<subsection id="id1e8fdee81bd84037b5d148627999ed8a"><enum>(a)</enum><header>Elimination of matching requirement</header> 
<paragraph id="id9B76D67218424482848ADFAB16223969"><enum>(1)</enum><header>In general</header><text>Section 2011(c) of title 38, United States Codes, is amended—</text> <subparagraph id="id9AF15D0B7707407F8BFF2B8A4884F680"><enum>(A)</enum><text>by striking paragraph (2); and </text></subparagraph> 
<subparagraph id="id506687A8481840D09212C3F02CA5004E"><enum>(B)</enum><text>by redesignating paragraph (3) as paragraph (2). </text></subparagraph></paragraph> <paragraph id="idC0C86974303F416AA28235D4944DB093"><enum>(2)</enum><header>Applicability</header><text>The amendments made by paragraph (1) shall apply with respect to any grant awarded under section 2011 of title 38, United States Code, on or after the date of the enactment of this Act. </text></paragraph> 
<paragraph id="idD6EFA762B0524DD78594C8EAED574B27"><enum>(3)</enum><header>Sunset</header><text>Section 4201(b)(2) of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/315">Public Law 116–315</external-xref>; 134 Stat. 5009; <external-xref legal-doc="usc" parsable-cite="usc/38/2011">38 U.S.C. 2011</external-xref> note) is amended—</text> <subparagraph id="id23ba84f51a074d77ac024f82b234aa39"><enum>(A)</enum><text>by striking <quote>Subsection (c)(2)</quote> and inserting the following: </text>

<subparagraph id="idf10a0aa8a891405eaea83c6fb3fc6efd"><enum>(B)</enum><header>Sunset</header><text>Subparagraph (A) shall cease to be effective on the date of the enactment of the <short-title>Building Solutions for Veterans Experiencing Homelessness Act of 2021</short-title>.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="id1d70089098e84849b0fa9bca1e07fb7a"><enum>(b)</enum><header>Elimination of property disposition requirements</header> <paragraph id="id2FC45127A7264E359FF1BBEAE1A363DA"><enum>(1)</enum><header>In general</header><text>A recipient of a grant awarded under section 2011 of title 38, United States Code, on or after the date of the enactment of this Act for a project described in subsection (b)(1) of such section shall not be subject to any property disposition requirements relating to the grant under subsection (c) or (f) of section 61.67 of title 38, Code of Federal Regulations, section 200.311(c) of title 2, Code of Federal Regulations, or successor regulations. </text></paragraph> 
<paragraph id="idDD9EBEA3A1F241609D53F74EDBE0EBDA"><enum>(2)</enum><header>Sunset</header><text>Section 4201(b)(6) of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/315">Public Law 116–315</external-xref>; 134 Stat. 5010; <external-xref legal-doc="usc" parsable-cite="usc/38/2011">38 U.S.C. 2011</external-xref> note) is amended—</text> <subparagraph id="id99AB2C2644644223B465CF494DA6F3FE"><enum>(A)</enum><text>by striking <quote>During</quote> and inserting the following: </text>

<paragraph id="id1888ABF19200412880D2C450C5AA13E3"><enum>(1)</enum><text>in clause (i)(II)(aa)(BB), by striking <quote>115</quote> and inserting <quote>200</quote>; and </text></paragraph> <paragraph id="id370319EC4ACE4EC1BBE84E0ED2CB34B3"><enum>(2)</enum><text>in clause (ii), by striking <quote>150</quote> and inserting <quote>200</quote>. </text></paragraph></section> 
<section id="idfd1771ee123e4546a18bbf3c3dec90eb"><enum>4.</enum><header>Technical assistance provided by Secretary of Veterans Affairs to certain grant recipients</header> 
<subsection id="id009b24e5a8f1494694d8366543146fc4"><enum>(a)</enum><header>Supportive services for very low-Income families in permanent housing</header><text>Section 2044(e) of title 38, United States Code, is amended by striking paragraph (2) and inserting the following new paragraph (2):</text> <quoted-block id="id368270AA223A4616847E2161C0FBDC61" style="USC" act-name=""> <paragraph indent="up1" id="id9B22E3CB9B7F4ED0A4CF33F782EBDE89"><enum>(2)</enum><text>Not less than two percent of the amounts available under paragraph (1) in any fiscal year may be available to provide technical assistance under subsection (d).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="ida45f5fffc24545a989fb260b23beb5d0"><enum>(b)</enum><header>Comprehensive service programs</header><text>Section 2011 of title 38, United States Code, is amended by adding at the end the following new subsection:</text> <quoted-block id="id5042A16BD12C4C31BE526D0C742A3761" style="USC" act-name=""> <subsection id="id2CC989679BF741E488E0E8BDF3EA3222"><enum>(i)</enum><header>Training and technical assistance</header> <paragraph commented="no" display-inline="yes-display-inline" id="idF006442A0E4D4F19BB3E94873C38DB92"><enum>(1)</enum><text>The Secretary shall provide training and technical assistance to each recipient of a grant under this section regarding the planning, development, and provision of services for which the grant is made.</text></paragraph> 
<paragraph id="id0AB1A405BB8442D3BA6951175875A484" indent="up1"><enum>(2)</enum><text>The Secretary may provide the training and technical assistance described in paragraph (1) directly or through grants or contracts with such public or nonprofit private entities as the Secretary considers appropriate. </text></paragraph> <paragraph indent="up1" id="idAB74830C42FC436388D1091ACC94A35A"><enum>(3)</enum><text>Not less than two percent of amounts designated for the administration of grants under this section in any fiscal year shall be used to provide training and technical assistance under this subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> 
