<official-title>To amend title II of the Child Abuse Prevention and Treatment Act.</official-title>

<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Families Act</short-title></quote>.</text></section> <section id="idB984B99487C34FFBAC9B5736CB88ED78"><enum>2.</enum><header>Child Abuse Prevention and Treatment Act amendments</header> <subsection id="id93A07B9443D8435784E95D92DCFC78A4"><enum>(a)</enum><header>Purpose and authority of community-Based grants for the prevention of child abuse and neglect</header><text display-inline="yes-display-inline">Section 201 of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5116">42 U.S.C. 5116</external-xref>) is amended—</text>
<paragraph id="idE9B8F8E5F51142FB97532BF045432A9C"><enum>(1)</enum><text>in subsection (a), by amending paragraph (2) to read as follows:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id3C7DCD8B03404887820CA73CBACEF465"> <paragraph id="id4FCFCB0B6EC2450F8CE9D6426C88902F"><enum>(2)</enum><text>to increase access to a continuum of community-based and prevention-focused programs and activities designed to strengthen and support families to prevent child abuse and neglect, among diverse populations, in order to help families develop protective factors linked to the prevention of child abuse and neglect.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="id5C27372988D84E7ABD7D95A6263410E9"><enum>(2)</enum><text>in subsection (b)(1)—</text> <subparagraph id="id9D48F438529948DAB6743809A76DAC51"><enum>(A)</enum><text>by redesignating subparagraphs (A) through (H) as subparagraphs (B) through (I), respectively; and</text></subparagraph>
<subparagraph id="idDB5C47A401E849658D60BE4C63F7E07F"><enum>(B)</enum><text>in the matter preceding subparagraph (A), by striking <quote>(1) developing, operating,</quote> and all that follows through <quote>existing strengths that—</quote> and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idB44B58511E114835B6500EADEC39C5DE"> <paragraph id="idD78BE40D944F407785EF0C8087B6ACF2"><enum>(1)</enum><text>providing community-based and prevention-focused programs and activities designed to strengthen and support families to prevent child abuse and neglect in order to help families build protective factors linked to the prevention of child abuse and neglect that—</text>
<subparagraph id="id267E33904B0E44ED92952A6C8BB348FC"><enum>(A)</enum><text>are accessible, effective, culturally-responsive, and build upon existing strengths;</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="idC7CE8EA7DB91466E9A7507AD9918FFEA"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">Section 204 of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5116d">42 U.S.C. 5116d</external-xref>) is amended—</text>
<paragraph id="idDFCA2B2979764A0FAE84DAD439B8BAEE"><enum>(1)</enum><text>in paragraph (11), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph> <paragraph id="idDD09D23F9AA945D1951BA21893D2A888"><enum>(2)</enum><text>in paragraph (12), by striking the period and inserting <quote>; and</quote>; and</text></paragraph>
<paragraph id="id3CA1B0FAC83D4B77980990E7EBA6D2CE"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id82D8BD97306D45F48CC61725B967BEF5"> <paragraph id="id9520E9B11FB641F2BC9E38E6C61B863B"><enum>(13)</enum><text>a description of how the lead entity will use grant funds received under this title to provide community-based and prevention-focused programs and activities designed to strengthen and support families to prevent child abuse and neglect, in a manner that— </text>
<subparagraph id="id5A1ADFF97AF94E06BD31A567CE5F2EFE"><enum>(A)</enum><text>helps families build protective factors that are linked to the prevention of child abuse and neglect, including knowledge of parenting and child development, parental resilience, social connections, time-limited and need-based concrete support, and social and emotional development of children; </text></subparagraph> <subparagraph id="idF3AA47D0F3754AF5A2E4FC94556F48A1"><enum>(B)</enum><text>is trauma-informed, culturally-responsive, and takes into consideration the assets and needs of communities that the entity serves; and </text></subparagraph>
<subparagraph id="idB37478D578AA472395B6B54582F2D3FC"><enum>(C)</enum><text>promotes coordination between local programs, public agencies, and relevant private entities to develop and expand a continuum of primary preventive supports that promote child, parent, and family well-being, with a focus on increasing access to services for diverse populations.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="id74BABDAF660B41C08622FA7645EC9CC6"><enum>(c)</enum><header>Local program requirements</header><text display-inline="yes-display-inline">Section 205(a)(3)(A) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5116e">42 U.S.C. 5116e(a)(3)(A)</external-xref>) is amended—</text>
<paragraph id="id53B129D9DCA84F88A32D777EDA3D65F2"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating clauses (ii) through (iv) as clauses (iii) through (v), respectively; and</text></paragraph> <paragraph id="id97FDCD2E78E344FB9A561F7F5A027B41"><enum>(2)</enum><text display-inline="yes-display-inline">by striking clause (i) and inserting the following:</text>

<clause id="id90B160B114214DF18903F6C10BA304EE" indent="up1"><enum>(i)</enum><text display-inline="yes-display-inline">parent support and education programs that build protective factors linked to the prevention of child abuse and neglect;</text></clause> <clause id="id7D9A310059DD45159CC073BE16695A58" indent="up1"><enum>(ii)</enum><text>mutual support and self help, and parent leadership services;</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="id35DC0A226D4E4911BAC2AC1A768281DD"><enum>(d)</enum><header>Definitions</header><text>Section 208 of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5116h">42 U.S.C. 5116h</external-xref>) is amended—</text> <paragraph id="idFEC3913903AC462B8120C88CDDB8DAD2"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text></paragraph>
<paragraph id="id4E07003C618D478BBE5EC31D143B6C50"><enum>(2)</enum><text>by inserting after paragraph (2) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id8E803CEAF2614B09A32A9A214A93D113"> <paragraph id="id9E37D5359EF24ED3A24CCB385D6E6E72"><enum>(3)</enum><header>Protective factors linked to the prevention of child abuse and neglect</header><text>The term <term>protective factors linked to the prevention of child abuse and neglect</term> means evidence-based or evidence-informed factors that have been demonstrated to ensure that families are more likely to be healthy and strong and less likely to experience child abuse and neglect. Such factors include knowledge of parenting and child development, parental resilience, social connections, concrete supports in times of need, and support for the social and emotional development of children.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
