which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve Vet Centers of the Department of Veterans Affairs, and for other purposes. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vet Center Improvement Act of 2021</short-title></quote>.</text></section><section id="id4A33CC19E8154DDA87CB08D5C286D6FD"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id3F711C9D558C468A8DB26BD79814CBEB"><enum>(1)</enum><header>Vet Center</header><text display-inline="yes-display-inline">The term <term>Vet Center</term> has the meaning given that term in section 1712A(h) of title 38, United States Code.</text></paragraph><paragraph id="idC7901F110B034BA9980B15E15B08F1FE"><enum>(2)</enum><header>Veterans service organization</header><text>The term <term>veterans service organization</term> means an organization recognized by the Secretary of Veterans Affairs for the representation of veterans under section 5902 of title 38, United States Code.</text></paragraph></section><section id="id449EE6C2EF4C429790DD05F97E7B0B67"><enum>3.</enum><header>Productivity expectations for readjustment counselors of Vet Centers</header><subsection id="id67F9996C60964A87BD94D60FC2918C8B"><enum>(a)</enum><header>Evaluation of productivity expectations</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall evaluate productivity expectations for readjustment counselors of Vet Centers, including by obtaining systematic feedback from counselors on such expectations, including with respect to following: </text><paragraph id="id7DF67D44AC3E42BCBA6EB1A2CE477CDD"><enum>(1)</enum><text>Any potential effects of productivity expectations, whether positive or negative, on client care. </text></paragraph><paragraph id="idE942AFC8756F4DA1B25F626E01095B45"><enum>(2)</enum><text>Distances readjustment counselors may travel to appointments, especially with respect to serving rural veterans.</text></paragraph><paragraph id="id50AAB4F8FEFC4BC5B8120715F38B5B72"><enum>(3)</enum><text>The possibility that some veterans may not want to use nor benefit from telehealth or group counseling. </text></paragraph><paragraph id="idEF1DDD3E320647A98A16FD50CE3A730F"><enum>(4)</enum><text>Availability and access of veteran populations to broadband and telehealth.</text></paragraph><paragraph id="id70028422D49E4DBEA48A7BE8B8436712"><enum>(5)</enum><text>Any effect of productivity expectations on readjustment counselors, including with respect to recruitment, retention, and welfare. </text></paragraph><paragraph id="id956BA62F8F614A4785D41A02CC3A2D6B"><enum>(6)</enum><text>Whether productivity expectations provide incentives or pressure to inaccurately report client visits. </text></paragraph><paragraph id="id62426A3B02A24D7997CC9FD0F472F47B"><enum>(7)</enum><text>Whether directors and readjustment counselors of Vet Centers need additional training or guidance on how productivity expectations are calculated.</text></paragraph><paragraph id="id1301D4DB63B24F90A51CFD99BDAE8CE1"><enum>(8)</enum><text>Such other criteria as the Secretary considers appropriate. </text></paragraph></subsection><subsection id="id3307AFD592674B13AB78822CB425517D"><enum>(b)</enum><header>Systematic feedback</header><paragraph id="id2ED85B871F4B4720B2008A3E1359E270"><enum>(1)</enum><header>In general</header><text>The Secretary shall—</text><subparagraph id="id1D9A4E19E52F4858A19EC9795913BA23"><enum>(A)</enum><text>make every effort to ensure that all readjustment counselors of Vet Centers are given the opportunity to fully provide feedback, positive or negative, on all items under subsection (a); </text></subparagraph><subparagraph id="idFB1BB35A0DED445C8AA1D6CABF237DBB"><enum>(B)</enum><text>collect and safely store the feedback obtained under subsection (a)—</text><clause id="id0610321230DA4F5D81D42D97CB12C350"><enum>(i)</enum><text>in an electronic database that cannot be altered by any party;</text></clause><clause id="id5C253B855CEB4859BC8992A755B088B1"><enum>(ii)</enum><text>in an anonymized manner, in order to protect the privacy of each respondent; and </text></clause><clause id="id79314BF31A0B4690B7D4CF439B5FDA80"><enum>(iii)</enum><text>in a manner that allows for evaluation by third parties of the feedback, such as audit of the feedback by the Government Accountability Office; and </text></clause></subparagraph><subparagraph id="idE16F165742924566AD381BB40936D14F"><enum>(C)</enum><text>provide the feedback obtained under subsection (a) in an anonymized manner to the working group established under section 5. </text></subparagraph></paragraph><paragraph