<section id="id25baed89406e41c6ac4a93809d6264ba"><enum>5.</enum><header>Report and action on shallow subsidy program under the Supportive Services for Veteran Families program</header> 
<subsection id="id094791258BC34B3BA3465E05EEDABC5D"><enum>(a)</enum><header>Report required</header> 
<paragraph id="id6D550124E50844749A6E363E8E1688C7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on program for providing rental subsidies under section 62.34(a)(8) of title 38, Code of Federal Regulations (or any successor regulation) (in this section referred to as the <quote>program</quote>). </text></paragraph> <paragraph id="id764A2B6BC49E47AEB170CD6864F0719E"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall include the following:</text> 
<subparagraph id="id64396752d3d44cddafea00a69a779f0c"><enum>(A)</enum><text>The number of veterans and families served under the program during the 1-year period preceding the date of the enactment of this Act, disaggregated, if such information is available, by—</text> <clause id="idD26B2D63AE214F929B9AEA25D2F6CE55"><enum>(i)</enum><text>race and ethnicity; </text></clause> 
<clause id="idF9D1BE6F0F9141608E1B277271D57903"><enum>(ii)</enum><text>gender; </text></clause> <clause id="idCCFE235AA27F4F55B020CCF9126F393C"><enum>(iii)</enum><text>geographic location; and </text></clause> 
<clause id="id0FA395C751D249ECACDA660E2335EE63"><enum>(iv)</enum><text>age. </text></clause></subparagraph> <subparagraph id="id1B3875931C384831A6AAF16401A40B90"><enum>(B)</enum><text>A description of support provided to special populations under the program, including elderly veterans, women veterans, children of veterans, disabled veterans, veterans transitioning from certain institutions, and minority veterans.</text></subparagraph> 
<subparagraph id="id605156918D924BBBA1EB87640530601F"><enum>(C)</enum><text>A description of the decision-making process of the Department of Veterans Affairs regarding which locations would be eligible for coverage under the program. </text></subparagraph> <subparagraph id="id58C4229D3D614C19A23E1D59D58C319D"><enum>(D)</enum><text>An assessment of whether increasing the payment rate under the program is necessary.</text></subparagraph> 
<subparagraph id="idb706d5ac7e0347debb4a2ce117ed5d67"><enum>(E)</enum><text>An assessment of whether it is feasible and beneficial to expand the program nationally.</text></subparagraph> <subparagraph id="id13307019305549d0b7174cab7d839928"><enum>(F)</enum><text>An assessment of the efficacy of the increased payments provided under the program based on increases in number of veterans served and number of veterans transitioned into permanent housing.</text></subparagraph></paragraph></subsection> 
<subsection id="id52A4165F5CB94F82BA55818C3B7E4BBA" commented="no"><enum>(b)</enum><header>Increase in payment rate</header><text>If the assessment described in subsection (a)(2)(D) finds that increasing the payment rate under the program is necessary, the Secretary shall issue such regulations as may be necessary to increase such rate.</text></subsection> <subsection id="id54399B56EC34462AA01990B8535E4CD0" commented="no"><enum>(c)</enum><header>Expansion of program</header><text>If the assessment described in subsection (a)(2)(E) finds that it is feasible and beneficial to expand the program nationally, the Secretary shall so expand the program not later than two years after date on which the report required by subsection (a)(1) is submitted. </text></subsection></section> 
<section id="id6da4aee5475149bb9d10401577c667c3"><enum>6.</enum><header>Housing and health care navigators grant program</header> 
<subsection id="id9f247ef637a84891972265b542902cc5"><enum>(a)</enum><header>In general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38, United States Code, is amended—</text> <paragraph id="id0FC515D29F0048EF97BAEF2059F307EB"><enum>(1)</enum><text>by redesignating section 2014 as section 2015; and</text></paragraph> 
<paragraph id="id37F90D6C0A8A49138C96B309615A3EDA"><enum>(2)</enum><text>by inserting after section 2013 the following new section 2014: </text> <quoted-block id="id1077CA1335B44AADBECD1115B4A690EA" style="USC" act-name=""> <section id="id43F2A9C836E047BBBDC741D8853917BE" section-type="subsequent-section"><enum>2014.</enum><header>Housing and health care navigators grant program</header> <subsection id="idFADF0FF8AC42454F9E5DFC990D63945A"><enum>(a)</enum><header>Program required</header><text display-inline="yes-display-inline">The Secretary shall establish and carry out a program under which the Secretary shall provide services to assist veterans with navigating housing and health care resources in order to improve the retention of housing by and overall health of—</text> 
<paragraph id="idE590B9E716774B56AFA2DEDBE1EE967A"><enum>(1)</enum><text display-inline="yes-display-inline">veterans who were previously homeless and are transitioning to permanent housing; and </text></paragraph> <paragraph id="id9960703F097340F6883E1F590E313C70"><enum>(2)</enum><text display-inline="yes-display-inline">veterans who are at risk of becoming homeless.</text></paragraph></subsection> 
<subsection id="idADF0A6411A0D4CCEB11F7E218C08677C"><enum>(b)</enum><header>Grants</header> 
