<official-title>To provide for the basic needs of students at institutions of higher education.</official-title> 
</form> 
<legis-body display-enacting-clause="yes-display-enacting-clause" id="H981CC0605A1948719618269567A564DB"> 
<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Basic Assistance for Students In College Act</short-title></quote> or the <quote><short-title>BASIC Act</short-title></quote>.</text></section> <section id="id0D38335DE42A4123884001BD76CEDC6C"><enum>2.</enum><header>Data Sharing</header> <subsection id="id388D0735535E469B90D03DC9C88CAD11"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary of Education, in coordination with the Secretary of Agriculture, the Secretary of Housing and Urban Development, and the Secretary of Health and Human Services, shall develop and implement an agreement to—</text> 
<paragraph id="idC769FF66FF6944D0A77BC8A4150C9A89"><enum>(1)</enum><text>securely share data among the respective Federal agencies of such Secretaries in order to, notwithstanding section 483(a)(3)(E) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1090">20 U.S.C. 1090(a)(3)(E)</external-xref>) and section 444 of the General Education Provisions Act (commonly known as the <quote>Family Educational Rights and Privacy Act of 1974</quote>), identify students described in subsection (b) who may be eligible for Federally funded programs to support basic needs through—</text> <subparagraph id="idE637863F79244CB19AD194B9DC191D0D" commented="no"><enum>(A)</enum><text>the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>), a nutrition assistance program carried out under section 19 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2028">7 U.S.C. 2028</external-xref>), or a nutrition assistance program carried out by the Secretary of Agriculture in the Northern Mariana Islands; </text></subparagraph> 
<subparagraph id="idab90c999fdda4e1db7a390b092ee1d93"><enum>(B)</enum><text>the supplemental security income program under title XVI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1381">42 U.S.C. 1381 et seq.</external-xref>);</text></subparagraph> <subparagraph id="id8518e139e2634661986862644bde6c88"><enum>(C)</enum><text>the program of block grants to States for temporary assistance for needy families under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>);</text></subparagraph> 
<subparagraph id="id6cab1e1f21e84accb97fec17e7e39227"><enum>(D)</enum><text>the special supplemental nutrition program for women, infants, and children established by section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>);</text></subparagraph> <subparagraph id="id1e3242397cb84c0aa601ca6d17108dd2"><enum>(E)</enum><text>the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>);</text></subparagraph> 
<subparagraph id="iddd778ee68ba24fc4905ed94d226ba61d"><enum>(F)</enum><text>Federal housing assistance programs, including tenant-based assistance under section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>), and public housing, as defined in section 3(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>);</text></subparagraph> <subparagraph id="ide201fee9238c48df89dd8a06eafd7f7e"><enum>(G)</enum><text>Federal child care assistance programs, including assistance under the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858">42 U.S.C. 9858 et seq.</external-xref>) and the Child Care Access Means Parents in School Program under section 419N of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070e">20 U.S.C. 1070e</external-xref>);</text></subparagraph> 
<subparagraph id="id2fa1969fd2f745fea1ed342e6706ea21"><enum>(H)</enum><text>the free and reduced price school lunch program established under the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751 et seq.</external-xref>);</text></subparagraph> <subparagraph id="id00de5e71af4c46649743cf421bb30e3f"><enum>(I)</enum><text>the refundable credit for coverage under a qualified health plan under <external-xref legal-doc="usc" parsable-cite="usc/26/36B">section 36B</external-xref> of the Internal Revenue Code of 1986;</text></subparagraph> 
<subparagraph id="id94851eff23eb49968641e617e6a36fc1"><enum>(J)</enum><text>the Earned Income Tax Credit under <external-xref legal-doc="usc" parsable-cite="usc/26/32">section 32</external-xref> of the Internal Revenue Code of 1986; </text></subparagraph> <subparagraph id="id049D6103695F4EADB4051DC519B1464F"><enum>(K)</enum><text>the Child Tax Credit under <external-xref legal-doc="usc" parsable-cite="usc/26/24">section 24</external-xref> of the Internal Revenue Code of 1986; or</text></subparagraph> 