id="idBB10B3ACE4884D12AFF78308781E2E76"><enum>(2)</enum><header>Government Accountability Office audit</header><text>Not less frequently than once each year during the five-year period beginning on the date of the enactment of this Act, the Comptroller General of the United States shall audit the feedback obtained from readjustment counselors of Vet Centers under subsection (a). </text></paragraph></subsection><subsection id="idB70996933E6E4884983B6B8AC00CB4EF"><enum>(c)</enum><header>Implementation of changes</header><text>Not later than 90 days after the date of the completion of the evaluation required by subsection (a), the Secretary shall implement any needed changes to the productivity expectations described in such subsection in order to ensure— </text><paragraph id="idCDA79C95453B47D3A19C0E863FA5D50E"><enum>(1)</enum><text>quality of care and access to care for veterans; and </text></paragraph><paragraph id="id77F22A7C735945319DA0297BBBF3765F"><enum>(2)</enum><text>the welfare of readjustment counselors. </text></paragraph></subsection><subsection id="idD0DE9D9B2FA14E96BCFF353F07023E40"><enum>(d)</enum><header>Report to Congress</header><text>Not later than 180 days after the date of the completion of the evaluation required by subsection (a), the Secretary shall submit to Congress a report on—</text><paragraph id="idF6895ACB908A446B8E6B92EDD2363DC3"><enum>(1)</enum><text>the findings of the evaluation; and </text></paragraph><paragraph id="id78B489D31BA84A8084A949FA9F8CA22D"><enum>(2)</enum><text>any planned or implemented changes described in subsection (c). </text></paragraph></subsection><subsection id="idBD7FA4325C3A4ADB9609238F05BCFFC3"><enum>(e)</enum><header>Plan for reassessment and implementation</header><paragraph id="id4EEE98940465400D8A193AA28631C273"><enum>(1)</enum><header>Plan</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall develop and implement a plan for— </text><subparagraph id="id0FE2C05B9FD54E9596233C583E272F53"><enum>(A)</enum><text>reassessing productivity expectations for readjustment counselors of Vet Centers, in consultation with such counselors; and </text></subparagraph><subparagraph id="id1A4F634668CE4151B216EAA213349EAF"><enum>(B)</enum><text>implementing any needed changes to such expectations, as the Secretary determines appropriate. </text></subparagraph></paragraph><paragraph id="id4ECB3BA18370434EBDFA5E9020D3BC1B"><enum>(2)</enum><header>Reassessments</header><text>Under the plan required by paragraph (1), the Secretary shall conduct a reassessment described in such paragraph not less frequently than once each year. </text></paragraph></subsection></section><section id="id3D9B8A1B258A420DB61D4EA320383E57"><enum>4.</enum><header>Staffing model for Vet Centers</header><subsection id="idDA1534194BA94CC6B37E41EEC1BB0037"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall develop and implement a staffing model for Vet Centers that incorporates key practices in the design of such staffing model. </text></subsection><subsection id="id249556E399B04FF89F61F14B8C23A41A"><enum>(b)</enum><header>Elements</header><text>In developing the staffing model under subsection (a), the Secretary shall—</text><paragraph id="id6A3974E78DAD43609A6BAAC610A3A017"><enum>(1)</enum><text>involve key stakeholders, including readjustment counselors, outreach specialists, and directors of Vet Centers; </text></paragraph><paragraph id="idA884A8C23FDB4534B0458BD47F635007"><enum>(2)</enum><text>incorporate key work activities and the frequency and time required to conduct such activities; </text></paragraph><paragraph id="id8550418A80DE40A5B55D42578760AC32"><enum>(3)</enum><text>ensure the data used in the model is high quality to provide assurance that staffing estimates are reliable; and </text></paragraph><paragraph id="idCC269322522141A28E8213C5AE243636"><enum>(4)</enum><text>incorporate— </text><subparagraph id="idA787073DBA644BE6BB4FC1FF67AAB727"><enum>(A)</enum><text>risk factors, including case complexity;</text></subparagraph><subparagraph id="idA97B7004F171406B80FDD5E3E0910D12"><enum>(B)</enum><text>geography;</text></subparagraph><subparagraph id="idA348F4B3162749069998215902CF0C21"><enum>(C)</enum><text>availability, advisability, and willingness of veterans to use telehealth or group counseling; and</text></subparagraph><subparagraph id="id0FEE617D7E1B41A9AC8887BF3E36B762"><enum>(D)</enum><text>such other factors as the Secretary considers appropriate. </text></subparagraph></paragraph></subsection><subsection