Reg. 37246), or any successor to that Notice. </text></paragraph><paragraph id="idC381FFF49D004988897BFE6F93070914"><enum>(2)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Management and Budget.</text></paragraph></subsection><subsection id="id2D5506B53D934239BF3801E3F672AFFD"><enum>(b)</enum><header>Requirements</header><paragraph id="idCB22250EC180426DB9C6D426CAE0EAE1"><enum>(1)</enum><header>In general</header><text>Before the Director recommends, adopts, or implements any change to the standards for a core-based statistical area, the Director shall—</text><subparagraph id="id80E9E01D1E75439B990BD4E39B421801" commented="no"><enum>(A)</enum><text>require the complete reporting of the use of core-based statistical area designations as standardized by the Office of Management and Budget in accordance with the amendments made by subsections (c) and (d); </text></subparagraph><subparagraph id="id1175B94FE17C4323B139E93C5B02DC2A"><enum>(B)</enum><text>allow for public comment on any proposed change to the standards for a core-based statistical area for a period of not less than 120 days and not more than 180 days; and</text></subparagraph><subparagraph id="id9514DE912F3E4B6DB4F2DCC03B103F38"><enum>(C)</enum><text>submit a public report, produced in accordance with paragraph (2), to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Reform of the House of Representatives on—</text><clause id="idC26B9A4A9E5A422D9AA29E5C84625118"><enum>(i)</enum><text>the scientific basis, criteria, and methodology for any such change to existing standards, including clear quantitative thresholds for determining any future statistical redesignations; and</text></clause><clause id="id93d7534b071f481282d326496194bb0b"><enum>(ii)</enum><text>the complete list of Federal programs that would be impacted by any such change to existing standards, including the estimated impact on a county level to Federal services, opportunities, and funding of these programs, which shall be made available in a searchable format and consistent with the reporting described in subparagraph (A). </text></clause></subparagraph></paragraph><paragraph id="id68C1D49736A446D9A9F79A942F6E6D34"><enum>(2)</enum><header>Required consultation</header><text>The Director shall—</text><subparagraph id="idD37F2F66B3334656B6E0818856722C52"><enum>(A)</enum><text>for purpose of reporting the information described in paragraph (1)(C)(i), consult with domestic and international experts in statistics and demographics, including government experts at the Bureau of the Census and other relevant agencies, to assess and justify what scientific basis, criteria, and methodology should determine a region's descriptive status as metropolitan or nonmetropolitan, including any other necessary categories; and</text></subparagraph><subparagraph id="id7CA7C8C45A1244BC81742659E155EDC7"><enum>(B)</enum><text>for purpose of reporting the information described in paragraph (1)(C)(ii), consult with program staff and other relevant entities, such as representatives from State, local, and tribal governments, as well as representatives from the business community. </text></subparagraph></paragraph></subsection><subsection id="id4F08222FF8254190A861300BAC199617"><enum>(c)</enum><header>Agency use of statistical standards</header><text>Section 3504(e) of title 44, United States Code, is amended—</text><paragraph id="id5CB982192C0C4D9E89CBB9C021B5FF0B"><enum>(1)</enum><text>in paragraph (8)(B)(ii), by striking <quote>and</quote> at the end; </text></paragraph><paragraph id="id2F5D8AE16657498ABB97C51B1706C318"><enum>(2)</enum><text>in paragraph (9)(B), by striking the period at the end and inserting <quote>; and</quote>; and </text></paragraph><paragraph id="id8F4D75BF9752417C81F6C8C34C3E921D"><enum>(3)</enum><text>by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id01095430F2854E548BB6EF8F3D47C85E" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><paragraph id="id6705883CA6034516AE986631CF9C5931"><enum>(10)</enum><text>collaborate with Federal agencies to study and disclose any impact to Federal programs based on implementation of paragraph (3), including agencies that use statistical standards for both statistical and non-statistical purposes.