which was read twice and referred to the <committee-name committee-id="SSBU00">Committee on the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Congressional Budget Act of 1974 to provide for studies and reports relating to the impact of legislation on spending on children, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Focus on Children Act</short-title></quote>.</text></section><section id="id21826F9A1784431D9448C9B320FDC17C"><enum>2.</enum><header>Studies and reports of the Congressional Budget Office relating to the impact of legislation on spending on children</header><text display-inline="no-display-inline">Section 202(g) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/602">2 U.S.C. 602(g)</external-xref>) is amended—</text><paragraph id="id6497BEDCC8C444CC8F5E5017FF34CF78"><enum>(1)</enum><text>in the heading, by inserting <quote><header-in-text level="subsection" style="traditional">and reports to Congress</header-in-text></quote> after <quote><header-in-text level="subsection" style="traditional">Studies</header-in-text></quote>; and</text></paragraph><paragraph id="idDCE4167CE8284290AD22174A21247934"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2C66B7DC17384C8DA3B646A54F30D9C9"><paragraph id="ide12f55d0ed3c4add9a8393b8dd5cf018"><enum>(3)</enum><header>Spending on children studies and reports</header><subparagraph id="idbe0d79e989204f26bbccfb2e3dbc4704"><enum>(A)</enum><header>Definitions</header><text>In this paragraph—</text><clause id="idF18D3200402D426FAD884154D68F0356"><enum>(i)</enum><text>the term <term>budget of the President</term> means the budget of the President submitted to Congress under section 1105(a) of title 31, United States Code;</text></clause><clause id="id848747DA921743D1B65DFF97033E5E4C"><enum>(ii)</enum><text>the term <term>category of spending on children</term> means—</text><subclause id="idB6F44A2174574DB39FC45B8B0815BE47"><enum>(I)</enum><text>spending on children that is discretionary appropriations; </text></subclause><subclause id="id95C307CBD1524AF9A24279AFA9B07130"><enum>(II)</enum><text>spending on children under an entitlement authority; </text></subclause><subclause id="idFC0826F708E542E4BDB94FE4AF6691A7"><enum>(III)</enum><text>spending on children that is a tax expenditure; </text></subclause><subclause id="id76B69432A016482C9DC62CBD1F21658C"><enum>(IV)</enum><text>spending on children that is discretionary appropriations or under an entitlement authority; or</text></subclause><subclause id="idF7FDEAFC232041C9A662DEFC0A26B25B"><enum>(V)</enum><text>spending on children that is discretionary appropriations, under an entitlement authority, or a tax expenditure; </text></subclause></clause><clause id="id7B9CDE5177174A08B9F1B2FE33C1BB28"><enum>(iii)</enum><text>the term <term>child</term> means an individual under 19 years of age;</text></clause><clause id="idA5E37809C04C4160A77BAA007C00A898"><enum>(iv)</enum><text>the term <term>discretionary appropriations</term>—</text><subclause id="id4D305B54F21A46AE9BAB3F6566A5BA20"><enum>(I)</enum><text>has the meaning given that term in section 250 of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/900">2 U.S.C. 900</external-xref>); and</text></subclause><subclause id="id4DABE33D218144C1BEA288487AE3D143"><enum>(II)</enum><text>includes amounts appropriated under Acts making supplemental appropriations and continuing resolutions; </text></subclause></clause><clause id="id9B7A636297EE4CDE89BFFB90B169DEE0"><enum>(v)</enum><text>the term <term>Federal spending</term> includes all outlays and tax expenditures; </text></clause><clause id="id4D353C2A66B341A493A3E27413CFB53A"><enum>(vi)</enum><text>the term <term>key indicator</term> includes information relating to the outlays or tax expenditures described in subclause (I), (II), (III), (IV), or (V) of clause (vii); and</text></clause><clause id="id40C54DFB2DFB49E8AABB84970E6E594D"><enum>(vii)</enum><text>the term <term>spending on children</term> includes—</text><subclause id="id9730EF560BC0413D8FAC20047B837BA8"><enum>(I)</enum><text>outlays under an entitlement authority that go directly to children;</text></subclause><subclause id="idF2965B97E81B46138D862D43D627CDA5"><enum>(II)</enum><text>outlays for a Federal program or initiative that, consistent with the mission of the program or initiative, delivers services exclusively to children;</text></subclause><subclause id="idF2433361D4A444D890A671ECE70CCACE"><enum>(III)</enum><text>outlays for a Federal program or initiative that, while not serving children directly, has as a core mission goal the improvement of the health, education, welfare, or general well-being of children; </text></subclause><subclause id="id559712BE364140178608ACBB67280A5A"><enum>(IV)</enum><text>for a Federal program or initiative that delivers services to both children and adults, the portion of outlays under the program or initiative attributable to providing benefits for children, based on the best available data; and</text></subclause><subclause id="idF190CBADBDBC4FF9892AA4A9AF280E60"><enum>(V)</enum><text>tax expenditures that have, as a core goal, the improvement of the health, education, welfare, or general well-being of children.