id="id6412860A4B66455E9CAAB662AFE60C72"><enum>(c)</enum><header>Plan for assessments and updates</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall develop a plan for— </text><paragraph id="idB6D15688BB704DE6A20886FADFEA570A"><enum>(1)</enum><text>assessing and updating the staffing model developed and implemented under subsection (a) not less frequently than once every four years; and </text></paragraph><paragraph id="idEB8A52556BF04853A2C4BCA33C0011C6"><enum>(2)</enum><text>implementing any needed changes to such model, as the Secretary determines appropriate. </text></paragraph></subsection></section><section id="id1534E3DAD17C44BBA80E7C4CE2D0DE0B"><enum>5.</enum><header>Working group of readjustment counselors, outreach specialists, and directors of Vet Centers</header><subsection id="id65EAD71CE254420D9CE7E53580409018"><enum>(a)</enum><header>In general</header><text>In conducting the evaluation of productivity expectations under section 3(a) and developing the staffing model for Vet Centers under section 4(a), the Secretary of Veterans Affairs shall establish a working group to assess—</text><paragraph id="idF91364112A3C44F8B8EFF0843EB1722C"><enum>(1)</enum><text>the efficacy, impact, and composition of performance metrics for such expectations with respect to— </text><subparagraph id="idF488E439199B490C863912867AA38EFF"><enum>(A)</enum><text>quality of care and access to care for veterans; and </text></subparagraph><subparagraph id="idA138EA219C02438FBEC2E8075F080F9E"><enum>(B)</enum><text>the welfare of readjustment counselors and other employees of Vet Centers; and</text></subparagraph></paragraph><paragraph id="idAEA861C5E9114366B7046E06D7A40CFC"><enum>(2)</enum><text>key considerations for the development of such staffing model, including with respect to—</text><subparagraph id="idF8ED49190F1B449DB92F7C35F2DF06D6"><enum>(A)</enum><text>quality of care and access to care for veterans and other individuals eligible for care through Vet Centers; and </text></subparagraph><subparagraph id="idA4D02427CF5C4FB9ABCA3F43C6DAC764"><enum>(B)</enum><text>recruitment, retention, and welfare of employees of Vet Centers. </text></subparagraph></paragraph></subsection><subsection id="idAE90D86E75754950ABAC5DDF97788FAA"><enum>(b)</enum><header>Membership</header><text>The working group established under subsection (a) shall be composed of readjustment counselors, outreach specialists, and directors of Vet Centers. </text></subsection><subsection id="idFE39E144463847639C105B18DBAF15EE"><enum>(c)</enum><header>Feedback and recommendations</header><text>The working group established under subsection (a) shall provide to the Secretary— </text><paragraph id="idD4465B2D5B4F483CAAE0392FCB7C8334"><enum>(1)</enum><text>feedback from readjustment counselors, outreach specialists, and directors of Vet Centers; and </text></paragraph><paragraph id="idC62C08D3B8CB4055A936C96B931B31B2"><enum>(2)</enum><text>recommendations on how to improve— </text><subparagraph id="id6BB70380D9194BACA4B4670B43546588"><enum>(A)</enum><text>quality of care and access to care for veterans; and </text></subparagraph><subparagraph id="idB87BBCA4167E454595D1FFAE9761B3CA"><enum>(B)</enum><text>the welfare of readjustment counselors and other employees of Vet Centers. </text></subparagraph></paragraph></subsection></section><section id="id41FAF70174794C91996A058EB6018008"><enum>6.</enum><header>Improvements of hiring practices at Vet Centers</header><subsection id="idB60BC023B34F4C0297F2BEFA7387DF19"><enum>(a)</enum><header>Standardization of position descriptions</header><paragraph id="id59FBBBEBED3A48428E4B334FAC2DC43C"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall standardize descriptions of position responsibilities at Vet Centers. </text></paragraph><paragraph id="idC2A207527E2D44D896B697BE2F1D5746"><enum>(2)</enum><header>Reporting requirement</header><text>In each of the first two annual reports submitted under section 7309(e) of title 38, United States Code, after the date of the enactment of this Act, the Secretary shall include a description of the actions taken by the Secretary to carry out paragraph (1).