<paragraph commented="no" display-inline="yes-display-inline" id="id651DC36A4570451581C8920BAB1578DD"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary shall carry out the program established under subsection (a) through the award of grants. </text></paragraph> <paragraph indent="up1" id="idD2FCDDC472A14923B0238E8CA3EA21FC"><enum>(2)</enum><text>In awarding grants under paragraph (1), the Secretary shall give priority to organizations that demonstrate the capability to provide services described in subsection (a), particularly organizations that are successfully providing or have successfully provided transitional housing services using amounts provided by the Secretary under sections 2012 and 2061 of this title.</text></paragraph></subsection> 
<subsection id="idD95161FFE533455E9A240098ABF8643C"><enum>(c)</enum><header>Staffing</header><text>In areas where individuals who meet the licensure and certification requirements to provide services described in subsection (a) are in high demand as determined by the Secretary, a grantee under the program may provide such services through one or more individuals with a master's degree in social work who are undergoing training to meet such requirements, if such individuals are under the supervision of an individual who meets such requirements.</text></subsection> <subsection id="idA484C7527AF743FFBF750B61CEFF06B7"><enum>(d)</enum><header>Services</header><text>Services provided under this section shall include services to assist veterans with navigating resources provided by the Federal Government and State, local, and Tribal governments.</text></subsection> 
<subsection id="idC19A69059F4743F48AFFB59C0AFD7BCA"><enum>(e)</enum><header>Report on services provided</header><text>The Secretary shall require each recipient of a grant awarded under subsection (b)(1) to submit to the Secretary a report that describes the services provided or coordinated with amounts under such grant.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="id50C096158D4A46CA927B7C45140899B6"><enum>(b)</enum><header>Conforming amendment</header><text>Section 20013(a) of the Coronavirus Aid, Relief, and Economic Security Act (<external-xref legal-doc="usc" parsable-cite="usc/38/2011">38 U.S.C. 2011</external-xref> note) is amended by striking <quote>2014</quote> and inserting <quote>2015</quote>. </text></subsection> 
<subsection id="id2932DFAFB08449AB88A1A0DC67780B90"><enum>(c)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 20 of such title is amended by striking the item relating to section 2014 and inserting the following new items:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idF726DD4A36F641939E0102C499F34F6C"> <toc> <toc-entry bold="off" level="section">2014. Housing and health care navigators grant program.</toc-entry> <toc-entry bold="off" level="section">2015. Authorization of appropriations.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="id6605695530AB48E4AA4511CCB6ACA80A"><enum>7.</enum><header>Grant program for substance use and alcohol use disorder recovery for homeless veterans</header> <subsection id="id5329cb71c83a4ab5b37fa33d936a6c48"><enum>(a)</enum><header>Pilot program required</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall commence carrying out a pilot program under which the Secretary shall award grants to eligible entities for the provision or coordination of services for recovery from substance use disorder or alcohol use disorder for veterans who were previously homeless and are transitioning to permanent housing and veterans who are at risk of becoming homeless.</text></subsection> 
<subsection id="id93b8e946203a4ccc95dcdacfa8fa3001"><enum>(b)</enum><header>Duration</header><text>The Secretary shall carry out the pilot program during the five-year period beginning on the date of the commencement of the pilot program.</text></subsection> <subsection id="idf7e582709e3746189ee540a63554317e"><enum>(c)</enum><header>Award of grants</header> <paragraph id="idBDCBD74ED4CD479F87BEB6C681850C32"><enum>(1)</enum><header>In general</header><text>In carrying out the pilot program, the Secretary shall award a grant to an eligible entity for each veteran with substance use disorder or alcohol use disorder participating in the pilot program for which the eligible entity is providing or coordinating the provision of recovery services for substance use disorder or alcohol use disorder, as the case may be, under the pilot program.</text></paragraph> 
<paragraph id="idACE5426ED5C244448ACCB185F416CFE7"><enum>(2)</enum><header>Intervals of payment and maximum amounts</header><text>The Secretary may establish intervals of payment for the administration of grants under this section and a maximum amount to be awarded, in accordance with the services being provided and the duration of such services. </text></paragraph> <paragraph id="idFDF06D4D2FE94C84806862E3FC4CDAB8"><enum>(3)</enum><header>Preference</header><text>In awarding grants under paragraph (1), the Secretary shall give preference to eligible entities providing or coordinating the provision of recovery services for substance use disorder or alcohol use disorder for veterans with substance-use dependency who face barriers in accessing substance-use recovery services from the Department of Veterans Affairs. </text></paragraph> 
