which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Higher Education Act of 1965 to direct the Secretary of Education to award institutions of higher education grants for teaching English learners.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H2C610FF733624150947EC5080D8F7BA6"><section section-type="section-one" id="HFD00EB60207A4CD49EA8E4DCC6A24853"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reaching English Learners Act</short-title></quote>.</text></section><section id="H296658F5AD0F4118A76933AB27DA413E"><enum>2.</enum><header>Teaching English learners grant</header><text display-inline="no-display-inline">Part B of title II of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1031">20 U.S.C. 1031 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H7F8AE9F9BCD84A9CB6F4383FDC630919"><subpart id="H1DC9F83FA43A4A528877F87D551BF12C"><enum>6</enum><header>Teaching English learners grant</header><section id="H381E944679034254B056A495BD786F0A"><enum>259.</enum><header>Teaching English learners grant</header><subsection id="HC165F11AC1E143DC9F4CEFD1729731F0"><enum>(a)</enum><header>Authorization of program</header><text>The Secretary shall award grants, on a competitive basis, to eligible partnerships to improve the preparation of teacher candidates to ensure that such teacher candidates possess the knowledge and skills necessary to effectively instruct English learners.</text></subsection><subsection id="H9A60309CC8D446D685D172596885E354"><enum>(b)</enum><header>Duration of grants</header><text display-inline="yes-display-inline">A grant under this section shall be awarded for a period of not more than 5 years.</text></subsection><subsection id="idd8e3e8a069d145538b5115ab73b56e16"><enum>(c)</enum><header>Preference</header><text>In awarding grants under this section, the Secretary shall give preference to eligible partnerships that recruit and enroll teacher candidates who are from underrepresented populations or former English learners.</text></subsection><subsection id="H772F400D34744143A772AB045AD1E543"><enum>(d)</enum><header>Non-Federal share</header><text display-inline="yes-display-inline">An eligible partnership that receives a grant under this section shall provide not less than 50 percent of the cost of the activities carried out with such grant from non-Federal sources, which may be provided in cash or in kind.</text></subsection><subsection id="H9D7B60E79DC747E3BD52B9E28A11CB4A"><enum>(e)</enum><header>Uses of funds</header><text display-inline="yes-display-inline">An eligible partnership that receives a grant under this section shall use the grant to—</text><paragraph id="id736dad01704e4def822b4892ec3611ce"><enum>(1)</enum><text>develop, or strengthen, an undergraduate, postbaccalaureate, or master’s teacher preparation program that enables the graduate to meet the State’s licensure or certification requirements to teach English learners and incorporates evidence-based strategies for teaching English learners (including bilingual, immersion, and dual-language education) into the education curriculum and academic content;</text></paragraph><paragraph id="H5A9BB4AC356D44628FF29E34BC7584DA"><enum>(2)</enum><text>provide teacher candidates participating in a program under paragraph (1) with skills related to—</text><subparagraph id="HF0D209842FB6463BAC60864FBF24C12A"><enum>(A)</enum><text>helping English learners—</text><clause id="H342EB1ED23E742D1992730B374A41B23"><enum>(i)</enum><text>achieve at high levels in early childhood education programs, and elementary schools and secondary schools so such English learners can meet the challenging State academic standards that—</text><subclause id="HAE0EC1D472284155B863606DC0F9457D"><enum>(I)</enum><text>have been adopted under section 1111(b)(1) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311(b)(1)</external-xref>) by the State of the school attended or to be attended by the English learners; and</text></subclause><subclause id="H0197E75DC34647428C3ECFB70ACB1B30"><enum>(II)</enum><text>apply to all public school students in the State; and</text></subclause></clause><clause id="HF8979071E352466E862CF3ED01CC5916"><enum>(ii)</enum><text>attain English proficiency;</text></clause></subparagraph><subparagraph id="HD69448DEC80C4420AB33DD46FF6FE640"><enum>(B)</enum><text display-inline="yes-display-inline">appropriately identifying and meeting the specific learning needs of children with disabilities who are English learners;</text></subparagraph><subparagraph id="HD3E51F8DD6CC4C1EAF535575FB67988E"><enum>(C)</enum><text display-inline="yes-display-inline">recognizing and addressing the social and emotional needs of English learners; and</text></subparagraph><subparagraph id="HF3C092111BDC4890BDD56E2295DF392E"><enum>(D)</enum><text display-inline="yes-display-inline">promoting parental, family, and community engagement in educational programs that serve English learners; and</text></subparagraph></paragraph><paragraph id="ida8ad301bca2e4fd18f2db576cb1911a4"><enum>(3)</enum><text>provide teacher candidates participating in the program with high-quality preservice clinical experience that includes, to the extent practicable—</text><subparagraph id="id18ea8703b3ed4699a4dda076528f940d"><enum>(A)</enum><text>clinical learning in classrooms that service English learners; and</text></subparagraph><subparagraph id="id23601eba6a624d50a40e76a093bc7d33"><enum>(B)</enum><text>mentoring by a teacher certified to teach English learners.