which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To expand the Medicaid certified community behavioral health clinic demonstration program and to authorize funding for additional grants to certified community behavioral health clinics. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Excellence in Mental Health and Addiction Treatment Act of 2021</short-title></quote>. </text></section><section id="id9A5D787C4CCA4B1DA705BB7E6CF33BAA"><enum>2.</enum><header>Expansion of community mental health services demonstration program</header><text display-inline="no-display-inline">Section 223 of the Protecting Access to Medicare Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a</external-xref> note) is amended—</text><paragraph id="id6AB70CAAF1D74083B2CAFF72402B61D2"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (c), by adding at the end the following new paragraph:</text><quoted-block id="idD44FBBE979B345CEACE627DAA32A0C1C" style="OLC" act-name=""><paragraph id="id770C96A305664D30BBCC1AE8B0DB3CAF"><enum>(3)</enum><header>Planning grants for additional States</header><text>In addition to the planning grants awarded under paragraph (1), the Secretary shall award planning grants to States (other than States selected to conduct demonstration programs under paragraph (1) or (8) of subsection (d)) for the purpose of developing proposals to participate in time-limited demonstration programs described in subsection (d).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id55BA2E2A64FE4EDC865289A6BD3B77B3"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (d)—</text><subparagraph id="idB2E56972107244CA8ACDE2E5B08F58E4"><enum>(A)</enum><text>in paragraph (3), by striking <quote>Subject to paragraph (8)</quote> and inserting <quote>Subject to paragraphs (8) and (9)</quote>;</text></subparagraph><subparagraph id="id495F96443FAD4CC4A9E2484FB7088206"><enum>(B)</enum><text>in paragraph (5)(C)(iii)(II), by inserting <quote>or paragraph (9)</quote> after <quote>paragraph (8)</quote>; </text></subparagraph><subparagraph id="idF1AE5E12D8BB4CD091A923BA0E716D48"><enum>(C)</enum><text>in paragraph (7)—</text><clause id="id9EE146923CA743BA9FC85C081BD671CD"><enum>(i)</enum><text>in subparagraph (A), by inserting <quote>through the year in which the last demonstration under this section ends</quote> after <quote>annually thereafter</quote>;</text></clause><clause id="idF31F1823696642B79CF7C0764981329E"><enum>(ii)</enum><text>in subparagraph (B)—</text><subclause id="idB85D2FDF69AD4907BE78F03586F75347"><enum>(I)</enum><text>by striking <quote>December 31, 2021</quote> and inserting <quote>September 30, 2023</quote>; and</text></subclause><subclause id="idCD49CB42530A439CA6ECE9006312EEAA"><enum>(II)</enum><text>by adding at the end the following new sentence: <quote>Such recommendations shall include data collected after 2019.</quote>; and</text></subclause></clause><clause id="id1BE95131F4B44C60A657D173A67BFEA3"><enum>(iii)</enum><text>by adding at the end the following new subparagraph: </text><quoted-block id="id6CE6D302495945EF867DF35D4A02DB01" style="OLC" act-name=""><subparagraph id="idC82544E1C2AC4E6FBFD14E69FB57AC73"><enum>(C)</enum><header>Final evaluation</header><text>Not later than 18 months after all demonstration programs under this section have ended, the Secretary shall submit to Congress a final evaluation of such programs.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id020A1AAE158749C4B4239EB8CF8EE67E"><enum>(D)</enum><text>by adding at the end the following new paragraph: </text><quoted-block id="id08F110B0E1C54DCE860024976EFA27B9" style="OLC" act-name=""><paragraph id="id07AF1BAB25F84197ACD5706F0251A191"><enum>(9)</enum><header>Further additional programs</header><text>In addition to the States selected under paragraphs (1) and (8), the Secretary shall select any State that submits an application that includes such information as the Secretary shall require to conduct a demonstration program that meets the requirements of this subsection for 2 years or through September 30, 2023, whichever is longer.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idEA48D025D48C4A8A89B82A2B17CC3A78"><enum>(3)</enum><text>in subsection (f)(1)(B), by inserting <quote>, and $40,000,000 for fiscal year 2021</quote> before the period. </text></paragraph></section><section id="id4fca4621f8b04fe1b1ed6387cf4693aa"><enum>3.</enum><header>Certified community behavioral health clinic expansion grants</header><text display-inline="no-display-inline">Part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idCFC6CDC716154ABE811D3EB969BE4B25"><section id="id0574C317E35E4E569BBB3AB7691F4F1C"><enum>553.</enum><header>Certified community behavioral health clinic expansion grants</header><subsection id="id6A6AA35C61B7414E9E3240B990E042A7"><enum>(a)</enum><header>In general</header><text>The Assistant Secretary shall award grants to communities and community organizations that meet the criteria for certified community behavioral health clinics under section 223(a) of the Protecting Access to Medicare Act A of 2014. Grants awarded under this subsection shall be for a period of not more than 5 years.</text></subsection><subsection id="id4F12C927A78F45B89F8AA1423C3C8E60"><enum>(b)</enum><header>Technical assistance</header><text>The Assistant Secretary may provide appropriate information, training, and technical assistance through appropriate contract procedures to entities receiving grants under subsection (a), or to health or social service providers pursuing certified community behavioral health clinics status or partnering with certified community behavioral health clinics, State policymakers considering certified community behavioral health clinics implementation under the Medicaid program, and other stakeholders to facilitate successful implementation of the certification model.</text></subsection><subsection id="id3b93e052188145a0890382e6540e2a43"><enum>(c)</enum><header>Authorization of appropriations</header><paragraph id="idC7A0159E230541D599C4A256B85A8EFD"><enum>(1)</enum><header>Grant program</header><text>For purposes of award­ing grants under subsection (a), there is authorized to be appropriated $500,000,000 for the period of fiscal years 2022 through 2024.</text></paragraph><paragraph id="idf3815f4604e64903a818547b53d75058"><enum>(2)</enum><header>Technical assistance</header><text>For purposes of carrying out the technical assistance program under subsection (b), there are authorized to be appropriated $5,000,000 for each of fiscal years 2022 through 2026.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
