-risk veteran</term> means a veteran receiving inpatient mental health care following a suicidal crisis.</text></paragraph></subsection></section></subtitle> <subtitle id="id374ADF25A5794434866325252242F695" style="OLC"><enum>B</enum><header>Research on effectiveness</header> <section id="id2A108A3F28834570940C01D2F41DA1AE" section-type="subsequent-section"><enum>211.</enum><header>Authorization of appropriations for research on effectiveness and opportunities for improvement of Veterans Crisis Line</header><text display-inline="no-display-inline">There is authorized to be appropriated to the Secretary $5,000,000 for the Mental Illness Research, Education, and Clinical Centers of the Department to conduct research on the effectiveness of the Veterans Crisis Line and areas for improvement for the Veterans Crisis Line.</text></section></subtitle></title>
<title id="idD1E5CC6D66ED42DEAEB7C0E024816064" style="OLC"><enum>III</enum><header>Transition of crisis line number</header>
<section id="idFBEDA5E29FB346418DEDDDC6CD4979BE" section-type="subsequent-section"><enum>301.</enum><header>Feedback on transition of crisis line number</header>
<subsection id="idbc05047b9fba41a6825d336ef74de1aa"><enum>(a)</enum><header>In general</header><text>The Secretary shall solicit feedback from veterans service organizations on how to conduct outreach to members of the Armed Forces, veterans, their family members, and other members of the military and veterans community on the move to 988 as the new, national three-digit suicide and mental health crisis hotline, which is expected to be implemented by July 2022, to minimize confusion and ensure veterans are aware of their options for reaching the Veterans Crisis Line.</text></subsection> <subsection id="id6CFCDFAA80C6460397DDC886732669F3"><enum>(b)</enum><header>Nonapplication of FACA</header><text>The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to any feedback solicited under subsection (a).</text></subsection>
<subsection id="id8f6b035e43cb4cf691db4ea818d61940"><enum>(c)</enum><header>Veterans service organization defined</header><text>In this section, the term <term>veterans service organization</term> means an organization recognized by the Secretary for the representation of veterans under section 5902 of title 38, United States Code.</text></subsection></section></title> </legis-body> </bill>