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idBD0E69E1D05A40AB8E6F0A1DAFABF1E4"><enum>(d)</enum><header>Standardization</header><paragraph id="id085CAABECD2C4883BFE884781FF7058A"><enum>(1)</enum><header>Program information requirements</header><text>Section 6102(a)(2) of title 31, United States Code, is amended—</text><subparagraph id="id4515173B7B194923AB496A05EA1C60B7"><enum>(A)</enum><text>by redesignating subparagraph (G) and subparagraph (H);</text></subparagraph><subparagraph id="id910C9B7B8356486BB056A870FBBC4750"><enum>(B)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end; and </text></subparagraph><subparagraph id="idCBE5BFA6DF614CC1BCD9088B26D97B57"><enum>(C)</enum><text>by inserting after subparagraph (F) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id25BCD57059D343258D68D0CB8A32D0BA" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><subparagraph id="id10F406FA1AE649B1994F7502F0418C48"><enum>(G)</enum><text>use of core-based statistical area designations (as chosen from a standardized list determined by the Office of Management and Budget), for purposes including prime recipient eligibility for, and distribution of, the funding; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id21D776AE00234AB78D5745155EA45392"><enum>(2)</enum><header>Federal Funding Accountability and Transparency Act of 2006</header><text>The Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) is amended—</text><subparagraph id="idAF9B848FE9284B15AB96929079203F66"><enum>(A)</enum><text>in section 2(b)(1)—</text><clause id="idE2476C5E02794C60BB03F913325798C4"><enum>(i)</enum><text>by redesignating subparagraph (G) as subparagraph (H); </text></clause><clause id="id32D85885F804403DAD1283FE2B5F3121"><enum>(ii)</enum><text>in subparagraph (F)(ii), by striking the period at the end and inserting a semicolon; and</text></clause><clause id="id84BDD067FE304644856DE5335D81987E"><enum>(iii)</enum><text>by inserting after subparagraph (F) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA6239D0DFD9747BFB8A604E40AC00450" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><subparagraph id="idA9542AFEA9C4441F8D74BFFD0B888B00"><enum>(G)</enum><text>use of core-based statistical area designations (as chosen from a standardized list determined by the Office of Management and Budget), for purposes including prime recipient and subrecipient eligibility for, and distribution of, the funding; and</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id2573C52129C9488C9C570AF766EB86BB"><enum>(B)</enum><text>in section 3(b)—</text><clause id="id199BF8B8B6374851BE60AF62DFADF363"><enum>(i)</enum><text>in paragraph (3)(B), by striking <quote>and</quote> at the end; </text></clause><clause id="id73FF745738134BE784C4C5A50F7AB8C9"><enum>(ii)</enum><text>in paragraph (4)(B), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="id401EC9D16DBA4A14B76678C1E6767F83"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id38B59D16EBE14C6C811A4E8F6F60291F" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><paragraph id="id51D00DC785A645AC9915648FAF672F43"><enum>(5)</enum><text>for each program activity, the use of core-based statistical area designations (as chosen from a standardized list determined by the Office of Management and Budget), for purposes including prime recipient and subrecipient eligibility for, and distribution of, the funding.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="id622e5934-ec40-445d-9471-bda8f5f0795d" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Metropolitan Areas Protection and Standardization Act of 2021</short-title></quote> or the <quote><short-title>MAPS Act of 2021</short-title></quote>.</text></section><section id="id8d10df03680444f8a985ce83dbf9b64c" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="id3f0122a4722a4b5e892bffa2a347d059"><enum>(1)</enum><text>Federal programs use core-based statistical area delineations to determine the delivery of Federal services, benefits, and funding to people in the United States, such as in criteria for eligibility or distribution.</text></paragraph><paragraph id="idfe27ca4b0f5848d2bece299859d55ebb"><enum>(2)</enum><text>Core-based statistical area delineations provide a nationally consistent set of standards for collecting, tabulating, and publishing Federal statistics for geographic areas, and they are not intended for any public or private sector non-statistical uses such as program administration or service delivery.</text></paragraph><paragraph id="id53a0418b156b47138ca0859b34cc080b"><enum>(3)</enum><text>Updates to core-based statistical area delineations may cause widespread disruption to the delivery of Federal services, benefits, and funding to people in the United States based on the reliance of Federal programs on these delineations.</text></paragraph><paragraph id="id9206b819e55940f88fb3ea699afdc02c"><enum>(4)</enum><text>There does not exist any comprehensive list of Federal programs that rely on core-based statistical area delineations. Such a list is valuable for the study of how Federal services, benefits, and funding are distributed to people in the United States.</text></paragraph><paragraph id="id3ee38e012c7e41eb81dd6dff467fe9b6"><enum>(5)</enum><text>Increased transparency on the impacts of any update to core-based statistical area delineations may be overly burdensome due to the anticipated variety of Federal programs that rely on these delineations. Any requirement for complete disclosure of these impacts prior to implementation of new delineations may unintentionally cause the existing delineations to ossify.