</text></subparagraph></paragraph></subsection><subsection id="HFB569DED19C54D74B0D498C6A311028B"><enum>(f)</enum><header>Application</header><text display-inline="yes-display-inline">An eligible partnership seeking a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. Such application shall include—</text><paragraph id="H45A0DBAD97EE47AE8F2A71FFC8C57326"><enum>(1)</enum><text>a self-assessment by the eligible partnership of the existing teacher preparation program at the institution of higher education and the needs related to preparing teacher candidates to instruct English learners in the manner described in subsection (e)(2);</text></paragraph><paragraph id="H6CFD57C694084AD69BA6C73DD962F9D6"><enum>(2)</enum><text display-inline="yes-display-inline">a self-assessment by the eligible partnership of the personnel needs for teachers who instruct English learners at local, early childhood education programs, and elementary schools and secondary schools;</text></paragraph><paragraph id="iddd35cd13866b48c3ac83355b98fb9686"><enum>(3)</enum><text>a description of the intended uses of such grant; and</text></paragraph><paragraph id="idf6e2950dddf146e284fe88a0cb62df89"><enum>(4)</enum><text>a description of the plan to carry out the evaluation under subsection (g)(1).</text></paragraph></subsection><subsection id="HAF2AC2225DA74ED197F995A6600011D8"><enum>(g)</enum><header>Evaluations</header><paragraph id="HC6F3EA2CED27491BA8AD7BA5FB7E17AA"><enum>(1)</enum><header>Report from eligible partnerships</header><text display-inline="yes-display-inline">An eligible partnership receiving a grant under this section shall submit to the Secretary the results of an evaluation conducted by the partnership at the end of the grant period to determine—</text><subparagraph id="H654FFAAA619F452D8473ED3A559F787B"><enum>(A)</enum><text>the effectiveness of teachers who completed a program under subsection (e)(1) with respect to instruction of English learners;</text></subparagraph><subparagraph id="HAE0959DF7A974DD6A13BBFCF74BF8C21"><enum>(B)</enum><text>the systemic impact of the activities carried out by such grant on how such partnership prepares teachers to provide instruction in early childhood education programs, and elementary schools and secondary schools; and</text></subparagraph><subparagraph id="id311e22da75d441eaaf4ee6ae3cc27e3d"><enum>(C)</enum><text>the percentage of teacher candidates that meet the State certification and licensure requirements for teaching English learners.</text></subparagraph></paragraph><paragraph id="HD629B803AC4344AD8DDB1F00BDE49CBE"><enum>(2)</enum><header>Report from the Secretary</header><text display-inline="yes-display-inline">Not later than 180 days after the last day of the grant period under this section, the Secretary shall make available to the authorizing committees and the public—</text><subparagraph id="H421EA70E1C984A918B724899941EB5C2"><enum>(A)</enum><text>the findings of the evaluations submitted under paragraph (1); and</text></subparagraph><subparagraph id="H8C4B97B59F80490887227412D98F6E61"><enum>(B)</enum><text>information on best practices related to effective instruction of English learners.</text></subparagraph></paragraph></subsection><subsection id="id3476cfbd9a9048f48bbe3aa140240ef0"><enum>(h)</enum><header>Supplement, not supplant</header><text>An eligible partnership receiving a grant under this section may use the grant only to supplement funds made available from non-Federal sources to carry out the activities supported by such grant, and in no case to supplant such funds from non-Federal sources.</text></subsection><subsection id="HFA0F57D6560E4B729D23045196C3C4A5"><enum>(i)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H74544EAB44FC452CA157A3CF29A90DF1"><enum>(1)</enum><header>Child with a disability</header><text display-inline="yes-display-inline">The term <term>child with a disability</term> has the meaning given the term in section 602 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1401">20 U.S.C. 1401</external-xref>).</text></paragraph><paragraph id="HC727E1FB895B4A20BA1103A7EE2C4A5A"><enum>(2)</enum><header>Eligible institution of higher education</header><text display-inline="yes-display-inline">The term <term>eligible institution of higher education</term> means an institution of higher education that has a program of study that leads to an undergraduate degree, a master’s degree, or completion of a postbaccalaureate program required for teacher certification or licensure, including any requirements for certification obtained through alternative routes to certification.</text></paragraph><paragraph id="HD658C0E28C9849E7B5EB9B1C2B66A9C5"><enum>(3)</enum><header>Eligible partnership</header><text>The term <term>eligible partnership</term> means an eligible institution of higher education in partnership with a high-need local educational agency or a high-need early childhood education program.</text></paragraph><paragraph id="HAC9ECD3FDCF94385AE0F2AE2FBC1ABDE"><enum>(4)</enum><header>English learner</header><text>The term <term>English learner</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