<paragraph id="idBEC0D877333345BB953F88AD4DA1492F"><enum>(4)</enum><header>Equitable distribution</header><text>The Secretary shall ensure that, to the extent practicable, grant amounts awarded under paragraph (1) are equitably distributed across geographic regions, including rural and Tribal communities. </text></paragraph> <paragraph id="id2320C9E0C12C4D40A089E56B2F0D8B19"><enum>(5)</enum><header>Notification of source of amounts</header><text>Each eligible entity awarded a grant under paragraph (1) shall notify each veteran receiving services paid for with amounts under such grant that such services are being paid for, in whole or in part, by the Department. </text></paragraph> 
<paragraph id="idB938687210D74B4BB95594058878165B"><enum>(6)</enum><header>Report on services provided</header><text>The Secretary shall require each eligible entity awarded a grant under paragraph (1) to submit to the Secretary a report that describes the services provided or coordinated with amounts under such grant. </text></paragraph></subsection> <subsection id="idee34f3bb39d44b938acc1ed183b6ff04"><enum>(d)</enum><header>Grant application</header> <paragraph id="idF56168E8EEAC449893D03537071E4613"><enum>(1)</enum><header>In general</header><text>An eligible entity seeking the award of a grant under this section shall submit to the Secretary an application therefor in such form, in such manner, and containing such commitments and information as the Secretary considers necessary to carry out this section.</text></paragraph> 
<paragraph id="id1B6901EEBDB84150BDF3D3B51996B6DE"><enum>(2)</enum><header>Contents of application</header><text>Each application submitted by an eligible entity under paragraph (1) shall contain the following:</text> <subparagraph id="id3F69B9B5D8DD45EB9914D45B1DAC78E3"><enum>(A)</enum><text>A description of the recovery services for substance use disorder or alcohol use disorder proposed to be provided by the eligible entity under the pilot program and the identified need for those services.</text></subparagraph> 
<subparagraph id="idD3E167F70F874D1A919DA3894DC8534C"><enum>(B)</enum><text>A description of the types of veterans with substance use disorder or alcohol use disorder proposed to be provided such recovery services. </text></subparagraph> <subparagraph id="id115843F5718944C388F73FC486FD78A9"><enum>(C)</enum><text>An estimate of the number of veterans with substance use disorder or alcohol use disorder proposed to be provided such recovery services.</text></subparagraph> 
<subparagraph id="id22BCEE23D8B84E0CA217D9B0E1785323"><enum>(D)</enum><text>Evidence of the experience of the eligible entity in providing such recovery services to veterans with substance use disorder or alcohol use disorder.</text></subparagraph> <subparagraph id="idE2C2C74241AB44609FD5D6520A833700"><enum>(E)</enum><text>A description of the managerial capacity of the eligible entity— </text> 
<clause id="id281CF347FF064B6AB10B629D97D616FA"><enum>(i)</enum><text>to assess continually the needs of veterans with substance use disorder or alcohol use disorder for such recovery services; </text></clause> <clause id="id1A306D1285A84224918086C0E60F6A2A"><enum>(ii)</enum><text>to coordinate the provision of such recovery services with services provided by the Department; and </text></clause> 
<clause id="id829658343CFA4564B5C33A1A24930069"><enum>(iii)</enum><text>to tailor such recovery services to the needs of veterans with substance use disorder or alcohol use disorder. </text></clause></subparagraph></paragraph> <paragraph id="idE5D80A2662A24C97B8A47C2E5F7F2292"><enum>(3)</enum><header>Criteria for selection</header> <subparagraph id="idD95D638F6C5D4319ABEB6E9E376E5826"><enum>(A)</enum><header>In general</header><text>The Secretary shall establish criteria for the selection of eligible entities to be awarded grants under this section. </text></subparagraph> 
<subparagraph id="idA81DA5F101604C878429F9062194D3D2"><enum>(B)</enum><header>Elements</header><text>Criteria established under subparagraph (A) with respect to an eligible entity shall include the following: </text> <clause id="idA27134C164A24FB68FB8F8BF29541C4E"><enum>(i)</enum><text>Relevant accreditation as may be required by each State in which the eligible entity operates. </text></clause> 
<clause id="id3F65A99C491A4CAB892E73E51821871B"><enum>(ii)</enum><text>Experience coordinating care or providing treatment for veterans or members of the Armed Forces. </text></clause></subparagraph></paragraph></subsection> <subsection id="id1a4336e65c10417ebb21ad214196a05d"><enum>(e)</enum><header>Technical assistance</header> <paragraph id="id5E7FF503509A4EAC8BEFF4113C5480BE"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide training and technical assistance to eligible entities awarded grants under this section regarding the planning, development, and provision of recovery services for substance use disorder or alcohol use disorder under this section.</text></paragraph> 
<paragraph id="idDC862A4469E249B993719F96257CE8CA"><enum>(2)</enum><header>Provision of training</header><text>The Secretary may provide the training required under paragraph (1) directly or through grants or contracts with such public or nonprofit private entities as the Secretary considers appropriate for purposes of this section, including through grants awarded under section 2064 of title 38, United States Code. </text></paragraph></subsection> <subsection id="idebdb7761ecaa4037a38eef96161de7a7"><enum>(f)</enum><header>Collection of information</header><text>To the extent practicable, the Secretary may collect information from an eligible entity awarded a grant under this section relating to a substance use disorder or alcohol use disorder of a veteran participating in the pilot program for inclusion in the electronic health record of the Department for such veteran for the sole purpose of improving care provided to such veteran.</text></subsection> 