<subparagraph id="idb3f64fb595fc4f07ba5a4d6e96b881fe" commented="no" display-inline="no-display-inline"><enum>(L)</enum><text>any other Federally funded program determined by the Secretary to be appropriate; and </text></subparagraph></paragraph> <paragraph id="id81AE79672A77404B9761B5AD812A33C8"><enum>(2)</enum><text>coordinate efforts to provide assistance to institutions of higher education to facilitate the enrollment of eligible students in the programs listed in paragraph (1).</text></paragraph></subsection> 
<subsection id="id1A61CF0606334413869A1ABC4A729B4D"><enum>(b)</enum><header>Covered students</header><text>Students described in this subsection are students who—</text> <paragraph id="idD7CC2CD8295349C9A1360E7F9AFB0007"><enum>(1)</enum><text>have applied for Federal financial aid; </text></paragraph> 
<paragraph id="id490E113C07554965922416CC5186B382"><enum>(2)</enum><text>are enrolled at institutions of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)), including full-time and part-time students; and</text></paragraph> <paragraph id="id23DBA117FDC24806AF2D922967E61900"><enum>(3)</enum><text>have not opted out of the information sharing under this section through the process described in subsection (c) or any other process established by the Secretary of Education. </text></paragraph></subsection> 
<subsection id="id31C0F85E70884B8490D6B0785D505140"><enum>(c)</enum><header>Inclusion on FAFSA</header> 
<paragraph id="id4929A57AAECB4C22A0575CC72953AB94"><enum>(1)</enum><header>In general</header><text>Students and borrowers, through the Free Application for Federal Student Aid under section 483 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1090">20 U.S.C. 1090</external-xref>), may authorize the Secretary of Education to disclose to the Federal agencies described in subsection (a)(1) information provided by the applicant on the application described by this subsection, as well as such applicant’s student aid index and scheduled Federal Pell Grant award, to assist in identification, outreach and application efforts for the application, award, and administration of such means-tested Federal benefits programs, except such information shall not include Federal tax information as specified in <external-xref legal-doc="usc" parsable-cite="usc/26/6103">section 6103(l)(13)(C)</external-xref> of the Internal Revenue Code of 1986.</text></paragraph> <paragraph id="idF6E86067943440C89D2EBB792ED27F88"><enum>(2)</enum><header>Opt-out</header><text>The Secretary shall provide an opportunity for students and borrowers to opt out of the authorization described in paragraph (1).</text></paragraph></subsection></section> 
<section id="idA246D008E026408E81EC54956EE5C5BE"><enum>3.</enum><header>Grants to support the basic needs of students</header><text display-inline="no-display-inline">Title VIII of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161a">20 U.S.C. 1161a</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id1E1C78704E834393A3868DE5789B5B26"> <part id="idA64DAAA239B74F08B2D86107D3039E55" style="OLC"><enum>BB</enum><header>Grants to support the basic needs of students</header> <section id="idEB85F12B450C4B759D0B422CE04DF2EC"><enum>899.</enum><header>Grants to support the basic needs of students</header> <subsection id="id7EAAD3E4085A46EF883A4B99CB409EAE"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="idE9FABC0345D940FE91F10A5A5457C3EE"><enum>(1)</enum><header>Basic needs</header><text>The term <term>basic needs</term> means the needs of students that support their success while enrolled at an eligible institution, including needs such as—</text> <subparagraph id="id314B0AE6FE074C5E82F153BE0BA04F7D"><enum>(A)</enum><text>food;</text></subparagraph> 
<subparagraph id="id846368D3BFBE4197B1125DE258AD96F8"><enum>(B)</enum><text>housing;</text></subparagraph> <subparagraph id="id4BB24FE3BB00400ABC50637463B73037"><enum>(C)</enum><text>transportation;</text></subparagraph> 
<subparagraph id="idBE77B90E56114BBCAD92CAEDD8ABF9FD"><enum>(D)</enum><text>child care;</text></subparagraph> <subparagraph id="id471129449D6E4F119897D6C93D2AABC4"><enum>(E)</enum><text>health care; and</text></subparagraph> 
<subparagraph id="idF0BDB8F0F06A4968AF509C057E36428A"><enum>(F)</enum><text>technology.</text></subparagraph></paragraph> <paragraph commented="no" id="id4FD93AE7CBEB45CBB7F7B96D6A0A2382"><enum>(2)</enum><header>Community college</header><text>The term <term>community college</term> means a public institution of higher education at which the highest degree that is predominantly awarded to students is an associate degree, including a 2-year Tribal Colleges or University, as defined in section 316.</text></paragraph> 