</text></paragraph><paragraph id="id73bf61d65b1e4788ab2a4740ba046116"><enum>(6)</enum><text>In order to prevent any disruption to service delivery of Federal programs based on updates to core-based statistical area delineations, and ensure the independence of Federal statistical policymaking, Congress must sever the link between future updates to core-based statistical area delineations and any automatic impact on Federal programs that rely on these delineations.</text></paragraph></section><section id="id94b14a4f77774143a5e28cb9bf67b2d2" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>3.</enum><header>Purpose</header><text display-inline="no-display-inline">This purpose of this Act is to ensure—</text><paragraph id="id2f855819d2244f89a27771251a58d2b0"><enum>(1)</enum><text>transparency in how core-based statistical area delineations are used in domestic assistance programs; and</text></paragraph><paragraph id="idb00ff90b400a4f4aa6fd8686d43f6b2a"><enum>(2)</enum><text>independence of the Office of Management and Budget in establishing and updating core-based statistical area delineations.</text></paragraph></section><section id="id399ee2d02f9840b38ace65c8c256638f" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id6e4ef9d95d0f43f4ae4d8b4143e8cef5"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given the term in section 551 of title 5, United States Code.</text></paragraph><paragraph id="idf4c9042d25b44133bd9d6bbec1d1e7bd"><enum>(2)</enum><header>Comptroller general</header><text>The term <term>Comptroller General</term> means the Comptroller General of the United States.</text></paragraph><paragraph id="idc8569881bf3e4144af624f9a106b0038"><enum>(3)</enum><header>Core-based statistical area</header><text>The term <term>core-based statistical area</term> has the meaning given the term by the Office of Management and Budget in the Notice of Decision entitled <quote>2020 Standards for Delineating Core-Based Statistical Areas</quote>, published in the Federal Register on July 16, 2021 (86 Fed. Reg. 37770), or any successor to that Notice.</text></paragraph><paragraph id="id28841ea68180433aa996f634af32c18d"><enum>(4)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Management and Budget.</text></paragraph><paragraph id="idfced71c2699f4531abba429db6abd85a"><enum>(5)</enum><header>Domestic assistance program</header><text>The term <term>domestic assistance program</term> has the meaning given the term in section 6101 of title 31, United States Code.</text></paragraph><paragraph id="id68d703b671f942f3bcc01a97ba3a4e51"><enum>(6)</enum><header>Open government data asset</header><text>The term <term>open Government data asset</term> has the meaning given the term in section 3502 of title 44, United States Code.</text></paragraph></section><section id="idd9705917b3534d55a57c396a1318ef62" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>5.</enum><header>Non-propagation of core-based statistical area delineations</header><subsection id="id464BC5C01CC642F18F369E14A71DED80"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/63">Chapter 63</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="idddabab8decd542cea715f1bc761c5461" changed="added" reported-display-style="italic" committee-id="SSGA00"><section id="id2faf000f52fe494387b0ff1150216158"><enum>6309.</enum><header>Non-propagation of core-based statistical area delineations</header><subsection id="idA3C2E6777DAF4969846B11F00F48443D"><enum><added-phrase reported-display-style="italic">(a)</added-phrase></enum><header>In general</header><text display-inline="yes-display-inline">Beginning on the date of enactment of the <short-title>MAPS Act of 2021</short-title>, and notwithstanding any other provision of law, any change to the standards of core-based statistical area delineations pursuant to section 3504(e) of title 44—</text><paragraph id="id6914c834586a49bbb78e2dc0c376fef1"><enum>(1)</enum><text>shall not propagate automatically for any non-statistical use by any domestic assistance program, including any such use as required through—</text><subparagraph id="id70cc9d0bebc345f1b3f7ef449d08f1b7"><enum>(A)</enum><text>statutory reference to any core-based statistical area delineation; or</text></subparagraph><subparagraph id="idfa08a25a1e8c4438984885266dd37cf0"><enum>(B)</enum><text>administrative or regulatory reference to any core-based statistical area delineation; and</text></subparagraph></paragraph><paragraph id="id970117ca83484efb8223a6bc99ec8787"><enum>(2)</enum><text>shall propagate for any non-statistical use by any domestic assistance program only—</text><subparagraph id="idD4B2F0BE244247E3830786619D5FC8B2"><enum>(A)</enum><text>if a relevant agency determines that such a propagation—</text><clause id="id7D38AC6764BC49E8BAC92B82BB759198"><enum>(i)</enum><text>supports the purposes of the program; and</text></clause><clause id="idBC44C28F728449A1BCA46095FF5D23EC"><enum>(ii)</enum><text>is in the public interest; and</text></clause></subparagraph><subparagraph id="idBFE43756F5E7447996B4426210D67C16"><enum>(B)</enum><text>through affirmative adoption through notice-and-comment rulemaking pursuant to section 553 of title 5.