<subsection id="id536932a33ed04edebf87addef09f33cb"><enum>(g)</enum><header>Study on effectiveness of pilot program</header> 
<paragraph id="idd84a20df139d426ca3b4e599051cc2d1"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct a study on the effectiveness of the pilot program in meeting the needs of veterans with substance use disorder or alcohol use disorder.</text></paragraph> <paragraph id="id5cdff733f9cb45ae865c9fe42b668d87"><enum>(2)</enum><header>Comparison</header><text>In conducting the study required by paragraph (1), the Secretary shall compare the results of the pilot program with other programs of the Department dedicated to the delivery to veterans of recovery services for substance use disorder or alcohol use disorder.</text></paragraph> 
<paragraph id="id2a94eb2e26cf4df9aba0442cefebaf5c"><enum>(3)</enum><header>Criteria</header><text>In making the comparison required by paragraph (2), the Secretary shall examine the following:</text> <subparagraph id="idc5fdcfa98e7c4566b8c3ffbd87fd3dc2"><enum>(A)</enum><text>The satisfaction of veterans targeted by the programs described in paragraph (2).</text></subparagraph> 
<subparagraph id="ida3da6d3696c84302b2701540a91f4c9a"><enum>(B)</enum><text>The health status of such veterans.</text></subparagraph> <subparagraph id="id2cb51393bb484a068849d46fa5a24df8"><enum>(C)</enum><text>The mental wellness of such veterans.</text></subparagraph> 
<subparagraph id="id20850f9825e9487b811e66f562574ca7"><enum>(D)</enum><text>The degree to which such programs encourage such veterans to engage in productive activity.</text></subparagraph> <subparagraph id="idcb8cd291d9d94dd99b25e1d0c85abcea"><enum>(E)</enum><text>The number of veterans using such programs, disaggregated by—</text> 
<clause id="id8f6f739af39a4aa9a49808b351397958"><enum>(i)</enum><text>veterans who have received care from the Department during the two-year period preceding the conduct of the study; and</text></clause> <clause id="id758a84bf05da4f74803409a8a4bf4e58"><enum>(ii)</enum><text>veterans who have not received care from the Department during such period.</text></clause></subparagraph> 
<subparagraph id="idd0f1926c353d4795bd4ed4871c4d9df0"><enum>(F)</enum><text>The number of veterans who are still homeless or at-risk of homelessness one year after completion of receipt of recovery services under such programs.</text></subparagraph> <subparagraph id="id1f7fa705403549b585da7cbe00d595ff"><enum>(G)</enum><text>The number of veterans who still have a substance use disorder or alcohol use disorder within 180 days of discharge from receipt of services provided under this section.</text></subparagraph></paragraph> 
<paragraph id="id1833f53e81c940c2b7ed4bea6ec2e6ab" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>Report</header><text>Not later than one year after the commencement of the pilot program, and annually thereafter, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the results of the study required by paragraph (1). </text></paragraph></subsection> <subsection id="id9525172939364f7c94ace946f7cdd1d8"><enum>(h)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="idf929f1507fca461ebf40848b54cb6007"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means any of the following:</text> <subparagraph id="idae570edff3c94f09bd1f4466e35d95ce"><enum>(A)</enum><text>An incorporated private institution or foundation—</text> 
<clause id="ida2bed09f5b7c4c96af3b8689ab0aa827"><enum>(i)</enum><text>no part of the net earnings of which inures to the benefit of any member, founder, contributor, or individual;</text></clause> <clause id="idaf5e7a2b11ac4efebceb619c66f37bc5"><enum>(ii)</enum><text>that has a governing board that is responsible for the operation of the recovery services for substance use disorder or alcohol use disorder provided under this section; and</text></clause> 
<clause id="id6901e8fe29844da296e4dab2028cef33"><enum>(iii)</enum><text>that is approved by the Secretary with respect to financial responsibility.</text></clause></subparagraph> <subparagraph id="id36e38acfc4934b53958ae389385e925d"><enum>(B)</enum><text>A for-profit limited partnership, the sole general partner of which is an organization meeting the requirements of subparagraph (A).</text></subparagraph> 
<subparagraph id="idc251e6aa86b94e698330c11e37a9a15a"><enum>(C)</enum><text>A corporation wholly owned and controlled by an organization meeting the requirements of subparagraph (A).</text></subparagraph> <subparagraph id="iddff3049e13fd46af8f2e8c3c9f4f3eb7"><enum>(D)</enum><text>A tribally designated housing entity (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/25/4103">25 U.S.C. 4103</external-xref>)).</text></subparagraph></paragraph> 