<paragraph id="id5635D1A054C94591A713925823E165F2"><enum>(3)</enum><header>Eligible institution</header><text>The term <term>eligible institution</term> means an institution of higher education (as defined in section 102) that participates in programs under title IV.</text></paragraph></subsection> <subsection id="id57D10419C2894A13A50C468C20EA63C8"><enum>(b)</enum><header>Planning Grants</header> <paragraph id="idF73493AE35F042B8B376509519A0E1F5"><enum>(1)</enum><header>In General</header><text>The Secretary shall award planning grants, on a competitive basis, to eligible institutions to enable the eligible institutions to conduct research and planning to reduce incidences of student food insecurity, housing insecurity, and homelessness and to meet other basic needs of students, by carrying out the activities described in paragraph (2). </text></paragraph> 
<paragraph id="idB7A9D9CDE1D94CAA8D37166A06AED3E1"><enum>(2)</enum><header>Activities</header><text>An eligible institution receiving a grant under this subsection shall use grant funds to carry out the following:</text> <subparagraph id="id34B2DE299F7B4700887FF168D5992E0A"><enum>(A)</enum><text>Establish a basic needs steering committee that will be responsible for creating and approving the basic needs strategy described in subparagraph (C), and that will be comprised of relevant campus stakeholders, such as—</text> 
<clause id="idFEAD273D882542EBB566DB2FF513B142"><enum>(i)</enum><text>students who have experienced challenges in meeting basic needs;</text></clause> <clause id="id74E951AE3FD94EB8843DEEF6298D6749"><enum>(ii)</enum><text>student government representatives;</text></clause> 
<clause id="idf4689dcbf39540b585c8a46357c0e072"><enum>(iii)</enum><text>institutional staff representing the areas of student financial aid, housing, dining, student affairs, academic advising, equity support services, accessibility services, and well-being services (including counseling or psychological services);</text></clause> <clause id="id2b9e3202ed6b4161ac6c135336d79f94"><enum>(iv)</enum><text>faculty;</text></clause> 
<clause id="idafe41cc896d64e4e907b31a587b03fb6"><enum>(v)</enum><text>relevant administrators, including local human services administrators;</text></clause> <clause id="idabe38b11de0c420d9d33b18205278efc"><enum>(vi)</enum><text>community-based organizations; and</text></clause> 
<clause id="ide7fd271b46954d5aa6e4e173be9b7644"><enum>(vii)</enum><text>representatives from local governmental agencies;</text></clause></subparagraph> <subparagraph id="idAD88271D0907480FA8553649118CD71B"><enum>(B)</enum><text>Conduct research regarding—</text> 
<clause id="id1BE27929562B4299B554A2E97C450886"><enum>(i)</enum><text>the level of unmet basic needs at the institution, disaggregated by race and ethnicity, income quintile, status as a first-generation college student (as defined in section 402A(h)), Federal Pell Grant eligibility status, disability status, status as a student parent, sex (including sexual orientation and gender identity), or other subgroup as determined by the institution;</text></clause> <clause id="id343434A34CC5440BA72252151EE48AD6"><enum>(ii)</enum><text>the presence of institutional barriers (such as award displacement) and current institutional interventions to address basic needs insecurity;</text></clause> 
<clause id="id2964CE491049477CAA7226BB4D33D57B"><enum>(iii)</enum> 
<subclause commented="no" display-inline="yes-display-inline" id="id4BCBF05CACF248E683A8EF7A87C363C2"><enum>(I)</enum><text>the resources and activities available to address basic needs of students, both on campus and off campus, as of the date of the research; and </text></subclause> <subclause id="id13672B2B62BC488E97965A3ADA8A4029" indent="up1"><enum>(II)</enum><text>the impact of such resources and activities; and</text></subclause></clause> 
<clause id="id9821FB058CC34CD083F0AAAABC061223"><enum>(iv)</enum><text>opportunities for coordination and collaboration between the institution and government or community-based organizations, such as—</text> <subclause id="id27099F1F51644024B89EDD69BCDCB830" commented="no"><enum>(I)</enum><text>the local office that administers benefits under the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>) and carries out employment and training programs under that Act or the temporary assistance for needy families program (TANF) and subsidized programs that meet the work requirements under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>); </text></subclause> 
<subclause id="id4F32B9E41DFA4C1CAF10471D181AA1D0"><enum>(II)</enum><text>organizations that participate in the Federal work-study program under part C of title IV; or</text></subclause> <subclause id="id40B901328AA141A1A4E80E9F973E4067" commented="no"><enum>(III)</enum><text>low-income housing assistance organizations, including those assisting with tenant-based assistance under section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>), and public housing, as defined in section 3(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>).</text></subclause></clause></subparagraph> 
