<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2120</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210617">June 17, 2021</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S275">Ms. Cantwell</cosponsor>, <cosponsor name-id="S402">Ms. Rosen</cosponsor>, and <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the United States–Israel Artificial Intelligence Center to improve artificial intelligence research and development cooperation.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States–Israel Artificial Intelligence Center Act</short-title></quote>.</text></section><section id="id5f3e28ca342c4e15b5468954341c7ba8"><enum>2.</enum><header>Establishment of Center</header><subsection id="id9CA190820FBB4CDD8BE9D0A3BC0BBC43"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State, in consultation with the Secretary of Commerce, the Director of the National Science Foundation, and the heads of other relevant Federal agencies, shall establish the United States–Israel Artificial Intelligence Center (referred to in this section as the <quote>Center</quote>) in the United States.</text></subsection><subsection id="idEA5C7A54CEB04805B1427C66131A4B1C"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of the Center shall be to leverage the experience, knowledge, and expertise of institutions of higher education and private sector entities in the United States and Israel to develop more robust research and development cooperation in the areas of—</text><paragraph id="id52198AB0DC5B465890F57CC7356CD79E"><enum>(1)</enum><text display-inline="yes-display-inline">machine learning;</text></paragraph><paragraph id="id82B5A78018D24597A154EA31DB30BA17"><enum>(2)</enum><text display-inline="yes-display-inline">image classification;</text></paragraph><paragraph id="id100A6ADE51D242288E3E92159035E83A"><enum>(3)</enum><text display-inline="yes-display-inline">object detection;</text></paragraph><paragraph id="id499F3EED038D4218859C5784300FE77D"><enum>(4)</enum><text display-inline="yes-display-inline">speech recognition;</text></paragraph><paragraph id="id8CC44350E7044812B6CA37E4996D3D85"><enum>(5)</enum><text display-inline="yes-display-inline">natural language processing;</text></paragraph><paragraph id="idC58C039EE9F54A2EA6D8C6861B7FC0A6"><enum>(6)</enum><text display-inline="yes-display-inline">data labeling;</text></paragraph><paragraph id="idE43814E635B14F66B4A6F6611762D99E"><enum>(7)</enum><text display-inline="yes-display-inline">computer vision; and </text></paragraph><paragraph id="idC6F952622F9E45F78393E944CF6021FD"><enum>(8)</enum><text display-inline="yes-display-inline">model explainability and interpretability.</text></paragraph></subsection><subsection id="idABD38960AB1E417D97E383E715F4A6BE"><enum>(c)</enum><header>Artificial intelligence principles</header><text>In carrying out the purposes set forth in subsection (b), the Center shall adhere to the principles for the use of artificial intelligence in the Federal Government set forth in section 3 of Executive Order 13960 (85 Fed. Reg. 78939).</text></subsection><subsection id="idCE4C59505B8F46ABA4C424CE818A7DD7"><enum>(d)</enum><header>International partnerships</header><paragraph id="idA1A6FA1777434578ABC89D5DDA2ED6F9"><enum>(1)</enum><header>In general</header><text>The Secretary of State and the heads of other relevant Federal agencies, subject to the availability of appropriations, may enter into cooperative agreements supporting and enhancing dialogue and planning involving international partnerships between the Department of State or such agencies and the Government of Israel and its ministries, offices, and institutions. </text></paragraph><paragraph id="id49757C0E558A42B3AE9A989F32ACB3BD"><enum>(2)</enum><header>Federal share</header><text>Not more than 50 percent of the costs of implementing the agreements entered into pursuant to paragraph (1) may be paid by the United States Government.</text></paragraph></subsection><subsection id="idF8F3942A0DFE40DD98CAC402D2BD8ECD"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated for the Center $10,000,000 for each of the fiscal years 2022 through 2026.</text></subsection></section></legis-body></bill>