<paragraph id="id03494a45c54641c0a36cd736f3d56e04"><enum>(2)</enum><header>Substance use disorder or alcohol use disorder</header><text>The term <term>substance use disorder or alcohol use disorder</term>, with respect to a veteran, means the veteran has been diagnosed with, or is seeking treatment for, substance use disorder or alcohol use disorder, as determined by the Secretary.</text></paragraph></subsection></section> <section id="idcc5d411b372c49ddb32ce0f2fd5c1eba"><enum>8.</enum><header>Increase and extension of authorization of appropriations for homeless veterans reintegration programs</header><text display-inline="no-display-inline"> Section 2021(e)(1)(F) of title 38, United States Code, is amended— </text> 
<paragraph id="id8A0D1728C40F435EAC3BCB69849FC3C6"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>$50,000,000</quote> and inserting <quote>$75,000,000</quote>; and </text></paragraph> <paragraph id="id1D0DAA502920426D940174451FD8D97D"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>2022</quote> and inserting <quote>2025</quote>. </text></paragraph></section> 
<section id="id2127B13611C54641A0B7A7E7E45A6975"><enum>9.</enum><header>Pilot program on grants to improve public transportation services for veterans</header> 
<subsection id="id3ED8FA5FBE17479A8AEA843BD114C1FA"><enum>(a)</enum><header>Grant program required</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall commence carrying out a pilot program to assess the feasibility and advisability of awarding grants to eligible entities to improve public transportation services for veterans. </text></subsection> <subsection id="id40702C46CE4B402882D5E1D880380263"><enum>(b)</enum><header>Duration</header><text>The Secretary shall carry out the pilot program during the five-year period beginning on the date on which the pilot program commences.</text></subsection> 
<subsection id="id572AE70C68C74E11A0FCE70C1CF500B5"><enum>(c)</enum><header>Award of grants</header> 
<paragraph id="idD4F8EECC49104F30BC69AB2F1205AA9E" commented="no"><enum>(1)</enum><header>In general</header><text>In carrying out the pilot program, the Secretary shall award grants to eligible entities to expand, retain, or establish public transportation services that provide veterans access to locations of facilities or organizations that serve veterans, including—</text> <subparagraph commented="no" id="id173E6FD2178244639F95C5DBC94832AF"><enum>(A)</enum><text>facilities of the Department of Veterans Affairs; and </text></subparagraph> 
<subparagraph commented="no" id="id9A9ED835EA194FD5811CEBFBBE656397"><enum>(B)</enum><text>organizations that provide services to veterans using funds provided by the Department. </text></subparagraph></paragraph> <paragraph id="idE389484AC79E4F8EAFCDC2C4B276AF7E"><enum>(2)</enum><header>Eligible entities</header><text>For purposes of this section, an eligible entity is any State, Tribal, county, or city government that—</text> 
<subparagraph id="idAD793DE60B4542929F54682FA85B5C0E"><enum>(A)</enum><text>is providing public transportation services as of the date on which the pilot program commences; or </text></subparagraph> <subparagraph id="id591CD2FF944E47A29FE0C5917F92B5F7"><enum>(B)</enum><text>has a proven ability and intention to establish public transportation infrastructure. </text></subparagraph></paragraph> 
<paragraph id="idD852CEFBCAFA4926BB7845D589FC89E3"><enum>(3)</enum><header>Intervals of payment and maximum grant amount</header><text>The Secretary may establish intervals of payment for the administration of grants under this section and a maximum grant amount to be awarded, in accordance with the services being provided and the duration of such services. </text></paragraph> <paragraph id="idC7150F0C107541409F54A7C64F2B5036"><enum>(4)</enum><header>Coordination and consultation</header><text>In awarding grants under this section, the Secretary may coordinate and consult with the Secretary of Transportation. </text></paragraph> 
<paragraph id="idB9FE3A5D4D7D46E896FE6D31DBD1CF7F"><enum>(5)</enum><header>Equitable distribution</header><text>The Secretary of Veterans Affairs shall ensure that, to the extent practicable, grants awarded under this section are equitably distributed across geographic regions, including rural and Tribal communities.</text></paragraph></subsection> <subsection id="id455A29B94F16486A80B02DCE0DBD2569"><enum>(d)</enum><header>Grant application</header> <paragraph id="id4BAF611EFBA44EE8B33D9210CA472E24"><enum>(1)</enum><header>In general</header><text>An eligible entity seeking the award of a grant under this section shall submit to the Secretary an application therefor in such form, in such manner, and containing such commitments and information as the Secretary considers necessary to carry out this section. </text></paragraph> 
<paragraph id="id91CD75852D89463ABC90060B4DB4FE8C"><enum>(2)</enum><header>Contents of application</header><text>Each application submitted by an eligible entity under paragraph (1) shall contain the following: </text> <subparagraph id="id17330DC96FFE4289BB000A282E831A56"><enum>(A)</enum><text>A description of the public transportation services that the entity intends to provide under the grant. </text></subparagraph> 
<subparagraph id="id1F3A0DBA8A324F189BF4223E7BB2732F"><enum>(B)</enum><text>A list of all sites accessed by the public transportation services to be provided. </text></subparagraph> <subparagraph id="idB3A9052FE2234BC7896DFE811166BFB4"><enum>(C)</enum><text>The schedule of such services. </text></subparagraph> 
<subparagraph id="idC15C8F216368408289EEBE09E9BB74CC"><enum>(D)</enum><text>A list of the locations of facilities and organizations that serve veterans that will be accessed by such services. </text></subparagraph> <subparagraph id="id8E8299854F744DB6861A0541EC3097EB"><enum>(E)</enum><text>An estimate of the number of veterans that would use such services. </text></subparagraph> 
