<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1883</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210527">May 27, 2021</action-date><action-desc><sponsor name-id="S341">Mr. Blumenthal</sponsor> (for himself and <cosponsor name-id="S376">Ms. Ernst</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the issuance of a <quote>Gold Star Families Forever Stamp</quote> to honor the sacrifices of families who have lost a loved one who was a member of the Armed Forces in combat. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id5559FE327BCB4589B899C0D3CEBEA56A"><enum>1.</enum><header>Gold Star Families Forever Stamp</header><subsection display-inline="no-display-inline" id="idEB60C893EF58469CB0FCD677A227EC9E"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text><paragraph display-inline="no-display-inline" id="id357EC4175671489693064C3B0975ECF4"><enum>(1)</enum><text display-inline="yes-display-inline">Gold Star families are true national heroes, who deserve our deepest gratitude and respect; and</text></paragraph><paragraph id="id70182CE1BCED4F4481562252AC714E28"><enum>(2)</enum><text>the extraordinary contribution of Gold Star families is beyond measure, not merely for their loss, but also for the comfort they selflessly provide others and their model of service and sacrifice.</text></paragraph></subsection><subsection id="H6CFA5C2C3FE94D82A540663498DABB68"><enum>(b)</enum><header>Issuance of forever stamp</header><text display-inline="yes-display-inline">In order to continue to honor the sacrifices of families who have lost a loved one who was a member of the Armed Forces in combat, the Postmaster General shall provide for the issuance of a forever stamp suitable for that purpose.</text></subsection><subsection id="H105421CBD20342C39019ED6F17341882"><enum>(c)</enum><header>Forever stamp defined</header><text>In this section, the term <term>forever stamp</term> means a definitive stamp that—</text><paragraph id="id5FDA1C640BA9496991FB49D7B8F159B5"><enum>(1)</enum><text>meets the postage required for first-class mail up to 1 ounce in weight; and</text></paragraph><paragraph id="id5938E9789DEF415CA02FDC608A3FB718"><enum>(2)</enum><text>retains full validity for the purpose described in paragraph (1) even if the rate of that postage is later increased.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H80502B4184824A1D81A60212E816F4A8"><enum>(d)</enum><header>Effective
 date</header><text>The stamp described in subsection (b) shall be issued beginning as soon as practicable after the date of enactment of this Act and shall not thereafter be discontinued.</text></subsection></section></legis-body></bill>
