which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a Rural Opportunities to Use Transportation for Economic Success Initiative, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H2CC7A3AE2BF946AB8D84D82BBE3C577A"><section section-type="section-one" id="H78214D3C00444D7D8AC57D308E1BC13A"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Opportunities to Use Transportation for Economic Success Act</short-title></quote> or the <quote><short-title>ROUTES Act</short-title></quote>. </text></section><section section-type="subsequent-section" id="HC3FA0C1937854677B16AB23E943AE45A"><enum>2.</enum><header>Rural opportunities to use transportation for economic success initiative</header><subsection id="id87cd7ca3923b464d90e1dfa3cd21a12c"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id739f03ee3b27485a87ac84351e280bc1"><enum>(1)</enum><header>ROUTES council</header><text>The term <term>ROUTES Council</term> means the Rural Opportunities to Use Transportation for Economic Success Council established by subsection (c)(1).</text></paragraph><paragraph id="id9aea553c071d46df8cb2b678d0e2bcbe"><enum>(2)</enum><header>ROUTES office</header><text>The term <term>ROUTES Office</term> means the Rural Opportunities to Use Transportation for Economic Success Office established by subsection (b)(1).</text></paragraph><paragraph id="id7ee95c22976440ac904fdb679c3ba745"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph></subsection><subsection id="idf2d883afb13e40f8b7e246a30912f8e2"><enum>(b)</enum><header>ROUTES office</header><paragraph id="id735afc96437e4cdc95e45eaae4f9a566"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish within the Department of Transportation the Rural Opportunities to Use Transportation for Economic Success Office—</text><subparagraph id="id1f141ed4230e4bddad8048409d52eb4f"><enum>(A)</enum><text>to improve analysis of projects from rural areas, Tribal areas, and underserved communities in rural or Tribal areas applying for Department of Transportation discretionary grants, including ensuring that project costs, local resources, and the larger benefits to the people and the economy of the United States are appropriately considered; and</text></subparagraph><subparagraph id="idb1593ba466ab4126acfb0ea28c92f617"><enum>(B)</enum><text>to provide rural communities, Tribal communities, and underserved communities in rural or Tribal areas with technical assistance for meeting the transportation infrastructure investment needs of the United States in a financially sustainable manner.</text></subparagraph></paragraph><paragraph id="id3cb3d68b9a2143cdb3822668b28f5837"><enum>(2)</enum><header>Objectives</header><text>The ROUTES Office shall—</text><subparagraph id="id50cc482eb89449c2987973890694b342"><enum>(A)</enum><text>collect input from knowledgeable entities and the public on—</text><clause id="id6675af38702845efa99aec151120f639"><enum>(i)</enum><text>the benefits of rural and Tribal transportation projects;</text></clause><clause id="id610b43df713a41b1b40301e7bdc77e50"><enum>(ii)</enum><text>the technical and financial assistance required for constructing and operating rural and Tribal transportation infrastructure and services; </text></clause><clause id="id8b73e46d5d294642b039d4d7cd04966a"><enum>(iii)</enum><text>barriers and opportunities to funding rural and Tribal transportation projects; and</text></clause><clause id="id3DC13D3166AC47E8AE919BCD4CDD635F"><enum>(iv)</enum><text>unique transportation barriers and challenges facing underserved communities in rural and Tribal areas and ways to address those challenges;</text></clause></subparagraph><subparagraph id="idC23F3A5B1B174B9191C3B6DCAEC29B36"><enum>(B)</enum><text>evaluate data on rural and Tribal transportation challenges and determining methods to align the discretionary funding and financing opportunities of the Department of Transportation with the needs of those communities for meeting national transportation goals; and</text></subparagraph><subparagraph id="id06ff8672ee4b4e8c98b50d802d0759d9"><enum>(C)</enum><text>educate rural communities and Tribal communities about applicable Department of Transportation discretionary grants, develop effective methods to evaluate projects in those communities in discretionary grant programs, and communicate those methods through program guidance.</text></subparagraph></paragraph></subsection><subsection id="id1528741e62444443971287cf90eedbc4"><enum>(c)</enum><header>ROUTES council</header><paragraph id="id923dcc6536ee4c73a2aa712f2ec60b78"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a Rural Opportunities to Use Transportation for Economic Success Council—</text><subparagraph id="ide1c95d8a0b0e484d910263e1647488ff"><enum>(A)</enum><text>to organize, guide, and lead the ROUTES Office; and</text></subparagraph><subparagraph id="id71149c0c5dc74497a8b4e6447009fd92"><enum>(B)</enum><text>to coordinate rural-related and Tribal-related funding programs and assistance among the modal administrations.