<subparagraph id="id1796AF8B37F043238FB282C5A1D827A7"><enum>(F)</enum><text>Evidence of the ability of the entity to provide such services. </text></subparagraph></paragraph></subsection> <subsection id="id5C3D8D56578147D6940F293E158F30DB"><enum>(e)</enum><header>Notification to veterans</header><text>Each eligible entity awarded a grant under this section shall notify veterans of the expansion or establishment of public transportation services to locations of facilities or organizations that serve veterans and that those services are available in whole or in part due to funds provided by the Department. </text></subsection> 
<subsection id="id456F40B4F834475B9A0573DCC39FB6AF" commented="no" display-inline="no-display-inline"><enum>(f)</enum><header>Report on services provided</header><text>The Secretary shall require each eligible entity awarded a grant under this section to submit to the Secretary a report that describes the expansion, retention, or establishment of public transportation services provided with amounts under such grant. </text></subsection> <subsection id="idA82C25F062CE4211B39272C3BDA4ECA2"><enum>(g)</enum><header>Report</header> <paragraph id="idBDBBE4F47CF44EEDBABD0B981AE89546"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date on which the first grant is awarded under this section, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the services provided under the pilot program. </text></paragraph> 
<paragraph id="id6684586AD89541F696DCE63D05264AB6"><enum>(2)</enum><header>Elements</header><text>The report required by paragraph (1) shall include the following: </text> <subparagraph id="idDA35EFB235B94F91A3B050E86437E472"><enum>(A)</enum><text>The geographic location of each recipient of a grant under this section.</text></subparagraph> 
<subparagraph id="id7C7754A69451410F81854C1116748288"><enum>(B)</enum><text>The estimated number of veterans served by each such grant recipient. </text></subparagraph> <subparagraph id="id6DF0BBDDFCA3434AA3F61178B25E7617" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>An assessment of whether use of facilities of the Department has increased due to access to public transportation provided under grants awarded under this section, if information for such an assessment is available. </text></subparagraph></paragraph></subsection></section> 
<section id="id847A80A89F5845DB8AC2406D581C6E69"><enum>10.</enum><header>Pilot program on grants for care for elderly homeless veterans</header> 
<subsection id="id8F8307FF3F544485AEC55268D33BF670"><enum>(a)</enum><header>Pilot program required</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall commence carrying out a pilot program to assess the feasibility and advisability of awarding grants to eligible entities to meet the health care needs of elderly veterans who were previously homeless and are transitioning to permanent housing. </text></subsection> <subsection id="id1CD0D0914BA64A298CA140D1AC72AD01"><enum>(b)</enum><header>Award of grants</header> <paragraph id="id96E42298BC8F4BA8A5ABA07261406A88"><enum>(1)</enum><header>In general</header><text>In carrying out the pilot program, the Secretary shall award grants to eligible entities for the purpose described in subsection (a). </text></paragraph> 
<paragraph id="idDBCF643C66DE4735986A29C99000564A"><enum>(2)</enum><header>Eligible entities</header><text>For purposes of this section, an eligible entity is any organization that is successfully providing transitional housing services using amounts provided by the Secretary under sections 2012 and 2061 of title 38, United States Code, as of the date on which the entity applies for a grant under this section. </text></paragraph> <paragraph id="id1FBE349221804F4D839FB0AC6F649493"><enum>(3)</enum><header>Intervals of payment and maximum grant amount</header><text>The Secretary may establish intervals of payment for the administration of grants under this section and a maximum grant amount to be awarded, in accordance with the services being provided by staff hired using grant amounts and the duration of such services. </text></paragraph> 
<paragraph id="id28558CAA05B5476494625AF2B80EFC61"><enum>(4)</enum><header>Equitable distribution</header><text>The Secretary shall ensure that, to the extent practicable, grant amounts awarded under paragraph (1) are equitably distributed across geographic regions, including rural and Tribal communities. </text></paragraph></subsection> <subsection id="idE1A9D910D9A94CCB90C1EE2373B51CA8"><enum>(c)</enum><header>Use of grant amounts</header><text>The recipient of a grant under the pilot program— </text> 
<paragraph id="id397388AE46634BA782A2EEEFF76858B0"><enum>(1)</enum><text>shall use grant amounts for the hiring of nursing staff to care for elderly veterans requiring assistance with activities of daily living who were previously homeless and are transitioning to permanent housing; and </text></paragraph> <paragraph id="id0652D4A9F43348649E3F5C7155323D0B"><enum>(2)</enum><text>may use such amounts for supplies and infrastructure needs associated with the duties of such staff.</text></paragraph></subsection> 
