which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Energy to establish an energy efficiency materials pilot program.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section id="id07CCC4115D654616BDF2C05941ADEFE7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nonprofit Energy Efficiency Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id8EE160E837DE41C69A240B2FAA3571AA"><enum>2.</enum><header>Energy efficiency materials pilot program</header><subsection id="ida58343e49b4c42ffac83704c9047927c"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id72512644613940509679118206e90538"><enum>(1)</enum><header>Applicant</header><text>The term <term>applicant</term> means a nonprofit organization that applies for a grant under this section.</text></paragraph><paragraph id="ida414454703854bbbb83cc14fd275a31a"><enum>(2)</enum><header>Energy-efficiency material</header><subparagraph id="ide6615550de2d45f8966146172785a75f"><enum>(A)</enum><header>In general</header><text>The term <term>energy-efficiency material</term> means a material (including a product, equipment, or system) the installation of which results in a reduction in use by a nonprofit organization of energy or fuel.</text></subparagraph><subparagraph id="ide0e9b750ed1045489fddfa4b61c38bbf"><enum>(B)</enum><header>Inclusions</header><text>The term <term>energy-efficiency material</term> includes—</text><clause id="idff78fc2f34d54f9aa65de9e81a60514e"><enum>(i)</enum><text>a roof or lighting system or component of the system;</text></clause><clause id="id5af00fd15e8443048d2a1c6d9d4d7756"><enum>(ii)</enum><text>a window;</text></clause><clause id="idad4b94e40b10410cb84f925590d7ae35"><enum>(iii)</enum><text>a door, including a security door;</text></clause><clause id="idec90e9b8e8a741fdba7a87e845c2ed2b"><enum>(iv)</enum><text>a heating, ventilation, or air conditioning system or component of the system (including insulation and wiring and plumbing improvements needed to serve a more efficient system); and</text></clause><clause id="id1524c1d06ecf4abea35845a2ccc2298a"><enum>(v)</enum><text>a renewable energy generation or heating system, including a solar, photovoltaic, wind, geothermal, or biomass (including wood pellet) system or component of the system.</text></clause></subparagraph></paragraph><paragraph id="id62669436f83548e69152574dd912ed3a"><enum>(3)</enum><header>Nonprofit building</header><subparagraph id="id55d1d45a951548319d03bbb5bde269e2"><enum>(A)</enum><header>In general</header><text>The term <term>nonprofit building</term> means a building operated and owned by an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.</text></subparagraph><subparagraph id="id8f03216c71a14a65917a3b2b512d089b"><enum>(B)</enum><header>Inclusions</header><text>The term <term>nonprofit building</term> includes a building described in subparagraph (A) that is—</text><clause id="id4576f607729d410888fdef8030b53fa3"><enum>(i)</enum><text>a hospital;</text></clause><clause id="id6c47ac495a3f44538c26569323335f51"><enum>(ii)</enum><text>a youth center;</text></clause><clause id="id270772db2b6e4fc2aaa749c2ad51d2e1"><enum>(iii)</enum><text>a school;</text></clause><clause id="id8b492830eacc44fc9d3e9e50a6cf3281"><enum>(iv)</enum><text>a social-welfare program facility;</text></clause><clause id="id1bc6d2dc79c1462cac220f91b1e76231"><enum>(v)</enum><text>a faith-based organization; or</text></clause><clause id="id5641869e722749a3849bc61b7882c980"><enum>(vi)</enum><text>any other nonresidential and noncommercial structure.</text></clause></subparagraph></paragraph><paragraph id="idB5751E5AB7C14F53A17421CE2160312D"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph></subsection><subsection id="id397ae9ab91b049d888f770e4e66bb921"><enum>(b)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall establish a pilot program to award grants for the purpose of providing nonprofit buildings with energy-efficiency materials.</text></subsection><subsection id="id242ad0bc396049099883c6a9c6069b1e"><enum>(c)</enum><header>Grants</header><paragraph id="idd29319dec6284b748a0acbc889e1b0a3"><enum>(1)</enum><header>In general</header><text>The Secretary may award grants under the program established under subsection (b).</text></paragraph><paragraph id="ida5f074dc2f9e41b29113b0c4cee63065"><enum>(2)</enum><header>Application</header><text>The Secretary may award a grant under paragraph (1) if an applicant submits to the Secretary an application at such time, in such form, and containing such information as the Secretary may prescribe.</text></paragraph><paragraph id="id4cf95dc34591469bb1405565ee44d318"><enum>(3)</enum><header>Criteria for grant</header><text>In determining whether to award a grant under paragraph (1), the Secretary shall apply performance-based criteria, which shall give priority to applicants based on—</text><subparagraph id="id0f570b73c66a42f5808ca85627f87ca7"><enum>(A)</enum><text>the energy savings achieved;</text></subparagraph><subparagraph id="idb17e333bd36d41238cc524602d15fcb2"><enum>(B)</enum><text>the cost effectiveness of the use of energy-efficiency materials;</text></subparagraph><subparagraph id="id93bc2ace0a774874bb2f8562faa965d7"><enum>(C)</enum><text>an effective plan for evaluation, measurement, and verification of energy savings; and</text></subparagraph><subparagraph id="id39e7f27e1c034eb3960204712a4d2098"><enum>(D)</enum><text>the financial need of the applicant.</text></subparagraph></paragraph><paragraph id="id45a497021a3b4ce79fc60af372e9b815"><enum>(4)</enum><header>Limitation on individual grant amount</header><text>Each grant awarded under this section shall not exceed $200,000.</text></paragraph></subsection><subsection id="id88917c076b0e481faf7f95b36bf8f494"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2021 through 2025, to remain available until expended.</text></subsection></section></legis-body></bill>
