<official-title>To require the Administrator of the Environmental Protection Agency to update the modeling used for lifecycle greenhouse gas assessments for corn-based ethanol and biodiesel, and for other purposes.</official-title>

<section section-type="section-one" id="id471B861DCC3A42CB944EF4B54EE62525"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Adopt the Greenhouse gases, Regulated Emissions, and Energy use in Transportation model Act</short-title></quote> or the <quote><short-title>Adopt GREET Act</short-title></quote>.</text></section> <section id="idec6be9d1ccee48668d7f81dbc17010fd"><enum>2.</enum><header>Definition of Administrator</header><text display-inline="no-display-inline">In this Act, the term <term>Administrator</term> means the Administrator of the Environmental Protection Agency. </text></section>
<section id="idbe66e7103bb244339c242dcfee4688fe"><enum>3.</enum><header>Lifecycle greenhouse gas emissions from corn-based ethanol and biodiesel</header>
<subsection id="idadddf7c77a0840529fc5f78e6d9d54bb"><enum>(a)</enum><header>In general</header><text>Subject to subsection (b), not later than 90 days after the date of enactment of this Act, and every 5 years thereafter, the Administrator shall update the methodology used by the Environmental Protection Agency in lifecycle analyses with respect to greenhouse gas emissions that result from corn-based ethanol and biodiesel.</text></subsection> <subsection id="ide6aeebaf586841f1811b789e3bd12859"><enum>(b)</enum><header>Requirements</header> <paragraph id="ida317adcae2a74be8b47c27937a63dd87"><enum>(1)</enum><header>First update</header><text>In carrying out the first update required under subsection (a), the Administrator shall adopt the most recent Greenhouse gases, Regulated Emissions, and Energy use in Transportation model (commonly referred to as the <quote>GREET model</quote>) developed by Argonne National Laboratory.</text></paragraph>
<paragraph id="ide13dbc42c23d40efa183fd94ab0bcdb3"><enum>(2)</enum><header>Subsequent updates</header><text>In carrying out the second and each subsequent update required under subsection (a), the Administrator shall—</text> <subparagraph id="idcea021641337463b8406364ab7e7fe00"><enum>(A)</enum><text>as necessary, adopt, review, or update a methodology determined to be appropriate by the Administrator; or</text></subparagraph>
<subparagraph id="ide36d176fd0694ddb9199c01f396df79e"><enum>(B)</enum><text>adopt the methodology described in paragraph (1).</text></subparagraph></paragraph></subsection> <subsection id="id5a94a0764d0443e18e352785a9bef787"><enum>(c)</enum><header>Report</header><text>If the Administrator fails to carry out subsection (b)(2) before the applicable deadline described in subsection (a), the Administrator shall submit to the Committees on Agriculture, Nutrition, and Forestry, Energy and Natural Resources, and Environment and Public Works of the Senate and the Committees on Agriculture, Energy and Commerce, and Science, Space, and Technology of the House of Representatives a report describing the reasons for the failure to carry out subsection (b)(2), which may include a determination by the Administrator that the methodology adopted or updated in a previous update under subsection (a) remains the most current methodology based on available data, research, and technology.</text></subsection></section>
