<congress display="yes">117th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 2280</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To provide PreCheck to certain severely injured or disabled veterans, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7D744E0F53DF45FD860DD5D36C097ADD"><section section-type="section-one" id="H098E2FF7E8014D138F81993763AD41AF" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Expedited TSA Screening Safe Travel Act</short-title></quote> or the <quote><short-title>VETS Safe Travel Act</short-title></quote>.</text></section><section id="H2D56830A1E5E4A1199C05F72CAF8A1CD" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Availability of PreCheck Program to certain severely injured or disabled veterans</header><subsection id="HA340E4DC2E624CC1892227AF5D5A0BE1" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 44927 of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" id="H8920F8E8D9C74873853EDAF91D004114" display-inline="no-display-inline"><subsection id="H8A3EA042412D4159AAB225160E1181C2" commented="no" display-inline="no-display-inline"><enum>(g)</enum><header display-inline="yes-display-inline">Availability of PreCheck Program to certain severely injured or disabled veterans</header><paragraph id="H6AF586C45ECA42BBB965DA0D28D69458" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A veteran described in paragraph (2) is eligible for security screening under the PreCheck Program under section 44919 at no cost to the veteran if the veteran is able to meet the background check and other security requirements for participation in the program.</text></paragraph><paragraph id="H9275A2690CA64C819F72FF79332B979B" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Veterans described</header><text display-inline="yes-display-inline">A veteran described in this paragraph is a veteran who—</text><subparagraph id="H1B7F004071044DFB9A81B2878E669907" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline"> is enrolled in the patient enrollment system of the Department of Veterans Affairs established and operated under section 1705 of title 38, United States Code;</text></subparagraph><subparagraph id="H8DE2314CCDDB4894A8EA82E1B93715F8" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">has—</text><clause id="H6335B8529ABE4D5A8BE0F13A0AFF524F" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">lost, or lost use of, a limb;</text></clause><clause id="H03FC2FB1EFF4480CA1FE34A672619CC2" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">become paralyzed or partially paralyzed; or</text></clause><clause id="H93931948AB764538A9CD8D9AE752C8EC" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">incurred permanent blindness; and</text></clause></subparagraph><subparagraph id="H7D0C01EE65A84BA18B6409BF8FE7E233" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">as a result of a loss, paralyzation or partial paralyzation, or blindness described in subparagraph (B), requires the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility.</text></subparagraph></paragraph></subsection><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection><subsection id="H1C4D7772CE74454CA3B18E1D579E5BBF" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Coordination on implementation</header><text display-inline="yes-display-inline">The Administrator of the Transportation Security Administration and the Secretary of Veterans Affairs shall jointly—</text><paragraph id="H47AE733DB4A04D5BAA12A31BE38243AF" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">develop and implement a process under which a veteran described in paragraph (2) of subsection (g) of section 44927 of title 49, United States Code, as added by subsection (a), can receive the benefits under such subsection by not later than one year after the date of the enactment of this Act; and</text></paragraph><paragraph id="HED965FA7888347399B251ADFE75D1FA2" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">provide to Congress a briefing on the status of implementing the process required by paragraph (1) by not later than one year after the date of the enactment of this Act.</text></paragraph></subsection></section><section id="H4A5A9038B82F435F801BA35471806F3C" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Outreach for disabled veterans on availability of Transportation Security Administration programs</header><subsection id="HD25484D3F7A74F148E6BEEAEB1500B93" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Coordination</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs and the Administrator of the Transportation Security Administration shall develop and implement a process under which the Secretary provides to disabled veterans effective outreach about Transportation Security Administration programs designed to improve the screening process for passengers with disabilities.</text></subsection><subsection id="H401713600CC248248DCA0EB6230D7D53" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Further enhancements to ease air travel for wounded warriors and other disabled veterans</header><text display-inline="yes-display-inline">Notwithstanding subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">chapter 35</external-xref> of title 44, United States Code (commonly referred to as the <quote>Paperwork Reduction Act</quote>), or any other provision of law, the Secretary of Veterans Affairs, in coordination with the Administrator of the Transportation Security Administration, shall—</text><paragraph id="H18C89C2169BD4E13958B4BF4DA7A4D50" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">engage appropriate veterans service organizations and other relevant organizations, as appropriate, to assess the awareness of veterans of relevant Transportation Security Administration programs; and</text></paragraph><paragraph id="HEF142A19D2A54EDFBF19982285F50AEB" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">examine the need and feasibility of other measures to improve travel security procedures for disabled veterans.</text></paragraph></subsection><subsection id="H895058977CA543DC8CFA48033090C1DE" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Briefing requirement</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs and the Administrator of Transportation Security Administration shall jointly provide to Congress a briefing on the status of the implementation of subsections (a) and (b).</text></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20220616" chamber="Senate">Passed the Senate June 16, 2022.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