<subparagraph id="id2333258CAE2E4B0B87C26C526EB53DC3"><enum>(C)</enum><text>Create a basic needs strategy that describes how the institution will—</text> <clause id="idCD6E578DA1134C808CE4A7DE0492A9C5"><enum>(i)</enum><text>seek to address or meet the basic needs of students through on-campus and off-campus providers; and</text></clause> 
<clause id="id76C5326F2D194B11AEDAB8082DDBCF74"><enum>(ii)</enum><text>incorporate the research conducted under subparagraph (B), including with respect to the subgroups identified under clause (i) of subparagraph (B), into the basic needs strategy.</text></clause></subparagraph></paragraph> <paragraph id="id2AA5ABBE1E974A2DAB10832D0B1CD74A"><enum>(3)</enum><header>Grant amounts; duration</header> <subparagraph id="id8BBDE783CC7B4D36AC0F8403AACF535E"><enum>(A)</enum><header>Amount</header><text>A grant under this subsection shall be in an amount not to exceed $50,000.</text></subparagraph> 
<subparagraph id="id9B893E4A71CF424A851B64CD529B10F5"><enum>(B)</enum><header>Duration</header><text>A grant under this subsection shall be for a period of not more than 2 years. </text></subparagraph></paragraph> <paragraph id="id16136995803B4020AD86941A427BD1F4"><enum>(4)</enum><header>Report</header><text>Not later than 60 days after the end of the planning grant period under this subsection, each eligible institution that receives such a grant shall submit a report to the Secretary describing the outcomes of the planning grant, regardless of whether the eligible institution intends to apply for an implementation grant.</text></paragraph></subsection> 
<subsection id="idE487C236E17443B196EC5F7749E9F488"><enum>(c)</enum><header>Implementation grants</header> 
<paragraph id="id98501271B7BA427CBBAACABADCF1A139"><enum>(1)</enum><header>In General</header> 
<subparagraph id="id2FD55A2CD6B849879E48A22A1DBF9D22"><enum>(A)</enum><header>Authorization of award</header><text>The Secretary shall award implementation grants, on a competitive basis, to eligible institutions to enable the eligible institutions to develop infrastructure to meet the basic needs of students, by implementing a basic needs strategy developed through a grant award under subsection (b) or another existing basic needs plan approved by the Secretary, and carrying out the activities described in paragraph (2).</text></subparagraph> <subparagraph id="idEDBCC923C3354B80B0C468CA6F4546B2"><enum>(B)</enum><header>Ongoing external funding</header><text>In order to be eligible to receive an implementation grant under this subsection, an eligible institution shall identify, in the application for such grant, an ongoing non-Federal funding mechanism to support the activities carried out with grant funds after the grant period has expired.</text></subparagraph></paragraph> 
<paragraph id="id8C34A91C18104366A6F615A7D5BFABA6"><enum>(2)</enum><header>Activities</header><text>An eligible institution receiving a grant under this subsection shall use the grant funds to carry out at least two of the following:</text> <subparagraph id="idFD744A432FDD4CDEB6C3287F65E703F4"><enum>(A)</enum><text>Providing free or subsidized food, secure sleeping arrangements, temporary housing, priority access to existing on-campus child care, and other basic needs to eligible students.</text></subparagraph> 
<subparagraph id="id97E9EBFB4E9C4B0DA959B226BB46CEB9"><enum>(B)</enum><text>Conducting outreach to students to reduce stigma, educate, and encourage students to participate in programs and receive services (including programs and services provided through grant funding) to meet basic needs.</text></subparagraph> <subparagraph id="id6EE5C24F2D044DBDB637A0E4CA20539F"><enum>(C)</enum><text>Educating students about public assistance programs (including State and local public assistance programs, and the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>), Federal housing assistance programs, and other income-based Federal assistance programs), supporting students' applications for those programs, and providing case management and training for students to maximize the public assistance that students receive to meet basic needs.</text></subparagraph> 
<subparagraph id="id12C68D0A1FB242488BD977AC8B8EA2C1"><enum>(D)</enum><text>Coordination and collaboration between the eligible institution and government or community-based organizations, such as the local office that administers benefits through the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>) or a low-income housing assistance organization.</text></subparagraph> <subparagraph id="id83E3BBCA21484BE4960E91F95347E0F3"><enum>(E)</enum><text>Purchasing materials, equipment, transportation, or facilities to reduce incidences of food and housing insecurity and address the basic needs of students at the eligible institution.</text></subparagraph> 
