which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to direct the Under Secretary for Health of the Department of Veterans Affairs to provide mammography screening for veterans who served in locations associated with toxic exposure.</official-title></form><legis-body><section id="id02699F6B22B94119B69CCE8F8CF284BC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Expanded Review for Veterans In Combat Environments Act of 2021</short-title></quote> or the <quote><short-title>SERVICE Act of 2021</short-title></quote>.</text></section><section id="id5c77a1b45654471088743336fc7c332a"><enum>2.</enum><header>Revision of breast cancer mammography policy of Department of Veterans Affairs to provide mammography screening for veterans who served in locations associated with toxic exposure</header><subsection id="id0037A64665994540AF66367386EFC8A1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 7322 of title 38, United States Code, is amended—</text><paragraph id="idD81E60438CFB44D2A3DEBE9460F0BD3C"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>The</quote> and inserting <quote><header-in-text style="USC" level="subsection">In general</header-in-text>.—The</quote>;</text></paragraph><paragraph id="idF2E51FD938A744E09C9266331C46CB69"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><subparagraph id="id3B2C22EA08DB4F1CA78B5EFF37A83B43"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>The</quote> and inserting <quote><header-in-text style="USC" level="subsection">Standards for screening</header-in-text>.—The</quote>; and</text></subparagraph><subparagraph id="id80EDD375E73E41C98B082D91910E9C23"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2)(B), by inserting <quote>a record of service in a location and during a period specified in subsection (d),</quote> after <quote>risk factors,</quote>; and</text></subparagraph></paragraph><paragraph id="idC82EB1EBC070492A9AA94A7E647D3701"><enum>(3)</enum><text>by adding at the end the following new subsections:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id854D65A6FFB6494090803B6B46DC8049"><subsection id="id4646B7FE33AF4340AB26646AEFD56E6A"><enum>(c)</enum><header>Eligibility for screening for veterans exposed to toxic substances</header><text>The Under Secretary for Health shall ensure that, under the policy developed under subsection (a), any veteran who, during active military, naval, or air service, was deployed in support of a contingency operation in a location and during a period specified in subsection (d), is eligible for a mammography screening by a health care provider of the Department.</text></subsection><subsection id="id56A29E084B3840448FEF67C14DCBC8DD"><enum>(d)</enum><header>Locations and periods specified</header><paragraph commented="no" display-inline="yes-display-inline" id="id960E58E40FF64DF4B42D675B198A065F"><enum>(1)</enum><text>The locations and periods specified in this subsection are the following:</text><subparagraph id="idF3EEA95791844679B84B967D6B4CBA3E" indent="up1"><enum>(A)</enum><text>Iraq during following periods:</text><clause id="idA5D85378C2C74F27A5FBBD2EC459E445"><enum>(i)</enum><text>The period beginning on August 2, 1990, and ending on February 28, 1991.</text></clause><clause id="id2BE80C9D42BF4B598FAB55C5AB67AA7E"><enum>(ii)</enum><text>The period beginning on March 19, 2003, and ending on such date as the Secretary determines burn pits are no longer used in Iraq.</text></clause></subparagraph><subparagraph id="id1F18E19706114427B90D80E5225C8579" indent="up1"><enum>(B)</enum><text>The Southwest Asia theater of operations, other than Iraq, during the period beginning on August 2, 1990, and ending on such date as the Secretary determines burn pits are no longer used in such location, including the following locations:</text><clause id="id49809600D4164F198615D83F7AD80EE6"><enum>(i)</enum><text>Kuwait.</text></clause><clause id="id31EB9B73647C4C37BD963A6575D0E893"><enum>(ii)</enum><text>Saudi Arabia.</text></clause><clause id="idFF68795BC8A7401EACE153BAB6B35EA2"><enum>(iii)</enum><text>Oman.</text></clause><clause id="id874EAB9C7B084FFA91BA61C8070E6A35"><enum>(iv)</enum><text>Qatar.</text></clause></subparagraph><subparagraph id="idE6E8167165EB479C8F356766B5768B7B" indent="up1"><enum>(C)</enum><text>Afghanistan during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Afghanistan.</text></subparagraph><subparagraph id="id891A57A850B3427E9EED425F6487B691" indent="up1"><enum>(D)</enum><text>Djibouti during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Djibouti.</text></subparagraph><subparagraph id="idAF31FCC0B32241D5928585048986014A" indent="up1"><enum>(E)</enum><text>Syria during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Syria.</text></subparagraph><subparagraph id="idA1A2622ECEA04998B11D1E8A511BA503" indent="up1"><enum>(F)</enum><text>Jordan during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Jordan.</text></subparagraph><subparagraph id="id8CB54FF4F52249C18BCBCFBC27BAF9B1" indent="up1"><enum>(G)</enum><text>Egypt during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Egypt.</text></subparagraph><subparagraph id="id86C8615A916A4672843C509E723A4FE2" indent="up1"><enum>(H)</enum><text>Lebanon during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Lebanon.</text></subparagraph><subparagraph id="id8798BD2D40894309845D31D5C205922A" indent="up1"><enum>(I)</enum><text>Yemen during the period beginning on September 11, 2001, and ending on such date as the Secretary determines burn pits are no longer used in Yemen.</text></subparagraph><subparagraph id="idC3CB8937123B4350AAD74FBE2A71BA0D" indent="up1"><enum>(J)</enum><text>Such other locations and corresponding periods as set forth by the Airborne Hazards and Open Burn Pit Registry established under section 201 of the Dignified Burial and Other Veterans’ Benefits Improvement Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/260">Public Law 112–260</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/527">38 U.S.C. 527</external-xref> note).</text></subparagraph><subparagraph id="id4C774CAE557642B9B69539B99515CF17" indent="up1"><enum>(K)</enum><text>Such other locations and corresponding periods as the Secretary, in collaboration with the Secretary of Defense, may determine appropriate in a report submitted under paragraph (2).</text></subparagraph></paragraph><paragraph id="idC32EE0DDB1E642B1A53A710E95675563" indent="up1"><enum>(2)</enum><text>Not later than two years after the date of the enactment of the <short-title>Supporting Expanded Review for Veterans In Combat Environments Act of 2021</short-title>, and not less frequently than once every two years thereafter, the Secretary of Veterans Affairs, in collaboration with the Secretary of Defense, shall submit to Congress a report specifying other locations and corresponding periods for purposes of paragraph (1)(K).</text></paragraph><paragraph id="idFC1876C54AE24968B7020AF6D70FF529" commented="no" display-inline="no-display-inline" indent="up1"><enum>(3)</enum><text>A location under this subsection shall not include any body of water around or any airspace above such location.</text></paragraph><paragraph id="idE38E8F59BB6F4F889E8B0CBFE77D1796" indent="up1"><enum>(4)</enum><text>In this subsection, the term <term>burn pit</term> means an area of land that is used for disposal of solid waste by burning in the outdoor air. </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id179e4d0c79f4413b99e5f440eef40736"><enum>(b)</enum><header>Report on breast cancer rates for veterans deployed to certain areas</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of the House of Representatives a report that compares the rates of breast cancer among members of the Armed Forces deployed to the locations and during the periods specified in section 7322(d) of title 38, United States Code, as added by subsection (a), as compared to members of the Armed Forces who were not deployed to those locations during those periods and to the civilian population.</text></subsection></section></legis-body></bill>