<subsection id="id205806545D7B4023A6D97D09311E293A"><enum>(d)</enum><header>Report on services provided</header><text>The Secretary shall require each eligible entity awarded a grant under this section to submit to the Secretary a report that describes the services provided or coordinated with amounts under such grant.</text></subsection> <subsection id="id317223451F7D427F8508956148508243"><enum>(e)</enum><header>Duration</header><text>The Secretary shall carry out the pilot program during the five-year period beginning on the date on which the pilot program commences. </text></subsection> 
<subsection id="id32E349FC1F4648388A6E3996F157428B"><enum>(f)</enum><header>Report to Congress</header> 
<paragraph id="id7D10217DEF0A4E90A328124ED0C3DE3D"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date on which the pilot program commences, and annually thereafter until the program terminates, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the effectiveness of the program.</text></paragraph> <paragraph id="idB9943E703D12493BBAE56EC3399579DF"><enum>(2)</enum><header>Elements</header><text>The report required by paragraph (1) shall include the number of veterans served by the pilot program under the care of a staff member the funding for whom is provided by a grant under the program, disaggregated by—</text> 
<subparagraph id="id9F115BB01D944D0CA3C87AC1AEA05934"><enum>(A)</enum><text> geographic location;</text></subparagraph> <subparagraph id="id8F2C5E73098942FA9E3000F794584295"><enum>(B)</enum><text>gender; </text></subparagraph> 
<subparagraph id="id29CE9EC320BA4CA0A72B6F877E8DB31A"><enum>(C)</enum><text>age; </text></subparagraph> <subparagraph id="idBBF1429D282B4D049A1F45CDC7FFD419"><enum>(D)</enum><text>race and ethnicity; </text></subparagraph> 
<subparagraph id="id905378D2A639448AB65163C1A4A66884"><enum>(E)</enum><text>whether or not a veteran received care from the Department during the two-year period preceding the date on which the veteran began participating in the program; </text></subparagraph> <subparagraph id="id38C2A8E0033D4470B6DF24802CDCCC76"><enum>(F)</enum><text>the number of veterans who transitioned into permanent housing as a result of participation in the program; and</text></subparagraph> 
<subparagraph id="idBC896B367B0046AF8FF358DF2A112D70"><enum>(G)</enum><text>with respect to veterans who did not transition into permanent housing as a result of participation in the program, the main reasons for not so transitioning.</text></subparagraph></paragraph></subsection></section> <section id="idB5239A712D2D4AD0B83563FF1002678D"><enum>11.</enum><header>Report by Comptroller General of the United States on affordable housing for veterans</header> <subsection id="id381ACEE6D7C04398A857B5F3067396CC"><enum>(a)</enum><header>Report required</header><text>Not later than two years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the availability of affordable housing for veterans who have or are participating in any program administered by the Homeless Programs Office of the Department of Veterans Affairs.</text></subsection> 
<subsection id="id610A96F5ACF74E938CA4C4448A646BF0"><enum>(b)</enum><header>Contents</header><text>The report required by subsection (a) shall include, with respect to the one-year period preceding the date of the enactment of this Act, the following: </text> <paragraph id="idA3DB02DAD1AC4B19B5AD9B9787525D82"><enum>(1)</enum><text>The number of veterans using housing vouchers under the program carried out under section 8(o)(19) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)(19)</external-xref>) (commonly referred to as “HUD–VASH”). </text></paragraph> 
<paragraph id="idB1BF555BF8E94AE698E30EA9C4D0C092"><enum>(2)</enum><text>The number of veterans who were allocated a housing voucher described in paragraph (1) but who have been unable to attain permanent housing. </text></paragraph> <paragraph id="id5993E638BED94BCA803B20DBACD6D3DF"><enum>(3)</enum><text>The number of available housing vouchers described in paragraph (1) that are unused. </text></paragraph> 
<paragraph id="id981728123F3E4C3E92F6B082A75E897B"><enum>(4)</enum><text>The number of veterans who were discharged from transitional housing provided using amounts provided under sections 2061 and 2012 of title 38, United States Code, and did not transition to permanent housing due to a shortage of—</text> <subparagraph id="idDF7EFD78E3A44FF2B29082D1C880985F"><enum>(A)</enum><text>case managers under the program described in paragraph (1); </text></subparagraph> 
<subparagraph id="id88F51E985C574769BAD907F2BD72A3C3"><enum>(B)</enum><text>housing vouchers described in such paragraph; or</text></subparagraph> <subparagraph id="idBB296E76518F41B380AC9EA497EA4E01"><enum>(C)</enum><text>housing that meets the requirements and limitations with respect to such vouchers. </text></subparagraph></paragraph></subsection> 
<subsection id="id51766448075B4070909565A8A37A88CC"><enum>(c)</enum><header>Disaggregation</header><text>The contents of the report described in subsection (b) shall be disaggregated by housing serving individuals and families with a household income that does not exceed—</text> <paragraph id="idD7406443E60A41169019D99875B2B960"><enum>(1)</enum><text>the area median income; </text></paragraph> 
<paragraph id="id2CA968B659F347A0A10F79C02758CA29"><enum>(2)</enum><text>80 percent of the area median income; </text></paragraph> <paragraph id="idAB14826CF25F4177BE0F85F7A4B80759"><enum>(3)</enum><text>50 percent of the area median income; and </text></paragraph>