</text></paragraph></subsection><subsection id="id883D9D63E27F4383B2FAC16AF0077D71"><enum>(b)</enum><header>Expansion of reporting requirements on readjustment counseling to include actions to reduce staffing vacancies and time to hire</header><text>Section 7309(e)(2) of title 38, United States Code, is amended by adding at the end the following new subparagraph: </text><quoted-block style="USC" id="id9088005AA3F545929FF94E97DAB4165E" act-name=""><subparagraph indent="up1" id="id31E275FFF5FC4B6D8C01BA14765BF2A6"><enum>(D)</enum><text>A description of actions taken by the Secretary to reduce— </text><clause id="idA43BF7D5CF9E4761A6E08BADBC257441"><enum>(i)</enum><text>vacancies in counselor positions in the Readjustment Counseling Service; and</text></clause><clause id="id4BBEEEA2E5A541A884F8E16241413B4A"><enum>(ii)</enum><text>the time it takes to hire such counselors.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id9A60820EDFF944DDA5E06CE192FF0483"><enum>7.</enum><header>Report by Government Accountability Office on Vet Center infrastructure and future investments</header><subsection id="id170B3E2C75AA4618A0CCA93FC191606E"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report on physical infrastructure and future investments with respect to Vet Centers. </text></subsection><subsection id="id9CBB43F952F84AD8835E3963CE4ACEA6"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall include the following: </text><paragraph id="id2F6BC4DA403240A188D622FBC4661CF2"><enum>(1)</enum><text>An assessment of— </text><subparagraph id="id863A9EC51CC34AA6B1368CFF25C24FB6"><enum>(A)</enum><text>the condition of the physical infrastructure of all assets of Vet Centers, whether owned or leased by the Department of Veterans Affairs; and </text></subparagraph><subparagraph id="id404824BF280D4915B7952C040E9F2925"><enum>(B)</enum><text>the short-, medium-, and long-term plans of the Department to maintain and upgrade the physical infrastructure of Vet Centers to address the operational needs of Vet Centers as of the date of the submittal of the report and future needs.</text></subparagraph></paragraph><paragraph id="id548D55B5F4BB473882BB951C0A43BD90"><enum>(2)</enum><text>An assessment of management and strategic planning for the physical infrastructure of Vet Centers, including whether the Department should buy or lease existing or additional locations in areas with stable or growing populations of veterans.</text></paragraph><paragraph id="id430A4F9A781044DB9F67BAA066C6291D"><enum>(3)</enum><text>An assessment of whether, as of the date of the submittal of the report, Vet Center buildings, mobile Vet Centers, community access points, and similar infrastructure are sufficient to care for veterans or if such infrastructure is negatively affecting care due to limited space for veterans and Vet Center personnel or other factors.</text></paragraph><paragraph id="id633C21203D2643778CBAAD18BD991349"><enum>(4)</enum><text>An assessment of the areas with the greatest need for investments in— </text><subparagraph id="id6DEE921A389A414B8828BBF88DBFBD7A"><enum>(A)</enum><text>improved physical infrastructure, including upgraded Vet Centers; or </text></subparagraph><subparagraph id="id9254178A9E7B4BFE9827ECF6DA69D60D"><enum>(B)</enum><text>additional physical infrastructure for Vet Centers, including new Vet Centers owned or leased by the Department. </text></subparagraph></paragraph><paragraph id="id4D44006E88074B69A3D37B42CC0BE0EA"><enum>(5)</enum><text>A description of the authorities and resources that may be required for the Secretary to make such investments.</text></paragraph><paragraph id="id2732764EAAC94D49A1D930A12476BA3E"><enum>(6)</enum><text>A review of all annual reports submitted under 7309(e) of title 38, United States Code, before the date of the submittal of the report under subsection (a).</text></paragraph></subsection></section><section id="id8cc7b2cf6a824e45878b5cfae11ce00c"><enum>8.</enum><header>Pilot program to combat food insecurity among veterans and family members of veterans</header><subsection id="ideae82bcc8a4745c6a5425c8d168c19c4"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall establish a pilot program to award grants to eligible entities to support partnerships that address food insecurity among veterans and family members of veterans who receive services through Vet Centers or other facilities of the Department as determined by the Secretary.</text></subsection><subsection id="id5851296e9e504fd9b5649d7b86391b5c"><enum>(b)</enum><header>Eligible entities</header><text>For purposes of the pilot program, an eligible entity is—</text><paragraph id="id3e72ecfef48f44eab8d1052d4e291bb6"><enum>(1)</enum><text>a nonprofit organization;</text></paragraph><paragraph id="id1bc92f1bde54495a8b5331bef23f8cbd"><enum>(2)</enum><text>a veterans service organization;</text></paragraph><paragraph id="ida09e46b7b52f4c5bb3505f7ebb1e5a1d"><enum>(3)</enum><text>a public agency;</text></paragraph><paragraph id="idaf986204f2cd4e5782a78769bf06932e"><enum>(4)</enum><text>a community-based organization; or</text></paragraph><paragraph id="id981b32228ea14599a1170a9ddfa98a81"><enum>(5)</enum><text>an institution of higher education.