which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Transportation to establish a grant program to improve the functioning of traffic signals through the implementation of innovative technology, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H4337F2100B7448FAB9C50D212B21E958"><section section-type="section-one" id="H6293810018BB40A88C8EDB79DDE74E4E"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Smart Intersections Act of 2021</short-title></quote>.</text></section><section id="H182F8AB73AA74D1E87E9AF57141988CF"><enum>2.</enum><header>Smart Technology Traffic Signals Grant Program</header><subsection id="id4D0EC4E910E745A480B01528253651CD"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary shall establish a grant program, to be known as the <term>Smart Technology Traffic Signals Grant Program</term>, under which the Secretary shall make grants to eligible entities to improve the functioning of traffic signals in a manner that—</text><paragraph id="H2CECCC9560454032B4A241A96D222AF2"><enum>(1)</enum><text>reduces traffic congestion;</text></paragraph><paragraph id="HB54D26475207407497E992E7CE98ED76"><enum>(2)</enum><text>improves the safety and effectiveness of roadways;</text></paragraph><paragraph id="HA5DBCD59CAC84EA7A9A3F773BB2B1748"><enum>(3)</enum><text>reduces fuel costs for drivers;</text></paragraph><paragraph id="HB57F1C47893F4D5EBE7BF15EF510F365"><enum>(4)</enum><text>reduces air pollution; and</text></paragraph><paragraph id="id28AD208333AB4BC8848FBC7741C306F3"><enum>(5)</enum><text>improves emergency response.</text></paragraph></subsection><subsection id="H9D0E827D6AA14CEA83549EDBFDB3AE6F"><enum>(b)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible to receive a grant under the program, an eligible entity shall submit to the Secretary an application at such time, in such form, and containing such information as the Secretary may require. </text></subsection><subsection id="H2C5D6044C9B74ED2B1027CA11025A3AC"><enum>(c)</enum><header>Use of grant funds</header><text>An eligible entity that receives a grant under the program shall use the grant—</text><paragraph commented="no" display-inline="no-display-inline" id="idE8109D3595644891B485BB1A85F3C397"><enum>(1)</enum><text>to improve active management of traffic signals, including through the use of automated traffic signal performance measures; </text></paragraph><paragraph id="id37C501E981064D64B4CE022CB9CB72CF"><enum>(2)</enum><text>to implement strategies, activities, and projects that support active management of traffic signal operations, including through—</text><subparagraph id="idE29EA1F3AA0E4B4288C0C8A1AFBACEF6"><enum>(A)</enum><text>optimization of corridor timing;</text></subparagraph><subparagraph id="idAFD8F60A66A44584AC16F656F4C3256B"><enum>(B)</enum><text>improved vehicle, pedestrian, and bicycle detection at traffic signals; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6DF4A91F4B5C47429B1143D5A8CCA339"><enum>(C)</enum><text>the use of connected vehicle technologies;</text></subparagraph></paragraph><paragraph id="idC4F70107AB6F4F52B8945659A20673E8"><enum>(3)</enum><text>to replace outdated traffic signals, as needed; and</text></paragraph><paragraph id="id19C4675575B443BFA750D2122DCC573C"><enum>(4)</enum><text>in the case of an eligible entity that is a local government entity serving a population of less than 500,000, to pay the costs of temporary staffing hours dedicated to updating traffic signal technology.</text></paragraph></subsection><subsection id="H531BE4795A1F4CF5B4D22DB1CB656AC8"><enum>(d)</enum><header>Timing of expenditures</header><text>An eligible entity that receives a grant under the program shall fully expend the grant funds by the date that is 3 years after the date on which grant funds are first made available to the eligible entity.</text></subsection><subsection id="HB49B6E224EB5491289BC224757536390"><enum>(e)</enum><header>Federal share</header><paragraph id="H8E338136AA4F4F0C87575CDCB5D05171"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal share of the costs of a project assisted with a grant under the program may not exceed 80 percent.</text></paragraph><paragraph id="HEEB044801E47437CB4CA6696627218E9"><enum>(2)</enum><header>In-kind contributions</header><text display-inline="yes-display-inline">The non-Federal share of the costs of a project assisted with a grant under the program may be derived in whole or in part from in-kind contributions.</text></paragraph></subsection><subsection id="H358478F7F6604038B71F4AA258F47083"><enum>(f)</enum><header>Prohibition</header><text display-inline="yes-display-inline">A grant awarded under the program may not be used to purchase, operate, or maintain an automated traffic enforcement system.</text></subsection><subsection id="H7163AF2D5AD649848D7271A93450EA3B"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary such sums as are necessary to carry out the program. </text></subsection><subsection id="H525AFA6749DD4A28AB3FA6470A99B4E7"><enum>(h)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HD47E2470DF1E4DBB808C29E14B42736D"><enum>(1)</enum><header>Automated traffic enforcement system</header><text display-inline="yes-display-inline">The term <term>automated traffic enforcement system</term> means any device that captures an image of, or information from, a vehicle for the purposes of traffic law enforcement. </text></paragraph><paragraph id="id1D09E3A07F3C46D486189D355EA4CEB4"><enum>(2)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means a State, local, or Tribal government entity.</text></paragraph><paragraph id="idEB78E4C0D88A4626902E3EC10CE3A67F"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the Smart Technology Traffic Signals Grant Program established under subsection (a).</text></paragraph><paragraph id="id3C56704BB79B49B6BBDFAD7DD45FD1E1"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation. </text></paragraph></subsection></section><section id="idD886971E85134D46ACCB0FCFC0D8E0A9"><enum>3.</enum><header>GAO study</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall carry out, and submit to Congress a report describing the results of, a study on the potential for reducing greenhouse gas emissions by improving the efficiency of traffic systems.</text></section></legis-body></bill>