</text></subparagraph></paragraph><paragraph id="id898390fce54f41a5910a2e4f427bad0f"><enum>(2)</enum><header>Membership</header><subparagraph id="idcf2768b90cef476bb4baa1a98192d118"><enum>(A)</enum><header>In general</header><text>The ROUTES Council shall be composed of the following officers of the Department of Transportation, or their designees:</text><clause id="id0fe594c4b7d6450bb7901830b767fb19"><enum>(i)</enum><text>The Under Secretary of Transportation for Policy.</text></clause><clause id="idc7fc98fb28c84ab5bc2a71c7cd23977b"><enum>(ii)</enum><text>The General Counsel.</text></clause><clause id="idafd9ee172e5842639e80cf34afac5939"><enum>(iii)</enum><text>The Chief Financial Officer and Assistant Secretary for Budget and Programs.</text></clause><clause id="id7767c656c92b4312a795c3a6b95fe17c"><enum>(iv)</enum><text>The Assistant Secretary for Research and Technology.</text></clause><clause id="id303528c576fa4646b1e0d0b36a22a9c3"><enum>(v)</enum><text>The Administrators of—</text><subclause id="idb473a09396ec4545bf57a578b5248a2f"><enum>(I)</enum><text>the Federal Aviation Administration;</text></subclause><subclause id="idd3110002d6944f689321aa8e07347f67"><enum>(II)</enum><text>the Federal Highway Administration;</text></subclause><subclause id="idb8eac179b06b490aba722281b97e3e1c"><enum>(III)</enum><text>the Federal Railroad Administration; and</text></subclause><subclause id="iddbc18280fcb74d989c44d92fcc0aaa24"><enum>(IV)</enum><text>the Federal Transit Administration.</text></subclause></clause><clause id="ide1a3525a1ef140dc8b04503e3fbb46e2"><enum>(vi)</enum><text>The Executive Director of the National Surface Transportation and Innovative Finance Bureau established under section 116 of title 49, United States Code.</text></clause><clause id="idba004170c3d14ca0921cff074fc23f8f"><enum>(vii)</enum><text>The Assistant Secretary of Government Affairs.</text></clause><clause id="id84dc1eb775f948cab79634ffed0a6eb3"><enum>(viii)</enum><text>Such other individuals as the Secretary may designate.</text></clause></subparagraph><subparagraph id="id74d0ed6913ab4deca66b223a91331a78"><enum>(B)</enum><header>Chair</header><text>The Under Secretary of Transportation for Policy shall be the Chair of the ROUTES Council.</text></subparagraph><subparagraph id="ida58d23425f06412598feac2ca4795499"><enum>(C)</enum><header>Additional members</header><text>The Secretary or the Chair of the ROUTES Council may designate additional members to serve on the ROUTES Council.</text></subparagraph></paragraph><paragraph id="id533d628e8a074b0cab04f91bddeb94e9"><enum>(3)</enum><header>Additional modal input</header><text>To address issues related to safety and transport of rural and Tribal commodities, the ROUTES Council shall consult with the Administrators (or their designees) of—</text><subparagraph id="id3604a56ef7464f19887a731a79e623f5"><enum>(A)</enum><text>the Maritime Administration;</text></subparagraph><subparagraph id="id69c937a4cf9143a487b7f18760421c24"><enum>(B)</enum><text>the Great Lakes St. Lawrence Seaway Development Corporation; and</text></subparagraph><subparagraph id="id439f49802fba4326bfe579caca62c5c5"><enum>(C)</enum><text>the National Highway Traffic Safety Administration.</text></subparagraph></paragraph><paragraph id="id109c4ee718004fec8bcc2b92721b174c"><enum>(4)</enum><header>Duties</header><text>Members of the ROUTES Council shall—</text><subparagraph id="ida0da1a35cf3f457b8f3dfa72f4f68784"><enum>(A)</enum><text>participate in all meetings and relevant ROUTES Council activities and be prepared to share information relevant to rural and Tribal transportation infrastructure projects and issues;</text></subparagraph><subparagraph id="ida7840c0032c54df5bc510b9c90c2c623"><enum>(B)</enum><text>provide guidance and leadership on rural and Tribal transportation infrastructure issues and represent the work of the ROUTES Council and Department of Transportation on those issues to external stakeholders; and</text></subparagraph><subparagraph id="id8fe35fded2224a2fa468c00513c2c5be"><enum>(C)</enum><text>recommend initiatives to the Chair of the ROUTES Council to consider, establish, and staff any resulting activities or working groups.</text></subparagraph></paragraph><paragraph id="id5ce96420c89d412f8b5c98bafc132f24"><enum>(5)</enum><header>Meetings</header><text>The ROUTES Council shall meet bimonthly.</text></paragraph><paragraph id="idf33ad2048708446b96b4df53b45cb31f"><enum>(6)</enum><header>Work products and deliverables</header><text>The ROUTES Council may develop work products or deliverables to meet the goals of the ROUTES Council, including—</text><subparagraph id="id1165403e310147ee8682bae146093525"><enum>(A)</enum><text>an annual report to Congress describing ROUTES Council activities for the past year and expected activities for the coming year;</text></subparagraph><subparagraph id="ida006bb9501ea46ebb3bbf506780a3ba8"><enum>(B)</enum><text>any recommendations to enhance the effectiveness of Department of Transportation discretionary grant programs regarding rural and Tribal infrastructure issues; and</text></subparagraph><subparagraph id="id9c95016a37884b60851520b57ceccf9c"><enum>(C)</enum><text>other guides and reports for relevant groups and the public.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