</text></paragraph></subsection><subsection id="id4bad319871924955abbc93b12496df2c"><enum>(c)</enum><header>Application</header><text>An eligible entity seeking a grant under the pilot program shall submit to the Secretary an application therefor at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="id210a576c20f34189944e5cb47e9e467a"><enum>(d)</enum><header>Selection</header><text>The Secretary shall select eligible entities that submit applications under subsection (c) for the award of grants under the pilot program using a competitive process that takes into account the following:</text><paragraph id="idb9336e6ddce14b20a2b9be7a73fb8308"><enum>(1)</enum><text>Capacity of the applicant entity to serve veterans and family members of veterans.</text></paragraph><paragraph id="idf4ef72f826c541ddbca86e9dc822ea82"><enum>(2)</enum><text>Demonstrated need of the population the applicant entity would serve.</text></paragraph><paragraph id="id1f3cf23dffb048f18c3938f9ef64beba"><enum>(3)</enum><text>Demonstrated need of the applicant entity for assistance from the grant.</text></paragraph><paragraph id="id0542499638604fc4bbc5635b973ab81d"><enum>(4)</enum><text>Such other criteria as the Secretary considers appropriate.</text></paragraph></subsection><subsection id="id8e9f208045dd4eecb29a3664e82cfb17"><enum>(e)</enum><header>Distribution</header><text>The Secretary shall ensure, to the extent practicable, an equitable geographic distribution of grants awarded under this section.</text></subsection><subsection id="id5660a4c8b4dc4566beeaf36e057a3259"><enum>(f)</enum><header>Minimum program requirements</header><text>Any grant awarded under this section shall be used—</text><paragraph id="idd0a3347572ee49f898b3662c7a7928f9"><enum>(1)</enum><text>to carry out a collaboration between one or more eligible entities and one or more Vet Centers or other facilities of the Department for five years;</text></paragraph><paragraph id="idda13b1d420384086b4547b7d896df945"><enum>(2)</enum><text>to increase participation in nutrition counseling programs and provide educational materials and counseling to veterans and family members of veterans to address food insecurity and healthy diets among those individuals;</text></paragraph><paragraph id="id54647629e1ae42328cd5210ff230aea6"><enum>(3)</enum><text>to increase access to and enrollment in Federal assistance programs, including the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>), the special supplemental nutrition program for women, infants, and children established by section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>), the low-income home energy assistance program established under the Low-Income Home Energy Assistance Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8621">42 U.S.C. 8621 et seq.</external-xref>), and any other assistance program that the Secretary considers advisable; and</text></paragraph><paragraph id="idc9019f87b8af4275a29a2237e394f25e"><enum>(4)</enum><text>to fulfill such other criteria as the Secretary considers appropriate to further the purpose of the grant and serve veterans.</text></paragraph></subsection><subsection id="id7058c85f51984e9c9da7422a402efb0e"><enum>(g)</enum><header>Provision of information</header><text>Each entity that receives a grant under this section shall provide to the Secretary, at least once each year during the duration of the grant term, data on—</text><paragraph id="id2e23a30d6fef4b4ba3a55afce42d0763"><enum>(1)</enum><text>the number of veterans and family members of veterans screened for, and enrolled in, programs described in paragraphs (2) and (3) of subsection (f);</text></paragraph><paragraph id="id8a9c2b8d93ee454e899c145fc9ccec6e"><enum>(2)</enum><text>other services provided by the entity to veterans and family members of veterans using funds from the grant; and </text></paragraph><paragraph id="idc5bbb7de4e4b48df93b1b7daa75f36d8"><enum>(3)</enum><text>such other data as the Secretary may require.</text></paragraph></subsection><subsection id="id595f3fce2a1b4329a50dc0fd5e38b2ae"><enum>(h)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the appropriate committees of Congress a report on the status of the implementation of this section.