</text></subparagraph></paragraph></subsection><subsection id="id7D74DE0EFCFD42169EAC5EEA9C797DD9"><enum><added-phrase reported-display-style="italic">(b)</added-phrase></enum><header>Definitions</header><text>The definitions in section 4 of the <short-title>MAPS Act of 2021</short-title> shall apply to this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idC9AD8F8E3E124B409B398C44A8D99450"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/63">chapter 63</external-xref> of title 31, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/31/6308">section 6308</external-xref> the following:</text><quoted-block style="OLC" id="idd6c756c9-5cab-4783-aceb-2b0c3ef0c8fa" changed="added" reported-display-style="italic" committee-id="SSGA00"><toc changed="added" reported-display-style="italic" committee-id="SSGA00"><toc-entry level="section" idref="id2faf000f52fe494387b0ff1150216158">6309. Non-propagation of core-based statistical area delineations.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id0160b7d1a0264e6a9386db47a97d6897" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>6.</enum><header>Transparency of non-statistical uses of core-based statistical area delineations</header><subsection id="idf034111505a5483baa660cbe9918d40c"><enum>(a)</enum><header>In general</header><text>Section 6102(a)(2) of title 31, United States Code, is amended—</text><paragraph id="ide3f53f24bc4842b288ed2422b8d4fa06"><enum>(1)</enum><text>by redesignating subparagraph (G) as subparagraph (H);</text></paragraph><paragraph id="idd2c084df8cf14a54837c8e3ae3686d13"><enum>(2)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end; and</text></paragraph><paragraph id="idce667690f5b14d4c96063698f34e6ece"><enum>(3)</enum><text>by inserting after subparagraph (F) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id764cd7c055464d489677a39384f5a9c3" changed="added" reported-display-style="italic" committee-id="SSGA00"><subparagraph id="idb27dcdbc4c57414b92394f0e08a44866"><enum>(G)</enum><text>uses of core-based statistical area (as defined in section 4 of the <short-title>MAPS Act of 2021</short-title>) delineations (as chosen from standardized categories of uses determined by the Director), for purposes including prime recipient and subrecipient eligibility for, and distribution of, any Federal service, benefit, or funding; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idd2351947b3034a728e279fa676cf8909"><enum>(b)</enum><header>Content requirements</header><text>In collecting and reviewing the information required under section 6102(a)(2)(G) of title 31, United States Code, as amended by subsection (a) of this section, the Director shall include as standardized categories—</text><paragraph id="id82323c9cdae94491b7013e4095b86dff"><enum>(1)</enum><text>whether the most current core-based statistical area delineation has been affirmatively adopted pursuant to section 6309 of title 31, United States Coded, as added by this Act;</text></paragraph><paragraph id="idd44d695bad8b4271854d10b4448dbb01"><enum>(2)</enum><text>which historical core-based statistical area delineation was maintained, in cases where an updated delineation has not been affirmatively adopted pursuant to section 6309 of title 31, United States Coded, as added by this Act;</text></paragraph><paragraph id="id8bef4698ca424ebf8aa59ed1a27be8ad"><enum>(3)</enum><text>what purpose the core-based statistical area delineation serves, including—</text><subparagraph id="id78b42a4e13d149a18c67a4fc31d86fb8"><enum>(A)</enum><text>to determine eligibility for any Federal service, benefit, or funding;</text></subparagraph><subparagraph id="id8d087c21035f4517a1be2be26e54426e"><enum>(B)</enum><text>to determine distribution of any Federal service, benefit, or funding; and</text></subparagraph><subparagraph id="id43db062c3e4b4933ae8ff400b1a91bd5"><enum>(C)</enum><text>any other standardized category of purpose determined by the Director; </text></subparagraph></paragraph><paragraph id="ida9c1919a3cd546c78a7688d7741a9e12"><enum>(4)</enum><text>whether the use of core-based statistical area delineation directly concerns any—</text><subparagraph id="idea2e312f1a534b4faa2d94d75f059b97"><enum>(A)</enum><text>prime recipient of any Federal service, benefit, or funding; and</text></subparagraph><subparagraph id="idfed448e00bdd48e7833c7b176a2edb46"><enum>(B)</enum><text>subrecipient of any Federal service, benefit, or funding; and</text></subparagraph></paragraph><paragraph id="ida041af87f3d94d91834643edfc80f026"><enum>(5)</enum><text>the date when the information collected in this subsection was last updated.