<subparagraph id="idDA1763A4263C4E479FF8FFE2F8532438"><enum>(F)</enum><text>Hiring and training personnel to build basic needs infrastructure and implement programming to meet the basic needs of students at the eligible institution.</text></subparagraph> <subparagraph id="idA214C4A29E584333A9E7A527EB98BA45"><enum>(G)</enum><text>Other activities or services determined appropriate by the Secretary.</text></subparagraph></paragraph> 
<paragraph id="id1758901CC0084D4480D1A198B54BCA31"><enum>(3)</enum><header>Grant amounts; duration</header> 
<subparagraph id="idEEC4B47824FF4869A07DC2A41B619542"><enum>(A)</enum><header>Amount</header><text>A grant under this subsection shall be in an amount not to exceed $1,000,000 total for each 5-year period.</text></subparagraph> <subparagraph id="idF2E1DB911C6442CC8011B91998201836"><enum>(B)</enum><header>Duration</header><text>A grant under this subsection shall be for a period of 5 years.</text></subparagraph></paragraph> 
<paragraph commented="no" id="idA0294A8E47E34986BDA658FFBE5C5273"><enum>(4)</enum><header>Report</header><text>The Secretary shall prepare and submit to Congress a report that describes—</text> <subparagraph commented="no" id="id9BA5052C7E33471DABCB6B5F06C2E0DC"><enum>(A)</enum><text>the impact of the grant under this subsection on eligible students;</text></subparagraph> 
<subparagraph commented="no" id="id77296A6C0DFA469B9702BD117401C047"><enum>(B)</enum><text>best practices for the provision of basic services to eligible students;</text></subparagraph> <subparagraph commented="no" id="id5505FC4BA29147EEB412FD82551E8BB6"><enum>(C)</enum><text>the obstacles faced by grant recipients; and</text></subparagraph> 
<subparagraph commented="no" id="idD25A86F4FB4A4B94AD7696754175D08F"><enum>(D)</enum><text>State or Federal policy barriers to meeting the basic needs of students at institutions of higher education.</text></subparagraph></paragraph> <paragraph commented="no" id="id4F63FC6B69AF4955A143721441A0147A"><enum>(5)</enum><header>Best practices</header><text>The Secretary shall disseminate to eligible institutions information about best practices, as described in paragraph (4)(B).</text></paragraph></subsection> 
<subsection commented="no" id="id3FE6CA05284A4A8190AE2443B090C22F"><enum>(d)</enum><header>Reservation; Priority; equitable distribution</header> 
<paragraph commented="no" id="idA648E8C3862F4B6F8ABEDE39B5D37154"><enum>(1)</enum><header>Reservation</header><text>In awarding grants under subsections (b) and (c), the Secretary shall reserve an amount equal to not less than 25 percent of the total amount available for grants under those subsections for grant awards to community colleges.</text></paragraph> <paragraph commented="no" id="idC6A19695926943CA88F23F0567E346D3"><enum>(2)</enum><header>Priority</header><text>In awarding grants under subsections (b) and (c), the Secretary shall give priority to the following:</text> 
<subparagraph commented="no" id="idC0EEA786B3424F858E4BAD46A6E2E116"><enum>(A)</enum><text>Eligible institutions with respect to which not less than 25 percent of enrolled students are students that are eligible to receive a Federal Pell Grant under subpart 1 of part A of title IV.</text></subparagraph> <subparagraph commented="no" id="id4B9B88701F064055B0F1AE4FD85E633A"><enum>(B)</enum><text>Eligible institutions that are described in section 371(a).</text></subparagraph></paragraph> 
<paragraph commented="no" id="id2210BCCC3383418D938AB9EB7FDC7766"><enum>(3)</enum><header>Equitable distribution</header><text>In awarding grants under subsections (b) and (c), the Secretary shall ensure an equitable distribution of grant awards to eligible institutions in States based on State population.</text></paragraph></subsection> <subsection commented="no" id="id8CE451214C2F4B1190390847C891449F"><enum>(e)</enum><header>Limitation</header><text>An eligible institution receiving a grant under—</text> 
<paragraph commented="no" id="id70B0DEF83F4C419CB5CDF463B7E810FE"><enum>(1)</enum><text>subsection (b) shall not use more than 50 percent of grant funds for personnel expenses; and</text></paragraph> <paragraph commented="no" id="id60ADD1A58AF143E0A515BE11468E6E2F"><enum>(2)</enum><text>subsection (c) shall not use more than 75 percent of grant funds for personnel expenses.</text></paragraph></subsection> 
<subsection commented="no" id="idCA270AB367C0452C81A43810AADE6BFB"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $1,000,000,000 for fiscal years 2022 through 2028, of which—</text> <paragraph commented="no" id="id512C2B400BC945BAB8C01BD45A8E683F"><enum>(1)</enum><text>$40,000,000 are authorized to be appropriated to carry out planning grants under subsection (b); and</text></paragraph> 
<paragraph commented="no" id="id475490B1687842149944F0440782B355"><enum>(2)</enum><text>$960,000,000 are authorized to be appropriated to carry out implementation grants under subsection (c).</text></paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body> </bill>