</text></subsection><subsection id="idfc38a1facf964eb78ea4843e87c163d6"><enum>(i)</enum><header>Government Accountability Office report</header><paragraph id="id6ee705d0ff3f442fbdb4e7541218e46e"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date on which the pilot program terminates, the Comptroller General of the United States shall submit to Congress a report evaluating the effectiveness of the activities carried out under this section in reducing food insecurity among veterans and family members of veterans.</text></paragraph><paragraph id="idc693fb0d90ad44cea8f6d1367a409226"><enum>(2)</enum><header>Elements</header><text>The report required by paragraph (1) shall include the following:</text><subparagraph id="id03e65bfaf81443738027002f84fe7a5d"><enum>(A)</enum><text>A summary of the activities carried out under this section.</text></subparagraph><subparagraph id="idcc2323bdccde460d92d05e9ef00a1c1c"><enum>(B)</enum><text>An assessment of the effectiveness of the grants awarded under this section, including with respect to eligibility screening contacts, application assistance consultations, and changes in food insecurity among the population served by the grant.</text></subparagraph><subparagraph id="idb17fd7d2ac1f41489f2ee7ef9e1b8f3d"><enum>(C)</enum><text>Best practices regarding the use of partnerships to improve the effectiveness of public benefit programs to address food insecurity among veterans and family members of veterans.</text></subparagraph><subparagraph id="ide93cf86965054243b3bacc15903d237d"><enum>(D)</enum><text>An assessment of the feasibility and advisability of extending the term of the pilot program.</text></subparagraph></paragraph></subsection><subsection id="idc16cbbc941db46aeb4da2294f6a7a656"><enum>(j)</enum><header>Authorization of appropriations</header><paragraph id="idc7e43bd3320e4f7aada40d067ce2c72c"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to carry out the pilot program established under subsection (a) $50,000,000 for each fiscal year in which the program is carried out, beginning with the fiscal year in which the program is established.</text></paragraph><paragraph id="id79c55062f3b54aaea70d21d415b3d0e5"><enum>(2)</enum><header>Administrative expenses</header><text>Of the amounts authorized to be appropriated under paragraph (1), not more than 5 percent may be used for administrative expenses of the Department of Veterans Affairs associated with administering grants under this section.</text></paragraph></subsection><subsection id="id0e4f11b92c204167a523585d584746fd"><enum>(k)</enum><header>Definitions</header><text>In this section:</text><paragraph id="idebc0c8d02f6e4d89a6548a280a2cb8a5"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="id59926381ba1f40ceb6feb20e6178bcfb"><enum>(A)</enum><text>the Committee on Veterans’ Affairs and the Committee on Appropriations of the Senate; and</text></subparagraph><subparagraph id="id5fd4458f2f684362bf7c9eae1ca58ad1"><enum>(B)</enum><text>the Committee on Veterans’ Affairs and the Committee on Appropriations of the House of Representatives.</text></subparagraph></paragraph><paragraph id="id509bd1412b31436eabd1ed0487c6f594" commented="no"><enum>(2)</enum><header>Facilities of the Department</header><text>The term <term>facilities of the Department</term> has the meaning given that term in section 1701(3) of title 38, United States Code.</text></paragraph><paragraph id="idcbd7f7e3934d4768937f71b71c403733"><enum>(3)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><paragraph id="id81734e2354854ea2ba52abb59401ea1e"><enum>(4)</enum><header>Public agency</header><text>The term <term>public agency</term> means a department, agency, other unit, or instrumentality of Federal, State, Tribal, or local government.</text></paragraph><paragraph id="id764520a8568e4882a4693c3676ebc408"><enum>(5)</enum><header>State</header><text>The term <term>State</term> means each State and Territory of the United States, the District of Columbia, and the Commonwealth of Puerto Rico.</text></paragraph><paragraph id="id1ffc2340c80e4e81826db08edc84962a" commented="no" display-inline="no-display-inline"><enum>(6)</enum><header>Veteran</header><text>The term <term>veteran</term> means an individual who served in the Armed Forces, including an individual who served in a reserve component of the Armed Forces, and who was discharged or released therefrom, regardless of the conditions of such discharge or release. </text></paragraph></subsection></section></legis-body></bill>