</text></paragraph></subsection><subsection id="idd6ad2796f1534480beb9c32764bddb77"><enum>(c)</enum><header>Accessibility requirements</header><text>The Director shall ensure that the information collected and reviewed under section 6102(a)(2)(G) of title 31, United States Code, as amended by subsection (a) of this section, shall be—</text><paragraph id="id76a34b1552504654bed03114368c6af1"><enum>(1)</enum><text>publicly accessible as an open Government data asset;</text></paragraph><paragraph id="ide09e10e68f994e28a74e8808ed4002cf"><enum>(2)</enum><text>presented in a user-friendly visual format with search and download capabilities;</text></paragraph><paragraph id="id31e088e47d744e7fb9c74877706228cf"><enum>(3)</enum><text>easily discoverable by the public on relevant government websites; and</text></paragraph><paragraph id="ided89ccbdbb2d411fbd8718ff93b06024"><enum>(4)</enum><text>updated not less frequently than once every year.</text></paragraph></subsection><subsection id="id75dc881d588344afa2c7e85ec023b334"><enum>(d)</enum><header>Implementation timeline</header><text>The requirements of this section shall be fully implemented not later than 2 years after the date of enactment of this Act.</text></subsection></section><section id="id885c13865909416c83ef709dd215f726" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>7.</enum><header>Independence, integrity, and accountability of core-based statistical area delineations</header><text display-inline="no-display-inline">Section 3504(e) of title 44, United States Code, is amended by—</text><paragraph id="idfee19602bcf34d2888323b39bcc1535d"><enum>(1)</enum><text>in paragraph (8)(B)(ii), by striking <quote>and</quote> at the end; </text></paragraph><paragraph id="idDCBBC8CBDBBD414CAF46B0AD10D0616E"><enum>(2)</enum><text>in paragraph (9)(B), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="id2bba754821ed4a6fa125cad365be78ad"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id94be56c118204184b92173f5f256ec13" changed="added" reported-display-style="italic" committee-id="SSGA00"><paragraph id="id60a2d3f74de84ede91a9e028b8ca8ea3"><enum>(10)</enum><text>ensure that any change to the standards of core-based statistical area (as defined in section 4 of the <short-title>MAPS Act of 2021</short-title>) delineations pursuant to this subsection shall—</text><subparagraph id="id06740831f30b4128806552396335ecae"><enum>(A)</enum><text>be accompanied by a public report that explains—</text><clause id="id3f8187f85ce44036b56f7ce38ea7e880"><enum>(i)</enum><text>the scientific basis, criteria, and methodology for such change to existing standards, including clear quantitative thresholds for determining any future statistical re-delineations; and</text></clause><clause id="id49474ac4fe91470c910c34a3e80c5875"><enum>(ii)</enum><text>the opinions of domestic and international experts in statistics and demographics, including government experts at the Bureau of the Census and other relevant agencies, who were consulted regarding such change to existing standards;</text></clause></subparagraph><subparagraph id="idc74b51dee4a14558b0e21932012e1a9d"><enum>(B)</enum><text>not be influenced by any non-statistical considerations such as impact on program administration or service delivery; and</text></subparagraph><subparagraph id="id2803521c23e9498bac15cdd04faaed9b"><enum>(C)</enum><text>not propagate automatically for any non-statistical use by any domestic assistance program (as defined in section 4 of the <short-title>MAPS Act of 2021</short-title>).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="idb8935a24d40b4cdf8629bc88c7b4ea24" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>8.</enum><header>Comptroller general report</header><text display-inline="no-display-inline">Not later than 3 years after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Reform of the House of Representatives a report that—</text><paragraph id="id8164b550d95f4c0f9e28716229ad2939"><enum>(1)</enum><text>assesses the completeness, timeliness, quality, accuracy, accessibility, and usefulness of the information reported pursuant to section 6 and the amendment made by section 6; and</text></paragraph><paragraph id="id3e1953c627a54f3f9eddea3eef6480d2"><enum>(2)</enum><text>identifies any Federal programs, including any domestic assistance programs or other programs, that—</text><subparagraph id="id162aa1039ca240c9a7cbbb4d55e0af54"><enum>(A)</enum><text>use core-based statistical area delineations for any non-statistical purpose; and</text></subparagraph><subparagraph id="id10e0f97b772e41219e89c7f12abf5100"><enum>(B)</enum><text>as of the date of the report, are not reported pursuant to section 6 and the amendment made by section 6; and</text></subparagraph></paragraph><paragraph id="idf1c1a44a08ab4493b575da6616de03b3" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text>if appropriate, includes any recommendations for Federal agencies or Congress based on the findings described in paragraphs (1) and (2). </text></paragraph></section></legis-body><endorsement><action-date>April 27, 2022</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