</text></subclause></clause></subparagraph><subparagraph id="id344CC9FCE11148E1A17BDB7D7CDAC758"><enum>(B)</enum><header>Studies</header><text>At the request of the Chairman or Ranking Member of a committee of the Senate or the House of Representatives, the Director shall, to the extent practicable, conduct a study of a bill, joint resolution, amendment, amendment between the Houses, or conference report containing changes in spending on children that includes, separately for each category of spending on children, information and data, including the amount of the change in spending on children for each category of spending on children.</text></subparagraph><subparagraph id="ide308bb0493b540f0ada1ccaf7a5f47a8"><enum>(C)</enum><header>Annual reports on spending</header><text>As soon as is practicable after the date on which the Director completes an analysis of the budget of the President, the Director shall submit to Congress a report that includes information and data regarding spending on children separately for each category of spending on children, including— </text><clause id="idB816BEA835FF4FDDA4BE3CEC0FEA3D28"><enum>(i)</enum><text>the amount of spending on children for each category of spending on children; and </text></clause><clause id="idFE4FBFA4F2624CB4AA70204F2B47807F"><enum>(ii)</enum><text>the share of Federal spending constituted by spending on children for each category of spending on children. </text></clause></subparagraph><subparagraph id="ide5a2e11de3714e779435fae274e148bc"><enum>(D)</enum><header>Annual reports on the budget of the President</header><text>As soon as is practicable after the date on which the Director completes an analysis of the budget of the President, the Director shall submit to Congress a report on the budget of the President that includes information and data regarding spending on children separately for each category of spending on children for the prior fiscal year, the current fiscal year, the fiscal year for which the budget of the President is submitted, and the ensuing fiscal year, including—</text><clause id="id9B1E3FC635C1454EB9385EFFE9445A01"><enum>(i)</enum><text>for the prior fiscal year, the amount of and share of Federal spending constituted by each category of spending on children; </text></clause><clause id="id9EEF124B6CE84E17A125516A48BADB9D"><enum>(ii)</enum><text>for the current fiscal year, the estimated amount of and share of Federal spending constituted by each category of spending on children;</text></clause><clause id="id4F31FEC2A7784CDBB0E56C6E16AE78FA"><enum>(iii)</enum><text>for the fiscal year for which the budget of the President is submitted, the amount of and share of Federal spending constituted by each category of spending on children under the budget of the President; and </text></clause><clause id="idB067BBBDADBC4ECF9D91039F33E42CC8"><enum>(iv)</enum><text>for the fiscal year after the fiscal year described in clause (iii), the amount of and share of Federal spending constituted by each category of spending on children under the budget of the President. </text></clause></subparagraph><subparagraph id="id8095D075FA544EBD9FDB3DE09B3B480D"><enum>(E)</enum><header>Open data and transparency</header><clause id="id505E4BD161D849F1A5C7D56AE61CE2B1"><enum>(i)</enum><header>In general</header><text>The Director shall publish all of the reports and studies required under this paragraph in a publicly accessible format, including through—</text><subclause id="id84192A7AAE5C40AE8DDF0D4A040BF420"><enum>(I)</enum><text>the dashboard described in clause (ii); and</text></subclause><subclause id="idE1A9D87E47D44CECAF9BEE1E94E5C08B"><enum>(II)</enum><text>the open data portal described in clause (iii).</text></subclause></clause><clause id="idC30BBAA7C367424386D30A467F34567F"><enum>(ii)</enum><header>Dashboard</header><text>The Director shall develop and maintain on an internet website available to the public a tool (commonly referred to as a <quote>dashboard</quote>) that—</text><subclause id="idC8F37A88E895442C9198C7E6B4467FAE"><enum>(I)</enum><text>highlights the key indicators identified in the reports and studies required under this paragraph; and</text></subclause><subclause id="id733C376F5B464A45B9DA2AC90B696F9C"><enum>(II)</enum><text>uses visualization tools to assist the public in understanding trends in spending on children over periods of time.</text></subclause></clause><clause id="id67511CC5CB5A40479669FF01C1EEC745"><enum>(iii)</enum><header>Open data portal</header><text>The Director shall develop and maintain an internet website available to the public that—</text><subclause id="id8A2AE218EE8348C7A1B77EEFAAFD3197"><enum>(I)</enum><text>provides raw quantitative data relating to spending on children contained in reports and studies required under this paragraph;</text></subclause><subclause id="idC63445F9D0C2410C8AA72668E903D2BD"><enum>(II)</enum><text>provides that data in a widely accessible file format that allows the public to analyze the data; and</text></subclause><subclause id="id80BBD8D84D28420BBFB625FA235AA9BC"><enum>(III)</enum><text>categorizes that data by budget account.</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
