which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the FAST Act to require an update to the national travel and tourism infrastructure strategic plan, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Travel Optimization by Updating and Revitalizing Infrastructure to Support Mobilization Act</short-title></quote> or the <quote><short-title>TOURISM Act</short-title></quote>.</text></section><section id="idD8BF82F529DC4F90A8EEF5922FB42455"><enum>2.</enum><header>National travel and tourism infrastructure strategic plan</header><text display-inline="no-display-inline">Section 1431(e) of the FAST Act (<external-xref legal-doc="usc" parsable-cite="usc/49/301">49 U.S.C. 301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/114/94">Public Law 114–94</external-xref>) is amended—</text><paragraph id="id8D2E43704DBB4FCE81FF91DABDDE08B4"><enum>(1)</enum><text>by redesignating paragraphs (1) through (7) as subparagraphs (A) though (G), respectively, and indenting appropriately;</text></paragraph><paragraph id="id07D64234658548A98B51F5590AF8FB48"><enum>(2)</enum><text>in the matter preceding subparagraph (A) (as so redesignated)—</text><subparagraph id="id709B17FDAD5C40BFABF9E32BE8609997"><enum>(A)</enum><text>by striking <quote>Not later than 3 years after the date of enactment of this Act</quote> and inserting <quote>Not later than 180 days after the date of enactment of the <short-title>TOURISM Act</short-title></quote>; and</text></subparagraph><subparagraph id="idF255169D898646CA9987C6C9937F26B6"><enum>(B)</enum><text>by striking <quote>plan that includes</quote> and inserting the following: “plan—</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA0A4E744271D4DD384681C1F28F1339B"><paragraph id="id11C67ABE93084470A07DFE9C5CA33B8F"><enum>(1)</enum><text>to develop an immediate-term and long-term strategy, including policy recommendations across all modes of transportation, for the Department and other agencies to use infrastructure investments to revive the travel and tourism industry and the overall travel and tourism economy in the wake of the COVID–19 pandemic; and</text></paragraph><paragraph id="id5B2ABFCC1CAA4EC79877847E9BCBBB2F"><enum>(2)</enum><text>that includes</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idC60AA22447C642908D83CFB8CED91578"><enum>(3)</enum><text>in paragraph (2) (as so redesignated)—</text><subparagraph id="idE0231AA54E954DDEB9B31167746CDDE7"><enum>(A)</enum><text>in subparagraph (A) (as so redesignated), by inserting <quote>, including consideration of the impacts of the COVID–19 pandemic</quote> after <quote>network</quote>; </text></subparagraph><subparagraph id="id058CCE692DF54AD1A0AB4D216314B3B4"><enum>(B)</enum><text>in subparagraph (D) (as so redesignated), by inserting <quote>of regional significance</quote> after <quote>corridors</quote>; </text></subparagraph><subparagraph id="id7AFB515A57A8437E8A4CBF99756ACB2E"><enum>(C)</enum><text>in subparagraph (F) (as so redesignated), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="idE8277F7E2C304EB48F344F8E80887DD1"><enum>(D)</enum><text>in subparagraph (G) (as so redesignated), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id2E4C1956402B4883861D76509067735E"><enum>(E)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id374D34D6BFAA4E768C9F2CA4457AA10C"><subparagraph id="id8A7DC4EBF4474EC8ACBFA753B40C1157"><enum>(H)</enum><text>an identification of possible infrastructure investments that create recovery opportunities for small, underserved, minority, and rural businesses in the travel and tourism industry, including efforts to preserve and protect the scenic but often less-traveled roads that promote tourism and economic development throughout the country.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
